INVITATION FOR PRE-QUALIFICATION FOR THE CONSTRUCTION
OF PILGRIMS HERITAGE C.HOUSE PHASE 1A

1. INTRODUCTION
i. The Nigerian Christian Pilgrim Commission (NCPC), in pursuit of its core function of regulating airlifting of Pilgrims to Israel, Rome/Greece and other countries of Christian Religious interest, intends to construct Pilgrims Heritage C. House Phase 1A in order to accommodate the increasing volume of activities to correspond with the march to being a stable public sector entity and provide facilities to save unnecessary costs of renting hall to organize conferences.

ii. The NCPC, therefore, invites experienced and competent contractors to submit bids for the construction of Pilgrims Heritage C. House, Phase 1 A.

2. SCOPE OF WORKS
Construction of Pilgrims Heritage C. House at Plot No. 818, Cadastral Zone A00, Central Business District, Abuja.

PHASE ONE A
BASEMENT PARKING
• 2 Nos Ramps for access (Entry and Exit)
• 70 Nos Parking Spaces
• Access to Auditorium and other facilities

MAIN AUDITORIUM
• 1400 Seating Capacity Auditorium
• Backstage with conveniences

3. ELIGIBILITY REQUIREMENTS
Interested and reputable Contractors are required to submit the following documents:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
b. Evidence of Company Income Tax Clearance Certificates for the last 3 years valid till 31″ December, 201920162017 & 2018) with minimum average turnover of 50 Million in any of the years
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2019;
e. Evidence of current Nigeria Social Insurance Trust Fund (ITF) Compliance Certificate valid till 31st December, 2019;
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP;
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigeria Christian Pilgrim Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
h. Company’s Audited Accounts for the last three (3) years -(2016, 2017 & 2018);
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s profile with Curriculum Vitae of Key Staff to be Academic/Professional Qualifications: COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards Valuation Certificates, Job Completion Certificates and photograph of the projects;
l. List of Plants/Equipment with proof of Ownership/Lease;
m. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (all eligibility requirements are compulsory for each JV partner);
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number, and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4. SUBMISSION OF BID DOCUMENTS
4.1. Prospective bidders are to submit pre-qualification documents in two (2) hard copies each of the technical bids packaged in sealed envelopes and clearly marked “Technical Bid”; and addressed to at the top right hand corner and the company’s name indicated at the back of the envelope addressed as follows and dropped in the appropriate Tender Box.

4.2. The deadline for bid submission is 12.00 noon on Monday, 28th October 2019

5. OPENING OF PRE-QUALIFICATION DOCUMENTS

6. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder;
b. Bids submitted after the deadline for submission would be returned unopened
c. All costs will be borne by the bidders;
d. Only the pre-qualified bidders will be contacted at a later date for collection of tender documents;
e. The Nigerian Christian Pilgrim Commission is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
