INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI)
National Sugar Development Council (NSDC) is a parastatal under the Ministry of Industry, Trade and Investment and has been mandated to promote investment in the sugar industry with aim of achieving national self-sufficiency in sugar production within the shortest possible time.
The management of the National Sugar Development Council (NSDC) hereby invites experienced and competent contractors/consultants to tender for LOTS1-4 and for submission o expression of interest (EOI) for Lots 5-7 of the following supply of goods and conducts of pre-feasibility studies for its 20019 Capital projects.

4. ELIGIBILITY REQUIREMENTS
Contractors wishing to submit Tender for Lots 1- and consultants for Expression of Interest (EoI) for Lots 5-7 should submit the followings
i. Evidence of Certificate of Incorporation issued by the corporate affairs commission (CAC) including forms CAC2 and CAC7
ii. Evidence of company incomes tax clearance certificate (or personal income tax certificate where applicable0 for the last three 93) years valid till 31st December, 2019
iii. Evidence of current pension compliance certificate valid till 31st December, 2019
iv. Evidence of current Industrial training fund (ITF) Compliance Certificate valid till 31st December, 2019
v. Evidence of registration of current Nigeria social insurance trust fund (NSITF) compliance certificate valid till 31st December, 2019
vi. Evidence of registration on the national database of federal contractors, consultants and service providers y submission of interim registration report (IRR) expiring 0n 31/1/2020 or valid certificate issued by BPP
vii. Company profile with curriculum vitae of key staff to be deployed for the project.( Lot 5-7)
viii. Evidence of Registration with Nigerian Institute of Soil Science 9for Lots 5—Lot7}
ix. Verifiable documentary evidence of at least three similar jobs executed in the last five years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
x. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the national sugar development council, Abuja or the bureau of public procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
xi. Company’s audited accounts for the last three (3) years – 2016, 2017, 2018
xii. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria , indicating willingness to provide credit facility for the execution of the project when needed;
xiii. All documents for submission must be transmitted with a covering/Forwarding letter under the company/Firms letterhead paper bearing amongst others, the Registration number(RC) as issued y the corporate affairs commission (CAC) contact Address, telephone number (Preferably GSM No.) and email address. The letterhead paper must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
5. COLLECTION OF TENDER DOCUMENTS (LOTS 1-4 ONLY)
Interested companies are to collect the standard bidding document (SBD) for Lot 1-4 only from the Procurement Department National Sugar Development Council , Block A, Plot 45, Sugar House, Oro Ago Crescent, Off Muhammadu Buhari Way, Garki 2, Abuja after payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the National Sugar Development Council Remitta account in any reputable commercial bank .
6. SUBMISSION OF TENDER DOCUMENT (LOTS 1-4 ONLY)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial bid”, thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Executive Secretary, National Sugar Development Council (NSDC), 45, Oro Ago Crescent, Off Muhammed Buhari Way, Garki II, Abuja and clearly marked with the name of the protect and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at procurement Department not later than 12:00 NOON ON Monday, 23rd September, 2019.
7. SUBMISSION OF EOI FOR SERVICES (LOTS 5-7 ONLY)
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by divided and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Executive Secretary, National Sugar Development Council (NSDC), 45, Oro Ago Crescent, Off Muhammed Buhari Way, Garki II, Abuja and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at procurement Department not later than 12:00 NOON ON Monday, 23rd September, 2019
8. OPENING OF BIDS
For Lots 1-4, only technical bids will be opened immediately after at NSDC Conference Room at 12:00 noon on 12:00 noon on Monday, 23rd September, 2019 in their presence of bidders or their representatives, while the Financial bids will be kept un-opened. The opening of EOI Documents (Lots 5-7) will be immediately after submission at NSDC Conference Room at 12:00 noon on Monday, 26th August, 2019 in the presence of all bidders or their representatives.
Please, ensure that you sign the Bid Submission Register in the Procurement department while submitting bids as the , as National Sugar Development Council (NSDC) will not be held liable for misplaced or wrongly submitted bid. 9. GENERAL INFORMATION
a. Bids/EoI must be in English LANGUAGE are signed by an official authorized by the bidder
b. Bids/EoI submitted after the deadline for submission would be returned un-opened
c. Bidders should not bid for more than one (2) Lot
d. All costs will be borne by the bidders
e. For Goods: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids o un-successful bidder will be returned un-opened
f. For EoI: only shortlisted bidders will be contacted at a later date for collection of Request for Proposals
g. The National Sugar Development Council (NSDC) is not bound o pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the public procurement Act 2007.
