INVITATION TO TENDER
The Niger Delta Power Holding Company Limited (NDPHC), a holding company for the National Integrated Power Project in compliance with the Public Procurement Act (PPA) 2007, hereby invites reputable and interested Contractors with requisite expertise and experience to submit Tenders for the under- listed projects:
i. Invitation for Pre-qualification as an Insurer (Underwriter) to provide insurance coverage as may be required by NDPHC for 2019 (Lot 1)
All interested underwriters seeking to be considered must satisfy as a minimum, the following conditions:
a) Be a Limited Liability Company registered with Corporate Affairs Commission (CAC) in Nigeria and licensed by the National Insurance Commission (NAICOM) to operate as an insurance company.
b) Have a minimum paid up capital as approved by NAICOM for the different classes of insurance.
c) Certified True Copy by National Insurance Commission (NAICOM) of the company’s current License as an insurer to transact general business within the last twelve months.
d) Be a good corporate citizen of Nigeria that pays its taxes as at when due.
e) Fulfill all statutory requirements to operate as an underwriter, that is Evidence of registration with the Nigerian Insurance Association (NIA).
f) Insurance companies (underwriters) must have evidence of good business relationship with competent Re-Insurance underwriters and maintain adequate re-insurance treaty for the class of insurance it intends to bid with relevant experience in energy (power) business and access to international markets.
g) Description of re-insurance strategy, including use of rated re-insurance companies.
h) Have verifiable full-time employees with cognate experience in all classes of insurance.
i) Must have verifiable locational addresses in Nigeria.
j) Insurance companies (underwriters) must satisfy the margin of solvency requirements as prescribed by the Insurance Act 2003.
k) A profile of management staff of the company with their qualifications and insurance working experience including technical staff.
l) A statement signed by the company’s CEO of its staff strength and location addresses.
ii. Request for approval for the procurement of 4 sets of transformer test equipment across all the Power Plants and distribution substations (Lot 2)
iii. Request for procurement of insulating mats for safe operation of the MV and HV switchgear across NDPHC power stations (Lot 3)
2.0 GENERAL REQUIREMENTS FOR ALL BIDDERS
Prospective bidders are required to submit the following documents:
i. Detailed Company Profile reflecting current office address, email, telephone numbers, competence, plant & equipment owned/leased or hired while also indicating professional and non-professional personnel (where applicable) to be deployed for the projects including copies of their professional qualifications.
ii. Certificate of Incorporation with Corporate Affairs Commission (CAC) attached with certified True Copy of Form CAC7 –Particulars of Directors.
iii. Evidence of company’s current Tax Clearance Certificate for the past three years.
iv. Current audited financial account for the past three years duly stamped by a registered Auditor.
v. Evidence of current Pension Clearance Certificate in compliance with Amended PenCom Reform Act 2014 and section 16 (6) (d) of the Public Procurement Act 2007
vi. Evidence of current compliance with the Industrial Training Fund (ITF) Act 2011 in line with Section 16 (6) (d) of the Public Procurement Act 2007
vii. Evidence of compliance with Nigeria Social Insurance Trust Fund (NSITF)
viii. COREN practicing license (for engineering firms)
ix. Evidence of NEMSA certification (for electrical installation works)
x. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP)
xi. Evidence of and successful completion of similar projects executed in the last five years. Such evidence shall be in the form of valid and verifiable letters of award of contract, contract agreement and job completion certificates or interim payment certificates where such jobs are still in progress.
xii. Current sworn affidavit disclosing:
a. That the company is not in receivership, insolvent or bankrupt;
b. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
c. Whether or not any officer of NDPHC is a former or present Director, Shareholder or has any pecuniary interest in the bidder;
d. That all documents submitted are true and correct in all particulars
xiii. The minimum turnover for works is N50,000.000.00
Failure to submit all documents stated above may lead to the disqualification of the Bid.
3.0 COLLECTION OF TENDER DOCUMENTS/SUBMISSION OF PROPOSALS
Interested and competent Bidders are requested to collect Bid Documents as from Monday 28th January, 2019 from the Procurement Department, 6th Floor, NDPHC Corporate Headquarters, Plot 1490 Samuel Ademulegun Street, Central Business District, Abuja upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10, 000.00) only per Lot. Payment shall be into Niger Delta Power Holding Company Limited (NDPHC)’s Treasury Single Account (TSA). Evidence of payment into the TSA shall be taken to the Finance & Accounts Department for confirmation and issuance receipt for bid collection.
4.0 SUBMISSION OF TENDERS
- Submissions for Lots 1 shall be for Expression of Interest (EOI) with the “Project Title” and “Lot Number” boldly written on the envelope in three (3) sets. Only successful bidders from the EOI exercise shall be contacted.
- Submission for Lots 2 and 3 shall be for Technical and Financial Tenders. Prospective bidders shall enclose their Technical documents in a separate envelope (marked Technical) and Financial Bids in another envelope (marked Financial) and the two separate envelopes shall be enclosed in one sealed outer envelope clearly marked “INVITATION TO TENDER” stating the “Project Title” in three (3) sets.

The completed and sealed Bid document should be submitted in the Tender Box at the procurement Department between the hours of 9am to 5pm Monday to Friday. Bidders are advised to submit on or before the closing date of the Bid submissions of Tuesday, 6th March, 2019. Late submission will not be accepted.
5.0 CLOSING DATE AND OPENING
Submission of bid documents closes on Tuesday, 6th March, 2019 by 11:00am. The submitted bids will be opened on the same day as stated below.
6.0 OPENING OF BIDS
Venue: NDPHC Auditorium on the 6th Floor

Bidders/Company’s representatives and interested members of the public including relevant Professional Bodies, Civil Society and Non-Governmental Organization (NGOs) are hereby invited to witness the public opening of technical bids.
Opening of Financial bids of Bidders adjudged technically competent shall be done at a later date that would be communicated to successful (pre-qualified) firms.
i. The documents should be arranged in the order listed at 2.0 above and clearly separated by dividers;
ii. Certificates may be referred to the respective issuing authority for verification and authentication;
iii. Technical and Financial Bids enclosed in one and same single envelope that will expose both the Technical and Financial Bids at the same time during opening shall be disqualified;
iv. Bid documents shall be submitted in person and not through post. Any bid submitted through post shall not be accepted;
v. This advertisement should not be construed as a commitment or obligation on the part of NDPHC to award these contracts;
vi. NDPHC is not bound to consider any bid and reserves the right to reject all bids at any time prior to the Award of Contract or cancel the procurement proceeding in the public interest;
vii. All submissions must be made only in English Language;
