INVITATION FOR TENDER, EXPRESSION OF INTEREST (EOI)
The Federal Government of Nigeria has allocated funds to the National Institute for Pharmaceutical Research and Development (NIPRD) in the 2019 Appropriation Act for the execution of Project towards achieving the mandate of the Institute. Accordingly, the Institute wishes to invite reputable companies with relevant competence and experience to submit tender documents for the execution of the following projects.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in this procurement
i. Certificate of incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and 7 for Business Name)
ii. Company’s current Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners) for the last three (3) years 2016, 2017 and 2018) expiring on 31st December, 2019
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2019
iv. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid 31st December, 2019
v. Evidence of registration on National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or Certificate issued by the Bureau of Public Procurement (BPP)
vi. Current sworn affidavit certifying that
– The company is not in receivership, insolvent or bankrupt.
– None of the Directors has been convicted in any count of law or any criminal offence
– No officer of the National Institute for Pharmaceutical Research and Development, idu Abuja or the Bureau of Public Procurement is a former or present Director shareholder are has any peculiar interest in the bidder, and
– That all information presented in the documents are true and correct in all particular
vii. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019
viii. Evidence of financial capability to execute the project by submission of Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
ix. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
x. Company’s profile with Curriculum Vitae (CV) of key staff to be deployed for the project including copies of their Academic/professional qualifications
xi. Company’s Audited Accounts for the last three (3) years 2016, 2017 and 2018) duly signed and stamped by a professional accounting audit firm and clients
xii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit is compulsory for each JV partner)
xiii. Lists of Plant Equipment with Proof of Ownership/Lease (where applicable)
xiv. For Supply of Vehicle, “Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles of their authorized representatives should bid for the procurement of vehicles
xv. LOT A7: Evidence as Authorised representatives of the Original Equipment Manufacturers of Medical Equipments listed in the Federal Government’s approved policy
xvi. All documents for submission must be transmitted with a covering/forwarding letter under the company’s or firm’s letter headed paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs commission (CAC). Contact Address Telephone Numbers (preferably GSM No.) and valid e-mail address. The Letterhead paper must bear the names of Nationalities of Directors of company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS (CATEGORY A & B):
Interested bidders are to collect the Standard Bidding Document (SAD) from the office of the secretary to the Tenders Board, (Head of Procurement Unit), ground floor, left wing, new laboratory complex National Institute For Pharmaceutical Research And Development, Idu, Abuja on evidence of payment of a non-refundable tender fee of N10, 000.00 per Lot (FOR CATEGORY A AND B) paid into National Institute for Pharmaceutical Research and Development TSA Remita Account number in any commercial bank.
Firms interested in Category C will not pay at this stop until after short-listing.
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the desired Lot, one (1) hard copy for each of the Technical and Financial Bid only packaged separately in sealed envelopes together in a bigger sealed envelope addressed to:

And clearly marked with (the name of project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Procurement unit not later than 12.00noon Monday 16th December, 2019
6. OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00noon on Monday 16th December 2018 at the Institute’s conference hall, NATIONAL INSTITUTE FOR PHARMACEUTICAL RESEARCH AND DEVELOPMENT, Idu, Abuja in the presence of bidders or their representatives. Please ensure that you sign the Bid submission Register in the office of the Procurement Unit as the Institute will not be held liable for misplaced or wrongly submitted bids. 7. SUBMISSION OF EXPRESSION OF INTEREST (ED) (FOR CATEGORY C)
Interested firms are to submit two (2) sets of Expression of Interest (EOI) documents separated by dividers and arranged as indicated in paragraph 3. The documents should be submitted in a sealed envelope and addressed to

And clearly marked with the name of the project and the Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Procurement Unit on or before 12.00noon on Monday 18th November 2019.
8. OPENING OF EXPRESSION OF INTEREST (EOI) FOR CATEGORY C
The Expression of Interest will be opened immediately after the deadline for submission at 12:00noon on Monday 18th November 2019 while the Technical Bid will be opened on Monday 16th December, 2019 at 12 00 noon at the institute’s conference hall, NATIONAL INSTITUTE FOR PHARMACEUTICAL RESEARCH AND DEVELOPMENT, Idu, Abuja in the presence of bidders or their representatives. Please ensure you sign the bid submission register at the Procurement
Unit, as the Institute will not be held Table for misplaced or wrongly submitted bids.
9. PLEASE NOTE THAT
a. All submissions must be made only in English Language.
b. Certificate may be referred to the respective issuing authority for verification and authenticity.
c. Technical and Financial bids enclosed in one and same envelope that will expose the technical and financial bids at the same time of opening shall be disqualified.
d. Submission that does not meet up with the requirement specified above shall be rejected.
e. The evaluation shall be strictly based on the requirement specified above.
f. This advertisement is published for information purpose and will not be construed as a commitment or obligation on the part of National Institute for Pharmaceutical Research and Development. Idu, Abuja to award these contracts.
g. National Institute For Pharmaceutical Research And Development, Idu, Abuja is not bound to consider any bid and reserves the right to reject all bids at variance with the above or cancel the procurement proceeding in the public interest in line with Section 25 of the Public Procurement Act, 2007.
h. Due diligence exercise may be conducted to verify the claims made by bidders.
