NIGERIAN BULK ELECTRICITY TRADING PLC – NBET
INVITATION TO TENDER/EXPRESSION OF INTEREST (EOI)

1. INTRODUCTION
The Nigerian Bulk Trading (NBET) Plc seeks to invite competent and contractors interested in participating in the pre-qualification exercise to provide a range of goods and services under year 2019 Budget.

In compliance with me Public Procurement Act 2007, interested bidders may wish to indicate the interest to pre-qualify for the following work areas.

2. PROJECT SCOPE OF SUPPLY AND SERVICES

The various work streams entailed will be elaborated in the various Standard Bid Documents/Requests for Proposal (RFP that will contain the terms of Reference/specification of assignments

3. INSTRUCTIONS TO APPLICANTS (CATEGORY A)
An Expression of Interest (EOI) may be submitted by an individual applicant or firms that have met the minimum eligible criteria listed below. In case of firms, only the resume of the lead Consultant will be appraised for eligibility purposes.

4. ELIGIBILITY REQUIREMENTS (CATEGORY A)
The Consultant is expected to advise NBET’s project team in the design, solutions, and procurement deployment and performance evaluation of an Enterprise Resource Planning (ERP) and other Enterprise Business Systems (EBS). The Consultant is expected to support whilst providing a lead role to the project team in the development of requests for proposals of the components of the ERP with functional requirements and specifications for the various lots of the project, and to determine hosting platforms and software acquisition methodologies to be used in deploying the recommended systems. Bidders are therefore required to show variable experience in the subject matter. Other requirements expected are as follows:
i. University Degree in Electrical/Electronic Engineering: Computer Science or Information Systems
ii. A Minimum of 20 years industry experience in the Nigerian IT sector, 10 of which should have been spent in an executive capacity in either a government agency of a large multinational IT firm.
iii. Demonstrable experience in the acquisition and deployment of IT infrastructure for shared services environment in the public sector
iv. Deep hands-on knowledge of the information Technology and Telecoms environment in the public sector government: e-Government, IT policy formulation and execution technology acquisition, management and operations Human Capital and competence development Information Security and other related considerations
v. Verifiable documentary evidence of three (3) similar and relevant enterprise IT consultancy/software implementation engagements awarded/executed in the last five (5)years by the firm natural person, including letters of award and/or Job Completion certificates
vi. Firms bidding for this category should also include the requirements in 6.0

5. TENURE
The Assignment is expected to be full time for a period of 52 weeks.

6. ELIGIBILITY REQUIREMENTS (CATEGORY B)
i. Evidence of registration with Corporate Affairs Commission (CAC) including Forms CAC 2 and CAC 7
ii. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP
iii. Evidence of Tax Clearance Certificate for the last three (3) years 20162017 & 2018) valid till 31 December 2019
iv. Evidence of Current Pension Compliance Certificate valid till 31 December 2019
v. Evidence of current Industrial Training Fund (ITF) compliance certificates valid till 31st December 2019
vi. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31 December, 2019;
vii. Company Profile including Curriculum Vitae of key personnel with copies academic/professional certificates
viii. Current company audited account for the last three financial years signed by a registered auditor 20162017 & 2018).
ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed
x. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Bulk Electricity Trading Pic or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects
xii. Category only companies included the National Automotive Design and Development its approved state of local manufacturers of vehicle of authority should bid for LOT
xiii. All documents for submission must be transmitted with Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

7. SUBMISSION OF EOI DOCUMENT CATEGORY A ONLY
Interested firms are to submit their Expression of Interest (EOI) in two hard copies by dividers as indicated in paragraph 3 &4, and two (2) soft copies.

7.1. OPENING OF EOI FOR CATEGORY A
The EOI documents will be opened immediately after the submission deadline at 12:00 Noon Tuesday 24/09/2019 in NBET conference room (2nd Floor) in the presence of bidders or their representative. Please ensure that you sign the submission register indicating Company Name
Representative contact details (phone No and email) and LOT category/ No. NBET will not be liable for mislabeled submissions or wrongly submitted bids

8. COLLECTION OF BID DOCUMENT (CATEGORY B ONLY)
Interested bidders are to make non-refundable online payment of N 10,000.00 for each LOT NO. through Remita to Nigerian Bulk Electricity Trading Plc as Tenders Fee and thereafter pickup bid documents from NBET Office (3rd Floor) with evidence of payment( receipt)

8.1. SUBMISSION OF TENDER DOCUMENT (CATEGORY B ONLY)
Prospective bidders are to submit the bids for desired LOTs in two (2) hard and soft copies of each technical and financial bid with financial bid only MS excel Format packaged separately in a sealed envelope and really TECHNICAL BID Of FINANCIAL BID. Thereafter put the two sealed envelopes together in a bigger sealed envelope indicating category and LOT No. and addressed to;

8.2 OPENING OF TENDER DOCUMENT FOR CATEGORY B
The technical bid document (separated by dividers as indicated in paragraph 6.0) will be opened immediately by 12:00 Noon Tuesday 22/10/2019 Prompt after the submission deadline in NBET conference room (2nd Floor) in the presence of bidders or their representatives while the bids will be kept unopened. Please ensure that you sign the submission register indicating Company Name, Representative contact details (phone No and email), category /LOT No.

NBET will not be liable for mislabeled submissions or wrongly submitted bids

9. GENERAL INFORMATION
i. Bids/EOI must be in English and signed by an official authorized signatory by the bidder
ii. Bids/EOI submitted after deadline shall be returned unopened
iii. Category A: Only shortlisted bidders will be contacted at a later date for collection of Request for Proposals
iv. Category B: only pre-qualified bidders will be contacted at a later date for financial bids opening while financial bids of unsuccessful bidders will be returned unopened
v. NBET Plc reserves the right to reject any bid that does not conform to directives and accompanying documents
vi. NBET Plc is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities with in accordance with section 28 of the Public Procurement Act 2007
