INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI)

1. INTRODUCTION
The Nigeria Hydrological Services Agency (NIHSA) in compliance with the Public Procurement Act (PPA) 2007 invites experienced and competent contractors, suppliers and  Consultants/service  providers to submit bids for the execution of the following projects:

3. ELIGIBILITY REQUIREMENTS:
Prospective bidders are required to submit the following documents in their technical proposal
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7;
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three years 2016, 2017 2018) valid till 31st December, 2019
iii. Evidence of current Pension Compliance Certificate valid 31 December 2019
iv. Evidence of current industrial Training Fund (ITF) Compliance Certificate valid 31st December, 2019
v. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate (2019) valid till 31 December 2019
vi. Evidence of Registration on the National Database of Federal contractors, consultants and service providers by submission of the Interim Registration Report (IRR) expiring on 1st January, 2020 or Valid Certificate issued by BPP;
vii. Sworn Affidavit Disclosing whether or not any officer of the relevant committees of the Nigeria Hydrological Services Agency or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
viii. Company’s Audited Account for the last three years (2016, 2017 and 2018)
ix. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed
x. Company’s profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional Qualifications (in case of construction: COMEG, COREN QSRBN, etc.)
xi. Verifiable documentary evidence of at least three similar jobs executed in the last five years including letters of award, valuation certificates, job completion certificates and photographs of the project
xii. List Of Plants/Equipment with proof of ownership/lease (where applicable);
xiii. For Joint Ventures/Partnership, Memorandum Of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV Partner)
xiv. .Verifiable evidence of certificate of the firm’s registration with relevant professional body(ies) e.g. NAICOM Insurance, EHORECON/Cleaning Services, NITDA/CPN/information Technology, ICAN/ANAN/Financial Reporting Service, COMEG, COREN/QSRBN/ARCON/CORBON/SURCON/Construction, NSCDC Security, ESVARBON/Estate Surveying
xv. All documents for submission must be transmitted with a covering forwarding letter under the company/firm’s letterhead paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM no.) and e-mail address. The letter headed papers must bear the names and nationalities of the Directors of the Company at the bottom of the page duly signed by authorized officer of the firm.

NOTE: All documents information required must be paginated submitted in the sequence/order as in the sequence/order as listed in (i-xv) above.

4. COLLECTION OF TENDER DOCUMENTS (LOTS A1-A6)
Interested companies are to collect the Standard Bidding Documents (SBD) upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N 10,000.00) only, per Lot from The Office of the Head of Procurement Nigeria Hydrological Services Agency (NIHSA) Plot 222, Shettima Ali Monguno Crescent Utako District Abuja, from 23 September, 2019 Payment shall be made to NISHA’s Remita account in any reputable commercial bank in Nigeria. After payment, teller shall be taken to NIHSA revenue unit for issuance of receipt for collection of bidding documents.
Bidders for Lots B1-B2 are not required to pay at this stage except if shortlisted for Request For
Proposal (RFP)

5. SUBMISSION OF TENDER DOCUMENTS (LOTS A1-A6)
Prospective bidders are to submit bid for each of the lot desired two hard copies each of the
Technical and financial bids with soft copy of financial bid only in MS Excel format packaged separately in sealed envelopes and clearly marked as Technical Bid” or Financial Bid”. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to the Director-General, Nigeria Hydrological Services Agency, Plot 222 Shettima All Monguno Crescent Utako District, Abuja and clearly marked with the name of the Project and the Lot number at the top right hand corner. Furthermore, the reverse of each sealed envelope should have the company name and address of the bidder. The sealed envelope should be deposited in the Tender Box at the address above, not later than 12.00noon on 4th November 2019

6. OPENING OF BID DOCUMENTS (LOTS A1-A6)
Technical Bids will be opened immediately after the deadline for the submission by 12.00 noon on November, 2019 at the Agency’s conference hall, in the presence of bidders or their representatives, while the financial bids will be kept unopened. Please ensure that you sign the bid submission register at the address stated in 4.0 above, as the Agency will not be held liable for misplaced or wrongly submitted bids.

7. SUBMISSION OF EXPRESSION OF INTEREST (EOL).(LOTS B1-B2)
Interested firms are to submit two bound copies of Expression of Interest (Eol) documents separated by dividers, and arranged as indicated in 3.0 above. The documents should be submitted in a sealed envelope and addressed to the Director General Nigeria Hydrological Services Agency and clearly marked with the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the company name and address of the bidder. The envelope should be deposited in the Tender Box at the address in 4.0 above, not later than 12.00noon on 7 October 2019.

8. OPENING OF EXPRESSION OF INTEREST (EOL) (LOTS B1-B2)
Expression of Interest (Eol) documents will be opened immediately after the deadline for submission at 12.00 noon on 7th October, 2019 at the Agency’s conference hall, in the presence of bidders or their representatives. Only pre-qualified bidders will be invited at a later date to collect Request for Proposal (RFP), please ensure that you sign the Bid Submission Register at the address stated in 4.0 above, as the Agency will not be held liable for misplaced or wrongly submitted bids

9. GENERAL INFORMATION
i. Bids and Expression of Interest (Eol) should be in English Language and signed by an official authorized by the bidder.
ii. Bids and Expression of Interest (Eol) submission should be submitted unopened.
iii. Bidders should not bid for more than one Lot
iv. Pre-qualified bidders for Lots A1-A6 will be contacted at a later date for financial bid opening while bids of unsuccessful bidders will be returned unopened
v. Shortlisted and Pre-qualified bidders for Lots B1-B2, will be contacted at a later date for collection of tender documents
vi. All costs will be borne by the bidders
vii. Non-compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process;
viii. Nigeria Hydrological Services Agency(NIHSA) is not bound to Pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
