INVITATION FOR PRE-QUALIFICATION FOR WORKS AND GOODS FOR 2019 CAPITAL PROJECTS

1. INTRODUCTION
1.1. Nigerian Institute for Oceanography and Marine Research, Lagos a Parastatal under the Federal Ministry of Agriculture and Rural Development.
1.2. Invites interested and reputable Contractors with relevant experience and good track records of related projects to bid for the following 2019 Capital Projects.

2. SCOPE OF SUPPLIES/WORKS

CATEGORY A: GOODS
Lot A1: Procurement and Installation of 100KVA Generator for Central Laboratory, Lagos
Lot A2: Solar Street Lighting for Selected Fishing Settlement of Babanrami/Kulhu and Mashegu Federal Constituency in Niger State
Lot A3: Solar Street Lighting for Selected Fishing Settlement of Iseyin/Itesiwaju/Iwajowa/Kajola LGAs in Oyo North Senatorial District Oyo State
Lot A4: Solar Street Lighting in selected Fishing Settlement of Niger North
Lot A5: Solar Street Lighting in selected Fishing Settlement in Oyo Central Senatorial District Oyo State

CATEGORY B: WORKS
Lot B1: Ahoada Aquaculture Centre Landscaping
Lot B2: Construction of Industrial Borehole for the ERLS Complex
Lot B3: Renovation of Sapele Outstation Office
Lot B4: Landscaping of Headquarters Residential Area

3. ELIGIBILITY REQUIREMENT
Interested vendors shall submit the following minimum verifiable technical requirements to be eligible for contract consideration
a. Evidence if Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
b. Evidence of current Tax Clearance Certificate for the three (3) years-2016, 2017 and 2018, expiring on 31st December, 2019;
c. Evidence of current Pension Compliance Certificate Valid till 31st December 2019;
d. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2019;
e. Evidence of current Nigeria Social insurance Trust Fund (NSITF) Compliance certificate valid till 31st December, 2019;
f. Evidence of Registration on the National Database Contractors, Consultants and Service Providers by submission of Interim Registration report (IRR) expiring on 31/1/2020 or valid certificate issued by BPP
g. Evidence of sworn Affidavit disclosing whether or not any officer of the Nigerian Institute for Oceanography and Marine Research or the Bureau of Public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true ad correct in all particulars;
h. Company’s Audited Account for last three (3) years 2016,2017 and 2018
i. Evidence of financial capability to execute the project by submission if Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s profile with Curriculum Vitae of key staff to be deployed for the project including copies of their Academic/Professional Qualification: COREN, QSRBN, ARCON, CORBON etc.
k. Verifiable documentary evidence of at least three (30 similar executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificate and Photographs of the projects
l. List of Plants/Equipment with proof of Ownership/Lease;
m. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firms Letter Head Bearing amongst others; the registration Numbers (RC) as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Number (Preferably GSM No.), and e-mail address. The Letterhead paper must bear the Names and Nationalities of the directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. SUBMISSION OF TENDER DOCUMENTS
Perspective bidders are to submit two bound copies of Pre-qualification documents, ensuring that the pages therein are arranged as indicated above. The two bound copies should be place in individual’s envelopes, and the reverse of each sealed envelope should have the name and address of the bidder. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to (Executive Director/CEO, Nigeria Institute for Oceanography and Marine Research) and clearly marked with (the name of the project and the Lot Number), and drop in the designated Tender Box at The procurement Unit no later than 12:00 noon on Monday, 28th October, 2019.

Please ensure that you sign the Bid Submission Register in the office of Head of procurement as Nigerian Institute for Oceanography and Marine Research will not be held liable for misplaced or wrongly submitted bids. 5. OPENING OF TECHNICAL BIDS
The Pre-qualification documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 28th October, 2019 in the Institute Conference Room. Bidders/their representatives, CSOs in areas of transparency and anti-corruption and professional bodies are invited to the public opening.

6. GENERAL INFORMATION
a. Pre-qualification documents must be in English Language and signed by an official authorized by the bidder
b. Pre-qualification documents submitted after the deadline for the submission would be returned un-opened
c. Bidders should not bid for more than two (2) Lots
d. All costs will be borne by bidders
e. Only the pre-qualified bidders will be contacted at a later date for collection of Tender Documents
f. NIOMR is not bound to pre-qualify any bidders and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act
