INVITATION FOR PRE-QUALIFICATION/ EXPRESSION OF INTEREST FOR PROJECTS UNDER 2019 CAPITAL APPROPRIATION

1.0 INTRODUCTION
Nigerian Institute of Leather and Science Technology intends to execute some capital projects in the 2019 fiscal year. As a result of this, the Agency hereby invites submissions from experienced and competent companies with proven records to indicate interest in the under-listed projects.

3.0 ELIGIBILITY CRITERIA
(3.1) MANDATORY REQUIREMENTS
The interested bidders/service providers are required to submit the following:
(i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(ii) Evidence of Company’s Tax Clearance Certificate for the last three (3) years (2016, 2017 and 2018) valid till 31st December 2019
(iii) Evidence of current Pension Compliance Certificate valid till 31st December 2019;
(iv) Evidence of current Industrial Training Fund(ITF) Compliance Certificate valid till 31st December 2019;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December 2019;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report(IRR) expiring on 31/1/2020 or valid Certificate issued by BPP;
(vii) Sworn Affidavit disclosing whether or not any officer relevant committees of NILEST or BPP is a former or present Director, stakeholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars:
(viii) Company’s Audited Accounts for the last three (3) years (2016, 2017 and 2018);
(ix) Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company profile with the Curriculum Vitae of Key Staff to be deploy for the project, including copies of their Academic/Professional qualifications (COREN, QSRBN, ARCON, CORBON etc) (For works)
(xi) Evidence of company’s registration with the relevant professional bodies (for services)
(xii) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
(3.2) ADDITIONAL REQUIREMENTS
(a) List of Plants/Equipment with proof of Ownership/ Lease (where applicable);
(b) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner)
(c) All submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
(d) Letters of Authorisation from Original Equipment Manufacturers.

4.0 SUBMISSION OF PRE-QUALIFICATION/EXPRESSION OF INTEREST DOCUMENTS
Contractors are expected to deposit their prequalification documents for each of the Lot desired, in two (2) hard copies each of the technical and financial bids with soft of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” of “financial Bid” with the project title and lot number. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Director General/Chief Executive Officer, NILEST. The project title and name of the bidder inscribed on the comer of the envelope and submit in the Tender Box in the office of the Head of Procurement Unit of the Agency’s National Headquarters at Sokoto Road, almost opposite the Main Gate of Ahmadu Bello University, P.M.B 1034 Samaru, Zaria, Kaduna State. The closing date for the submission of tender document is on or before 12:00 Noon on Wednesday, 28 August, 2019.
Prospective service providers for “Consultancy Service” are to submit Expression of Interest for each of the lot desired, two (2) hard copies packaged in sealed envelopes and clearly marked as “Expression of Interest” and addressed to the Director General/Chief Executive Officer, NILEST indicating the project tide and name of bidder inscribed on the corner of the envelope and submit in the Tender Box in the office of the Head of Procurement Unit of the Agency’s National Headquarters at Sokoto Road, almost opposite the Main Gate of Ahmadu Bello University, P.M.B 1034 Samaru, Zaria, Kaduna State not later than 12:00noon on Monday 12 August, 2019. Late submission of application shall not be accepted.
Please, ensure that you sign the Bid Submission Register in the Procurement Unit as NILEST will not be held liable for misplaced or wrongly submitted bids.

5.0 OPENING OF PREQUALIFICATION DOCUMENTS
The pre-qualification documents will be opened following the deadline for the submission of bids on 28 August, 2019 at 12:00Noon at the SEMINAR HALL, NILEST, P.M.B 1034 ZARIA, KADUNA STATE while Expression of Interest will be opened immediately following the for the submission of EOI at 12:00noon on Monday 12 August, 2018 at the SEMINAR HALL, NILEST, P.M.B 1034 ZARIA, KADUNA STATE.

6.0 GENERAL INFORMATION:
(a) Bids must be in English Language and signed by an official authorized by the bidder.

(c) This pre-qualification/tender exercise shall not be construed as a commitment on the part of the NILEST to award the contracts to anyone or even award of a contract at all.
(d) The Institute reserves the right to reject any bid and to terminate the selection process at any time without any liability.
(e) The Institute management reserves the right to verify the authenticity of any claim made in tender documents submitted by bidders.
(f) Any bid submitted after the closing date shall not be considered.
(g) Only successfully pre-qualified contractors will be contacted for financial bidding.
(h) Only shortlisted consultants will be contacted for submission of request for proposal
