INVITATION TO TENDER FOR 2019 CAPITAL PROJECTS

1.0 INTRODUCTION
The Nigerian Institute of Science Laboratory Technology (NISLT) Samonda, Ibadan, a Parastatal of the Federal Ministry of Science and Technology, is desirous to undertake tender exercise for the 2019 Capital Projects. The Institute hereby invites interested and competent Contractors/Suppliers/Service Providers/Consultants to submit bids for the following projects:

2.0 SCOPE OF WORK

AWORKS
A1Development and Reconstruction of National Headquarters in Ibadan and Abuja offices including shifting of Transformer at Abuja Office
A2Construction of Science Laboratories in Abia State
A3Development (Completion ) of International Junior Science Olympiad (IJSO) Laboratory
BGOODS
B1Equipping of Zonal Offices at the North West (Kano State), North East (Adamawa State), South East (Ebonyi State), South-South (Edo State)
CCONSULTANCY SERVICES
C1Human Capacity Building/Development of Science Laboratory Across the Country in Line with Institute’s Mandate including Vehicles for Monitoring and Evaluation Exercise Across the Country
C2Laboratory Monitoring and analysis of residues in Aquaculture samples in Nigeria
C3International Junior Science Olympiad (IJSO) Competition
C4Accreditation of Multipurpose Science Laboratories in Ibadan to Meet International Best Practice of ISO 17025:2017 version
C5Development of Micro-Science Kits for Effective Delivery of Science, Technology’, Engineering and Mathematics (STEM) Education in Nigerian’s Schools
C6Consultancy Services for item A1, A2 and A3

3.0 ELIGIBILITY REQUIREMENTS
All bids must be accompanied with the following:
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31 December, 2019:
( c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December. 2019:
( e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
( f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
( g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Institute of Science Laboratory Technology or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in (he bidder and to confirm (hat all information presented in its bid are true and correct in all particulars:
(h) Company’s Audited Accounts for the last three (3) years-2016, 2017, 2018:
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, OSRBN, ARCON, CORBON etc,),
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(l) List of Plants/Equipment with proof of Ownership/Lease (where applicable).
(m) Possession of NISLT Certification is mandatory for project C2, C4 and C5.
(n) Consultant for item C6 should be a consortium group and must be registered with relevant professional bodies (COREN, ARCON etc.)
(o) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4.0 COLLECTION OF BIDDING DOCUMENTS (CATEGORY A&B)
Interested companies are to collect the Standard Sid Documents from the Office of the Head of Procurement, NISLT. Samonda, Sango/U.I Road. P.O. Box 9764, U.I Post Office, Ibadan, Oyo State on the provision of evidence of payment of a non-refundable Tender fee of N10,000.00 (Ten Thousand Naira) only per Lot payable to Nigerian Institute of Science Laboratory Technology through TSA Account Remita Platform at any commercial Bank or Online Direct Payment

5.0 SUBMISSION OF BID DOCUMENTS (CATEGORY A& B)
Bids for (Goods & Works) must be enclosed In two (2) separate envelopes clearly marked “TECHNICAL BID” and “FINANCIAL BID” (one “ORIGINAL” and one “COPY”) ail put in a bigger envelope clearly marked with the project title at the right hand comer of the envelope and firmly secured with tamper-proof seal and delivered in the tender box at the address below not later than 12:00 noon on Monday, 21 October, 2019.
Bids for Consultancy Services, only Expression of Interest (EOI) must be submitted at this stage not later than 12:00 Noon, 23 September 2019.

6.0 OPENING OF DOCUMENTS
(i) Consultancy Services EoI would be opened at 12:00 Noon, 23 September, 2019.
(ii) Goods and Works, only the Technical bids will be publicly opened at the Institute’s Conference Room immediately after the close of bids submission at 12:00 noon on Monday, 21 October, 2019.
(iii) Companies/Contractors or representatives, interested members of the public, Civil Societies and relevant Non-Governmental Organizations (NGOs) are invited to witness the opening of the EOIs and Technical Bids as scheduled above;
(iv) Category A & B: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
(v) Category C : Only shortlisted Consultants would be invited at a later date for collection of Request for Proposals.

7.0 ADDITIONAL INFORMATION
(a) All Bids must be in English Language:
(b) This advertisement should not be construed as a commitment nor shall it entitle any Company/Contractor to make any claim whatsoever and/or seek any indemnity from the Institute by virtue of such Company/ Contractor having responded to this advertisement;
(c) Non-responsiveness to solicitation shall lead to outright disqualification;
(d) Late submission of Bids will be returned unopened;
(e) Any expenses incurred by bidders in the process of responding to this advert shall not be the
Institute’s liability;
(f) Any Bid document not signed and sealed will be rejected:
(g) The Institute shall deal only with Authorized Officers/Representative of the Companies and not through individuals or Agents acting on their behalf and shall not defray any cost or fees for the Bid exercise.
