ADDENDUM TO ADVERTISEMENT
RE- INVITATION FOR BIDS FOR THE YEAR 2019 CAPITAL PROJECT

The general public is hereby informed that the following addendum has been made on the above subject matter.

(1) CLOSING DATE: the closing date of this advertisement published in the media on the 29 July, 2019 is hereby shifted from 12:00 noon on 9 September, 2019 to 12:00 noon on 7 October, 2019 accordingly. The technical bids will be opened immediately after the deadline for submission at 12:00 noon on 7 October, 2019.
(2) For the project of “PROCUREMENT OF FURNITURE AND FITTINGS OF 50 BEDROOM SHORT COURSE STUDENT HOSTEL”, Bidders are to submit Prequalification documents (Technical Bids) only. Only bidders who possess the minimum technical requirements will be invited to submit financial bids. Bidders are not required to submit Bid Security at this stage.
(3) All other details in the said advertisement remain valid.
(4) All interested company/firms should take note, please.
(5) All inconveniences caused are regretted.

INVITATION FOR TENDER

1.0 INTRODUCTION

1.1 The National Water Resources Institute in furtherance to its statutory mandate intend to undertake the Procurement of Works/Goods/Services under its 2019 Capital Appropriation and in accordance with extant Provisional Section 25 of the Public Procurement Act 2007.
1.2 The Institute, therefore, invites all experienced and competent Contractors, Suppliers and Service provider with relevant experience for consideration for the execution of the following projects.

2.0 SCOPE OF GOODS/WORKS/SERVICES

2.1 The scope or Works/Goods/Service Providers for the projects earmarked for execution is tabulated as follows: Interested Contractors/Suppliers/ Service Providers are invited to submit Technical and Financial Bids.

ELIGIBILITY REQUIREMENT
Interested and Competent Contractors, Suppliers and Service Providers wishing to carry any of the Projects under the above are required to submit the following documents in their Technical Proposals.
(i) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and form CAC7.
(ii) Evidence of Company’s Income Tax Clearance Certificate for the last three years (2016, 2017, 2018) valid till 31st December 2019 with minimum average turnover of 20 million.
(iii) Evidence current Pension Compliance Certificate valid till 31st December, 2019.
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019.
(v) Evidence of current Nigerian Social Insurance Fund Scheme (NSITF) Compliance Certificate valid till 31st December, 2019.
(vi) Evidence of registration on the National Database of Federal Contractors, Consultants and Service providers by submission of the Interim Registration Report (IRR) expiring on 31st January, 2020 or valid Certificate issued by BPP.
(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Water Resources Institute or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(viii) Audited Accounts for the last three (3) years (2016, 2017, and 2018).
(ix) Evidence of financial capability to execute the Project by submission of Bank Reference letter from Commercial Bank in Nigeria, indicating willingness to provide credit facility for the Project when needed.
(x) Company’s profile with the Curriculum Vitae of the key staff to be deployed for the Project including copies of their Academic/Professional Qualifications (In case of construction COREN, QSRBN, ARCON, CORBON etc).
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Certificate of Valuations, Job Completion Certificates and Photographs of the Projects.
(xii) List of Plants/Equipment with proof of ownership/lease (where applicable).
(xiii) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR and Sworn Affidavit are compulsory for each JV partner).
(xiv) All documents for submission must be transmitted with a covering/ forwarding letter under the company/firm’s letter headed paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.) and e-mail address. The letter headed papers must bear the names and nationalities of the directors of the companies at the bottoms of the page duly signed by the authorized officer of the firm
Note: that all documents/information required must be paginated, submitted in the sequence/order as listed in i-xiv above.

4.0 COLLECTION OF TENDER DOCUMENTS:

4.1 Interested Companies are to collect the Standard Bidding Document (SBD) from the Office of the Head of Procurement, National Water Resources Institute, Mando Road, Kaduna on evidence of payment of a non-refundable fee of N10, 000.00 (Ten Thousand Naira) only, per Lot paid into the National Water Resources Institute’s Remita Account.

5.0 SUBMISSION OF TENDER DOCUMENTS

5.0 Prospective bidders are to submit bid for each of the lot desired, two(2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or Financial Bid”. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to the Executive Director, National Water Resources Institute, Mando Road Kaduna and clearly marked ‘with the Name of the Project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be deposited in the Tender Box at NWRI, Mando Kaduna, not later than 12:00 noon on Monday, 9 September, 2019.

6.0 OPENING OF BIDS DOCUMENTS
The technical Bids will be opened immediately after the deadline for the submission at 12:00 noon on Monday, 9 September, 2019 at the NWRI Board Room in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened. Please ensure that you sign the submission register as the Institute will be held liable for misplaced or wrongly submission of bids. 7.0 GENERAL INFORMATION
(i) Bids must be in English Language and signed by an official authorize by the bidder.
(2) Bids submitted after the deadline would be returned unopened.
(iii) Pre-qualified Bidders will be contacted at a later date for Financial Bid Opening while Financial Bids of unsuccessful] bidders will be returned unopened;
(iv) All costs will be borne by the bidders as the institute will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to their invitation;
(v) Non-Compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process.
(vi) The NWRI is not bound to Pre-qualify any bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
