In pursuant of its objectives conserving the biotic and abiotic resources in the National Parks, the Service wishes to undertake the Procurement of works under the 2018 FGN Green Bond project.
Consequently, the National Park Service invites interested competent and reputable contractors with relevant experience and good track records to tender for the execution of the project, in compliance with the Public Procurement Act 2007.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the following documents
i. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), Form CAC2 & CAC7
ii. Evidence of Company’s current Tax Clearance Certificate for the last three years (2016, 2017 and 2018) valid till 31st December 2019, corresponding with a declared turnover of N50 million.
iii. Evidence of Current PENSION compliance certificate valid till 31st December 2019
iv. Evidence of current Industrial Training Fund (ITF) certificate valid till 31st December 2019
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December 2019
vi. Evidence of registration on the national Database of federal Contractors, consultants and service Providers by submission of Interim registration Report (IRR) expiring on 30th June, 2019 or a valid certificate issued by Bureau of Public procurement;
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Park Service or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented I the are true and correct in all particulars
viii. Company Audited Account for the last 3 years (2016, 2017 & 2018) by a qualified Auditor
ix. Evidence of financial capability to execute the job, by submission of reference letter from a reputable commercial bank with willingness to provide credit facility when needed.
x. Company Profile’s C.V and Professional qualifications of key personnel with Relevant professional bodies e.g. COREN, QSRBN, ARCON, and CORBON etc.
xi. Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last five years including Letters of awards, Valuation Certificate and/or job completion certificate and photographs of the projects.
xii. List of Plants and Equipment with proof of ownership or lease agreement.
xiii. All documents for submission must be transmitted with a Covering/Forwarding Letter under the company’s Letter Head paper bearing amongst other, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Numbers (preferable GSM No.) and valid e-mail address and official company’s address. The letterhead Paper must bear the Names, Nationalities and telephone number of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
4. COLLECTION OF TENDER DOCUMENTS
All Standard Bidding Documents are to be collected from the Procurement Unit, First Floor, National Park Services, Headquarters, Abuja on the presentation of evidence of payment of a non-refundable tender fee of Ten Thousand (N10,000.00) Naira only per Lot, issued in favour of National park Service, Abuja Remita Account in any reputable Commercial Bank in Nigeria.
5. SUBMISSION OF TENDER DOCUMENTS
i. Completed Technical and Financial Bids (One soft copy and two sets of hard copies) shall be submitted in two different sealed tamper proof envelopes and labelled “Technical Bid” and ‘Financial Bid”, and both place in a third sealed envelope. All the envelope should bear the Project Name and Lot No. at the top Right-Hand corner of the Envelope and addressed to: The Conservator – General, National Park Service, Umaru Musa Yar’adua expressway, P.M.B 0258, Garki, Abuja.
ii. The documents should be deposited in the Tender Boxes at the Conference Room, First Floor, National Park Service, headquarters, Umaru Musa Yar’adua Expressway, Abuja. Company’s name and address should also be written at the reversed side of the envelopes.
Closing time for all submissions is 12:00 noon prompt on Wednesday, 5th June 2019. Late submissions shall be returned unopened.
6. OPENING OF BIDS
The technical Bid opening will commence immediately after the deadline for submission at 12:00 noon Wednesday, 5th June 2019 in the Conference Room, National Park Services, HQ Abuja.
All bidders and/or their Representatives, relevant professional Bodies and NGOs are invited to witness the public opening exercise accordingly
7. GENERAL INFORMATION
i. All CAC, PNECOM, TAX, ITF, NSITF Certificates may be referred to the relevant bodies for verification
ii. All pre-qualified bidders will be contacted at later date for Financial opening, while Bids of Unsuccessful Bidders will be returned unopened
iii. The Evaluation of the received documents shall be strictly based on the requirements as specified above and as continued in the borne by the bidder’s
iv. The National Park Service is not bound to shortlist any Bidders and reserve the right to cancel and/or discontinued the procurement process at any stage without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
