INVITATION TO TENDER FOR THE EXECUTION OF 2019 CAPITAL APPROPRIATION ACT

1.0 INTRODUCTION
1.1  The Nigeria Natural Medicine Development Agency (NNMDA) was established with the mandate to Provide, Research, Develop, Promote, Collate, Document and Preserve Nigeria’s Indigenous (Traditional) health care system, medications and non-medications healings arts, sciences, technologies, bio-resources and facilitate their integration into the national healthcare delivery system and for related matters.

1.2   NNMDA wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following projects for the year 2019 Capital Appropriation towards achieving the mandate of the Agency.

3.0 ELIGIBILITY REQUIREMENTS
(Prospective bidders must possess the under-listed requirements to be eligible to participate in this procurement)
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(b) Evidence or Company Income s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019; with minimum average turnover of Ten (10) million for Works;
(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP;
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigeria Natural Medicine Development Agency or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years- 2016, 2017, 2018;
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed:
(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (for construction: COREN, QSRBN, ARCON, CORBON etc.);
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(l) List of Plants/Equipment with proof of Ownership/Lease (where applicable);
(m) For Equipment; Letter of Authorization from the Original Equipment Manufacturers (OEMs);
(n) For Training Programmes; Evidence of Firm’s Registration with the Centre for Management Development (CMD);
(o) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS (CATEGORY A & B)
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Secretary Tenders Board, Nigeria Natural Medicine Development Agency. No 9. Kofo Abayomi Street, Victoria Island, Lagos on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the Account Name: Nigeria Natural Medicine Development Agency. Account No: 022800400100 payable in any reputable Commercial Bank in Nigeria by generating RRR on Remita.net

5.0 SUBMISSION OF TENDER DOCUMENTS (CATEGORY A & B)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid’. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Director-General/Chief Executive, Nigeria Natural Medicine Development Agency, No 9 Kofo Abayomi Street, Victoria Island Lagos and clearly marked with “INVITATION TO TENDER” and indicate the “LOT No”. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the DG’s reception not later than 1:00p.m, on Monday, 7 October, 2019.

6.0 SUBMISSION OF EOI DOCUMENTS (CATEGORY C)
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated above: and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the DG’s reception not later than 1:00p.m. on Monday, 9 September, 2019

7.0 OPENING OF EOI/BIDS
The EOIs and technical bids will be opened immediately after the deadlines for submission at 1:00p.m. on Monday, 9 September, 2019 and 1:00p.m. on the 7 October, 2019 respectively in the Conference Room, at 9, kofo Abayomi Street, Victoria Island, Lagos in the presence of bidders or their representatives, while the financial bids will be kept un-opened Please, ensure that you sign the Bid Submission Register in the office of The Director-General. DG’s office first floor, 9, Kofo Abayomi Street, Victoria Island, Lagos as the Nigeria Natural Medicine Development Agency will not be held liable (or misplaced or wrongly submitted bids. 8.0 GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorised by the bidder;
(b) Bids submitted after the deadlines for submission would be returned un-opened;
(c) Bidders should not bid for more than two (2) Lots
(d) All costs will be borne by the bidders;
(e) Category A & B: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening while the financial bids of un-successful bidders will be returned un-opened;
(f) Category C: Only shortlisted bidders will be contacted at a later date for collection of Request for Proposals;
(g) The Nigeria Natural Medicine Development Agency is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
