The Federal Government has allocated funds to the Nigeria Football Federation in the year 2018 Appropriation for the Procurement of Goods, Works and Services. In accordance with Section 16 sub-section 1b and c of the Public Procurement Act 2007, the Nigeria Football Federation hereby invites experienced and competent bidders to tender for the execution of the following projects in order to achieve its mandates:


A1Purchase of Official and Service Vehicles
A2Supply of Medical Materials
A3Supply of Sporting/Gaming Equipment
A4Supply of Office Equipment
A5Supply of Computer Equipment and Accessories

2.1 The delivery schedule and specification for these projects will be spelt out in the various Standard Bidding Documents (SBD).

Interested contractors and suppliers are required to submit the following:
(i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC);
(ii) Evidence of company Income’s Tax Clearance Certificate for the last three (3) years (2015, 2016 and 2017) valid till Dec. 31, 2018;
(iii) Evidence of current Pension Compliance Certificate valid till Dec. 31, 2018;
(iv) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till Dec. 31st, 2017;
(v) Evidence of current Industrial Trust Fund (ITF) Compliance Certificate valid till December 31st, 2017;
(vi) Evidence of Registration on the Database of Federal Contractors, Consultants and suppliers by submission of Interim Registration Report (IRR) expiring on 01/01/2019 or valid Certificate issued by Bureau of Public Procurement;
(vii) Company’s Audited Account for the last three (3) years, 2015, 2016, 2017, duly stamped and signed by a registered Auditor;
(viii) Evidence of financial capability to execute the project including Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project;
(ix) A comprehensive Company profile with curriculum vitae of key staff to be deployed for the project should be submitted including evidence of registration with professional bodies (e.g. ICAN, ARCON, ANAN, COREN, Purchasing and Supply etc.);
(x) Verifiable documentary evidence of at least five (5) similar jobs executed in the last five 50 years including letters of awards and job completion certificates;
(xi) All documents for submission must be transmitted with a covering/ forwarding letter under the company/firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC); contact address, telephone number preferably GSM No. and e-mail address. The Letter Headed paper must bear the names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm; and
(xii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigeria Football Federation or Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(xiii) All the requirement stated in paragraph 3i-xiii shall be enclosed in the technical envelope.

4.0 NOTES:
(a) Bidders are free to bid for as many lots as possible but shall not be offered more than one lot for award of contract.
(b) Technical and Financial bids put in one envelop that will expose bidding amount shall lead to disqualification of the bidder.
(c) Certificates and any other documents submitted shall be referred to the respective issuing authority for verification and authentication. Due diligence shall be conducted to verify any claims made by the bidders.
(d) Any bid submitted after bid submission deadline shall be rejected.
(e) This advertisement shall not be construed as a commitment on the part of NFF nor shall it entitle any bidder submitting documents to claim any indemnity from the Nigeria Football Federation (NFF).

Tender documents will be available for collection from the office of the Secretary, Tenders Board, NFF Headquarters Wuse Zone 7, Abuja between the Hours of 10:00am and 4:00pm – Monday to Friday from the date of this advertisement, on presentation of original receipt of non-refundable Tender Fee of N10,000.00 (Ten Thousand Naira) only for each lot paid into Nigeria Football Federation TSA via REMITA platform.

Original and Two (2) copies of the Technical and Financial Bid are to be submitted in a separate envelope. Envelopes for the Technical and Financial Bid shall be clearly and duly marked “Technical and Financial Bid” respectively. The two sealed envelopes should be placed in a bigger envelope clearly marked with name of the project and lot number and addressed to the Secretary, Tenders Board, Nigeria Football Federation. Furthermore, the reverse of each sealed envelope should bear the name and address of the company and be deposited by hand in the Tender Box at the Tenders Board Secretariat, Nigeria Football Federation not later than 12:00noon on 21 May, 2018.

Bids shall be opened on the 21 May, 2018 immediately after the deadline for the submission by 12:00 noon, in the presence of the bidders/representatives and other relevant statutory bodies at the NFF Conference Room, Wuse Zone 7, Abuja.
