NIGER DELTA DEVELOPMENT COMMISSION – NDDC
INVITATION TO TENDER (ITT) FOR GOODS AND NON-CONSULTANCY SERVICES AND EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES
(1.1) The Niger Delta Development Commission (NDDC) in line with its statutory mandate Intends to procure Goods, Non-Consultancy Services and Consultancy Services at her Head office situated at 167 Aba Road and state offices in the nine (9) mandate states and Abuja and hereby Invite Interested bidders.
(1.2) Consequently, the Commission wishes to engage the services of experienced and qualified contractors and consultants for;
CATEGORY 1: Cleaning and waste disposal services at various locations of the Commission’s operating offices
CATEGORY 2: Purchase and supply of Office Equipment, furniture and stationery;
CATEGORY 3: Educational Consultancy in the nine (9) mandate states.
The list of the locations, specification of goods and detail of consultancy are as shown below.
2.0 OBJECTIVES AND SCOPE OF THE SERVICES
(2.1) CLEANING AND WASTE DISPOSAL
To procure professional cleaning and waste disposal companies to provide professional and impeccable cleaning and waste disposal services in its facilities including detailed and thorough cleaning of all offices, visitor waiting rooms, restrooms, balconies and common areas/surrounds; internally and externally.
(2.2) OFFICE EQUIPMENT, FURNITURE AND STATIONERY
Provision of high quality office equipment (shredding machine, scanner, UPS and printers), office furniture (fire proof cabinet, shelves, and steel and wooden cabinet) and printing of office flat files.
(2.3) EDUCATIONAL CONSULTANCY
(2.3.1) To procure educational consultants that will assess the Commission’s Regional Education Programmes and its impact on the region; enhance effective and efficient services delivery of NDDCs Education programmes in the Niger Delta.
(2.3.2) The scope of services include:
(a) Identify gaps in the educational sector in the Niger Delta
(b) Report on the impact and gaps of NDDC Education programmes in secondary schools, scholarship scheme, capacity building, educational aids and Infrastructure;
(c) Research on the best approach to implement the Commission’s Education programmes;
(d) Interface with the relevant organs on issues related to Education curriculum;
(e) Provide advisory support to the Commission on education;
3.0 ELIGIBILITY CRITERIA:
This solicitation for Tender shall be based on meeting the following minimum eligibility criteria:
(a) Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation, Form CAC2 and CAC7;
(b) Evidence of current Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;
(c) Evidence of current Pensions Compliance Certificate valid till 31st December, 2019;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(e) Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
(f) Sworn Affidavit disclosing whether or not an officer of the relevant committee of the Niger Delta Development Commission or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all Information presented in its bid are true and correct in all particulars;
(g) Company’s Audited Accounts for the last three (3) years – 2016, 2017, 2018;
(h) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(i) Company’s Profile with list of Staff to be deployed for the project, (to include CV of professionals for Consultancy) and their professional/ academic certificates;
(j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last three (3) years including Letters of Awards, letter of completion and Photographs of the projects;
(k) List of Equipment with proof of Ownership/Lease (where applicable);
(l) For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(m) Proof of registration with the relevant Waste Management Authority within the state (for waste management only);
(n) All documents for submission must be transmitted with a Cover/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office stated below. The Head, Procurement Unit, Office of the Acting Managing Director/CEO, 8th Floor, Head Office Building, Niger Delta Development Commission, 167, Aba Road, Port Harcourt, Rivers State on evidence of payment of a non-refundable fee of N10,000.00 (Ten Thousand Naira) only per Lot, paid into Niger Delta Development Commission (NDDC)’s Remits Account in any Commercial bank between the date of this publication and on or before 12:00 noon, Friday, September 13, 2019. Firms interested in Lot 3 will not pay at this stage until after shortlisting.
5.0 SUBMISSION OF TENDER /EOI DOCUMENTS
Category 1 & 2: Prospective bidders are to submit Bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial Bids with softcopy of Financial Bid in MS Excel format packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two (2) sealed envelopes together in a bigger sealed envelope addressed to:
The Head, Procurement Unit, Office of the Acting Managing Director/CEO, 8th Floor, Head office Building, Niger Delta Development Commission, 167, Aba Road, Port Harcourt, Rivera State and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and dropped in the designated Tamper Proof Tender Boxes located at:

Category 3: Interested firms are to submit two (2) bound of Expression of Interest. (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to as indicated above and clearly marked with (the name of the project and the Lot number).
Furthermore, the reverse of each sealed envelope have the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday, 12 August, 2019.
6.0 OPENING OF BID
The EOI/Technical Bids will be opened immediately after the deadlines for the submission at 12:00 noon on Monday, 12 August, 2019 respectively, in the Reception Hall (Ground Floor), Head Office Building, Niger Delta Development Commission; 167, Aba Road, Port Harcourt – River State in the presence of bidders or their representatives, while the Financial Bids of Lots 1&2 will be kept un-opened.
Please ensure that you sign the Bid Submission Register in the office of the Head, Procurement Unit; Office of the Acting Managing Director/CEO, 8th Floor, Head Office Building, Niger Delta Development Commission; 167, Aba Road, Port Harcourt – Rivers State, as the Niger Delta Development Commission will not be held liable for misplaced or wrongly submitted bids.

7.0 GENERAL INFORMATION
(a) Bids must be in English language and signed by an official authorised by the bidder;
(b) Bids submitted after the deadline for submission would be returned un-open;
(c) Bidders should not bid for more than two (2) Lots (note: this maximum ceiling is important in order not to over-stretch bidder’s capacity, and causing delay in project delivery)
(d) All costs will be borne by the bidders;
(e) Category 1 & 2: Only prequalified bidders will be contacted at a later date for financial bid Opening, while financial bids of un-successful bidders will be returned unopened;
(f) Category 3: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
(g) The Niger Delta Development Commission is not bound to pre-qualify or accept any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007;
(h) This invitation is open to those who participated in the earlier Invitation to Tender of 11 March, 2019.
(i) This Invitation admits to only one bid per firm.
