NIGERIAN DEFENCE ACADEMY - NDA PMB 2109 KADUNA INVITATION TO TENDER FOR THE EXECUTION OF YEARS 2015 2017 2018 2019 (MERGED) TETFUND ANNUAL INTERVENTION PROJECTS

1.0 INTRODUCTION The Tertiary Education Trust Fund through the Nigerian Defence Academy (NDA) wishes to invite competent and reputable Companies/Contractors to bid for the Execution of Years 2015 2017 2018 2019 (Merged) Annual Intervention 2019R/FX28.

2.0 PROJECT DESCRIPTION The projects are:

Lot 1 Construction of Senate Building at Nigerian Defence Academy. Lot 2 Construction and Furnishing of 250 Capacity Computer Base Test Hall at Nigerian Defence Academy. Lot 3 Procurement and Installation of Office Furniture at Nigerian Defence Academy.

3.0 ELIGIBILITY REQUIREMENTS Interested Contractors/Suppliers should submit the following documents/information for assessment/ consideration in the order listed below: (a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7; (b) Evidence of Company Incomes Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019; ( c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019; ( d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019; ( e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019; ( f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid Certificate issued by BPP. ( g) Sworn Affidavit: • Disclosing whether or not any officer of the relevant committees of the Nigerian Defence Academy or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bid and to confirm that all information presented in its bid are true and correct in all particulars; • That the Director(s) has/have never been convicted by any Court of Law; • That the Firms Directors or the Company is not bankrupt; • That the bidder has not been blacklisted/debarred from participating in Public Procurement Activity (h) Company’s Audited Accounts for the last three (3) years – 2016, 2017, 2018; (i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed; (j) Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN. QSRBN, ARCON, CORBON etc.); ( k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects; (l) List of Plants/Equipment with proof of Ownership/Lease (where applicable); (m) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4.0 COLLECTION OF BID DOCUMENTS Interested Contractors/Suppliers are to collect bidding documents at the Directorate of Logistics, NDA Headquarters from 18 November 2019 between 9.00am to 1.00pm Mondays to Fridays except on public holidays; on payment of non-refundable tender fee of N10, 000.00 per Lot, paid into the Nigeria Defence Academy’s remitas account in any reputable commercial bank in Nigeria.

5.0 SUBMISSION OF TENDER DOCUMENTS Technical Bids together with the priced Financial Bids (one original and two photocopies respectively) should be submitted in two separate envelopes sealed and clearly marked as TECHNICAL and FINANCIAL respectively, indicating the Lot(s). 6.0 PUBLIC OPENING OF TECHNICAL BIDS Only Technical bids will be publicly opened immediately after the deadline for submission at 12:00 noon on Monday, 13 January, 2020 , at the Navy Wing Auditorium NDA Permanent Site, Kaduna. Companies/ Contractors or representatives and interested stakeholders are invited to witness the opening of the Technical Bids.

7.0 ADDITIONAL INFORMATION (a) This advertisement should not be construed as a commitment nor shall it entitle any Company/Contractor to make any claim whatsoever and/or seek any indemnity from the Nigerian Defence Academy (NDA)/the Ministry of Defence by virtue of such Company/Contractors respondent to this advertisement. (b) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened; ( c) Non-responses to the Tender requirements and the tender instructions shall lead to outright disqualification. ( d) Any document not signed will be rejected. ( e) Late submission of document will be returned un-opened. ( f) Contractor/Companies may be required to show originals of all submitted document. ( g) Presentation of Company Technical Documents must be arranged in the exact order as it is listed in the above Eligibility Requirement in 3(a-in). Non – adherence to this will lead to outright disqualification. ( h) Bidders should not bid for more than One (1) ( i) Bidders should state project completion period in their financial bids.
