INVITATION TO TENDER
The Nigeria Arabic Language Village, Ngala (NALV) a foremost inter university Centre for Arabic Studies with Headquarters at Ngala, Borno State, Nigeria wishes to invite interested reputable and competent Contractors to Pre-qualify and Bid for the following 2018 appropriated capital projects.

DESCRIPTION: CONSTRUCTION OF STUDENTS’ HOSTEL (100 BED SPACES FOR FEMALE STUDENTS)
LOT NO: NALV/CP/2018/SW/02
DESCRIPTION: FURNITURE TO STUDENTS’ HOSTEL (200 BED SPACES FOR MALE & FEMALE STUDENTS)
LOT NO: NALV/CP/2018/SW/03
DESCRIPTION: CONSTRUCTION OF PERIMETER WALL FENCE, SECURITY POST AND ENTRANCE HALL TO ENHANCE CAMPUS SECURITY

DESCRIPTION: REHABILITATION OF EXISTING BUILDING (CONSTRUCTION OF OVERHEAD TANKS, PARKING LOTS, INTERLOCKING ETC.)
B. ELIGIBILITY REQUIREMENTS
To be considered for pre-qualification, interested competent and reliable contractors are required to provide verifiable evidence including but not limited to the following documents:
a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7.
b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2018.
c) Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2018.
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 30/6/2019 or valid Certificate issued by BPP.
g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigeria Arabic Language Village or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h) Company’s Audited Accounts for the last three (3) years (i.e. 2015, 2016 & 2017).
i) Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j) Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their Academic/Professional Certificates (in case of construction: COREN, QSRBN, ARCON, CORBON etc.).
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificate, job completion certificate and photographs of projects.
l) List of Plants/Equipment with proof of ownership/lease.
m) All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
- Arrangement of documents to follow the list above and appropriately numbered with a table of content indicating the pages or folios on which the items are to be found
- Any company that submits fake documents shall be disqualified outright and may be reported to the appropriated authority.
- All interested companies must produce original of documents on the date of opening for sighting only.
D. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Tender Documents from the procurement unit from the date of publication of this advert between the hours of 10:00am and 3:00pm daily with evidence of payment of a non-refundable fee tender fee of N10,000.00 (Ten Thousand Naira) only per Lot paid through REMITA PLATFORM to Nigeria Arabic Language Village at any reputable commercial bank in Nigeria and a copy of the receipt presented before the collection of Tender document.
E. SUBMISSION OF TENDER DOCUMENTS
Pre-qualification and financial bids shall be submitted in two different wax-sealed envelopes and labeled “Pre-qualification bid” and “financial bid” respectively with the company’s name indicated at the box of each envelope. Both envelopes should be wax-sealed and place in a third envelope and also wax-sealed and marked with relevant project ARABIC LANGUAGE VILLAGE, NGALA not later than 10:00am on Wednesday, 13th March, 2019.
F. OPENING OF BIDS
Only technical bids shall be opened immediately after the deadline for submission at 10:00am on Wednesday, 13th March, 2019 at the Nigerian Arabic Language Village, Liaison Office, Opposite Nakowa Hospital Lagos Street, Maiduguri. General public are invited to witness the opening.
H. GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the bidder.
b. Bid submitted after the deadline for submission would be returned un-opened.
c. Bidders may apply for a maximum of two (2) Lots after payment of appropriate non-refundable tender fee for each Lot.
d. The Village will undertake verification of all claims made by Contractors.
e. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bid opening, while the financial bids of un-successful bidders will be returned un-opened.
f. All cost will be borne by the bidders.
g. This Advert shall not construe to be commitment on the part of the Nigeria Arabic Language Village nor shall it entail the Company to make any claim(s) whatsoever and/or to seek any indemnity from The Nigeria Arabic Language Village by virtue of such Company having responded to this Advertisement.
h. All costs will be borne by the bidders as the Language Village will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation.
i. The Nigeria Arabic Language Village, Ngala is not bound to pre-qualify any bidder and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
