INVITATION TO SUBMIT TENDERS FOR YEAR 2019 PROJECTS OF THE NATIONAL JUDICIAL COUNCIL
The National Judicial Council is the apex body for the Nation’s Judiciary. It is one of the Federal Executive bodies created by the virtue of section 153 of the 1999 Constitution of the Federal Republic of Nigeria. The Council is desirous to execute some Capital Projects under the year 2019 Budget Appropriation.
Interested suitable, qualified contractors are invited to submit Technical and Financial Bids for the projects listed below:

3.0 ELIGIBILITY REQUIREMENTS
Prospective Contractors shall possess the following documents;
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;
(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
(d) Evidence of current Industrial Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 30/6/2019 or valid Certificate issued by Bureau of Public Procurement;
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Judicial Council or the Bureau of Public Procurement is a former or Present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information present in its bid are true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years 2016, 2017, and 2018;
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when
(j) Company’s Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academics/Professional Qualifications in case of Construction, COREN/QSRBN/ARCON/ CORBON/SURCON etc.
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, valuation Certificates, Job Completion Certificates and Photographs of the projects;
(l) List of plants/Equipment with proof of Ownership/Lease (where applicable);
(m) Categories C, D and G: Evidence of Original Equipment Manufacturers Authorisation;
(n) For Joint Ventures/Partnership, Memorandum of understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV Partner).
(o) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.); and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect Standard Bidding Documents (SBD) from the Procurement Department, 2nd Floor National Judicial Council Office Complex, Supreme Court Complex, Three Arms Zone, Abuja, upon evidence of payment of a non – refundable tender fee of Ten Thousand Naira (N10,000.00) per Lot, paid into National Judicial Council’s Revenue Account Number 1167647018 with First City Monument Bank (FCMB).
5.0 Prospective bidders are to submit for each Lot, hard copies of Technical and Financial bids, Packaged in separate sealed envelopes and distinctly marked Technical Bid and Financial Bid respectively. The envelopes should thereafter be enclosed in a bigger sealed envelope, addressed to the Secretary, National Judicial Council, Supreme Court Complex, Three Arms Zone, P.M.B 483, Abuja, and clearly marked with the project title and Lot number.
Besides, the reverse side of each sealed envelope should indicate the name and address of the bidder and dropped in the designated Tender Box at the display centre not later than 11:00am on Thursday, 18 July, 2019. Kindly ensure you sign the bid submission Register, as the National Judicial Council shall not be liable for misplaced or wrongly submitted bids.
6.0 OPENING OF BIDS
The Technical bids will be opened immediately after the expiration of the deadline for submission at 11:00am on Thursday, 18 July, 2019, at the Federal Judicial Service Commission Examination Hall, Supreme Court Complex, Three Arms Zone, Abuja, in the presence of bidders in attendance or their representatives, while the Financial bid will be kept un-opened.
7.0 GENERAL INFORMATION
(a) Bids must be in English Language and clearly signed by an official authorised by the bidder.
(b) Bids Submitted after the deadline for submission would be returned un-opened.
(c) Bidders should not bid for more than two (2) Lots.
(d) All cost will be borne by the bidders
(e) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(f) The National Judicial Council is not bound to qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
