REQUEST FOR EXPRESSION OF INTEREST (EOI), FOR THE IMPLEMENTATION OF 2018 PROCUREMENT AUDIT/REVIEW OF PROCUREMENT ACTIVITIES OF THE 10 AFRICA CENTERS OF EXCELLENCE IN NIGERIA UNIVERSITIES

1.0. INTRODUCTION
The World Bank supported Africa Higher Education Centers of Excellence hereby invites qualified, competent, reputable and interested Procurement Audit Consulting firms with the requisite experience and proven track record for the 2018 procurement audit/review of procurement activities f the 10 ACEs in Nigeria Universities.

2.0. DESCRIPTION OF PROJECTS
2.1. Consulting Services:
Request for Expression of Interest (EOI) for Consultants

– Audit/Review for the 10 ACEs in Nigerian Universities

3.0. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7
b. Evidence of Company’s Tax Clearance Certificate for the last three years (2016, 2017 and 2018) valid till 31st December 2019;
c. Evidence of Current Pension Compliance Certificate valid till 31st December 2019
d. Evidence of current Industrial Training Fund (ITF) certificate valid till 31st December 2019
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December 2019
f. Evidence of registration on the national Database of federal Contractors, consultants and service Providers by submission of Interim registration Report (IRR) expiring on 30/06/2019 or a valid certificate issued by BPP.
g. A Sworn Affidavit Disclosing whether or not any officer of the relevant committees of the National Universities Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in the are true and correct in all particulars;
h. Company Audited Account for the last 3 years (2016, 2017 & 2018)
i. Evidence of financial capability to execute the job, by submission of reference letter from a reputable commercial bank with willingness to provide credit facility when needed.
j. Company Profile with Curriculum Vitae of key Staff to be deployed for the project, including evidence of competence in procurement audit and copies of their Academic/professional qualification;
k. Evidence of letter on procurement audit in not less than 3 difficult international organization or projects funded by international organization including letters of Awards, Valuation certificates, Job Completion certificates and Photographs of the projects
l. List Plants/Equipment with proof of Ownership/lease (where applicable);
m. All documents for submission must be transmitted with a Covering/Forwarding Letter under the company’s Letter Head paper bearing amongst other, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Numbers (preferable GSM No.) and valid e-mail address and official company’s address. The letterhead Paper must bear the Names, Nationalities and telephone number of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.

4.0. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested Consultants Service providers shall submit one original and five photocopies of their sealed expression of Interest (EOI) documents clearly stating the name if the project and the Lot number and addressed to The Executive Secretary, NUC and deposited in a Tender Box located at the Procurement Division of NUC not later than 13:00 noon Monday, 3rd June, 2019

5.0. OPENING OF EOIS
The EOIs shall be opened immediately after the deadline for submission at 12:00 noon Monday 3rd June, 2019 at the NUC ACE Secretariat Rm. 7, NgREN Complex, NUC Secretariat, Abuja

6.0. IMPORTANT NOTICE/ADDITIONAL INFORMATION
i. If EOI is by a Consortium, the Lead Company’s documents and other companies are required. Companies must evidence of a Notarized Joint Venture and/or Memorandum of Understanding and/or agreement specifying the roles and responsibilities of parties (eligibility requirements are applicable to each JV partner)
ii. The NUC reserves the right to reject any or all submission that do not meet up with the requirements as specified
iii. Any deviation from the instructions of submission of EOIs Bid Documents shall lead to disqualification.
iv. The Commission may not necessarily award the contract to the lowest priced bidder
v. The NUC is not bound to shortlist any bidder and reserve the right to annul the selection process at any time without incurring any liabilities whatsoever to any bidder in line with Section 28 of the Public Procurement Act, 2007.
vi. Post qualification may be carried out on all documents tendered.
vii. Only shortlisted Firms will be invited at a later date for collection of REQUEST FOR PROPOSALS
