INVITATION TO TENDER
National Sugar Development Council (NSDC) is a parastatal under the Ministry of Industry, Trade and Investment and has been mandated to promote Investment in the sugar industry with the aim of achieving national self – sufficiency in sugar production within the shortest possible time. The Management of the National Sugar Development Council (NSDC) hereby invites experienced and competent Contractors to tender for the following 2019 Capital Projects.

3.0 ELIGIBILITY REQUIREMENTS
Contractors wishing to submit Tender for Lots 1-9 should submit the followings:
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(ii) Evidence of Company Income’s Tax Clearance Certificate for the last 3 years (2016, 2017, and 2018) valid till 31st December 2019;
(iii) Evidence of current Pension Compliance Certificate valid till 31st December 2019.
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019.
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019.
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate Issued by BPP.;
(vii) Company profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualification (COREN, CORBON, ARCON etc. (For construction works:
(viii) List of Plants/Equipment with proof of Ownership/Lease
(ix) Verifiable documentary evidence of at least three (3) similar jobs (to the one interested) in the last five (5) years (2014 to date) including Letters of Award, Valuation Certificates Job Completion Certificates and Photographs of projects;
(x) Company’s Audited Accounts for three (3) years (i.e. 2016, 2017 and 2018)
(xi) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Sugar Development Council, Abuja or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm all information presented in the bid are true and correct in all particulars.
(xii) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness and readiness to provide credit facility for the execution of the project when needed;
(xiii) All documents for submission must be transmitted with Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested Company should collect Standard Bid Documents (SBD) from the Procurement Department of the National Sugar Development Council, First Floor; Block A, after payment of a non-refundable fee of N10,000 (Ten Thousand Naira only) per Lot paid into NSDC’s Remita account in any commercial bank.
5.0 SUBMISSION OF TENDER
The prospective bidders are to submit for each lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format, packaged separately in seal envelopes and clearly marked as “Technical Bid” or “Financial Bid” Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to: The Executive Secretary; National Sugar Development Council (NSDC), 45, Oro Ago Crescent, Off Muhammadu Buhari Way, Garki 11, Abuja and clearly marked with Lots Number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop at the designated Tender Box at the Procurement Department not later than 12:00 noon on Monday, 26 August, 2019.
6.0 OPENING OF BIDS
The technical bids will be opened immediately at NSDC Conference Room at 12:00 noon on Monday, 26 August, 2019 in the presence of all bidders or their representatives.
Please ensure that you sign the Bid Submission Register in the Procurement Department while submitting bids as the National Sugar Development Council (NSDC) will not be held liable for misplaced or wrongly submitted bids.

7.0 GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorised by the bidder;
(b) Bids submitted after the deadline for submission would be returned un¬opened
(c) Bidders should not bid for more than two (2) Lots;
(d) All costs will be borne by bidders;
(e) Only pre-qualified bidders at the technical evaluation would be invited at a later date for financial bid opening, while the financial bids of unsuccessful bidders would be returned un-opened.
(f) The National Sugar Development Council (NSDC) is not bound to pre-qualify or short-list any bidder and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
