INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS FOR THE SUPPLY AND INSTALLATION OF DIGITAL STEEL WEIGHBRIDGES AT NPSC DEPOTS (MOSIMI, IBADAN, SATELLITE-(EJIGBO), ABA, KANO, JOS, ENUGU AND SULEJA)

1. INTRODUCTION
The Nigerian Pipelines and Storage Company (NPSC) Limited, a subsidiary of Nigerian National
Petroleum Corporation (NNPC), is desirous to install Digital Steel Weighbridges at its Depots nationwide.

In this regard, NPSC hereby requests suitably qualified, experienced and reputable Contractors to submit their pre-qualification documentation, which shall be in English language.

2. BRIEF DESCRIPTION OF THE SCOPE OF WORK
The scope of work shall cover but not limited to the inspection of the sites, procurement installation and calibration, loop alignment of the weighbridges signals to the control room HMI, testing and commissioning

In line with the above, the following shall form but not limited to the scope of work to be executed:

2.1. PRELIMINARIES;

2.2. WEIGHBRIDGE
80-Ton surface mounted steel type Weigh Bridge complete with ramp at each end, 4 units of 20 ton Digital Load Cells, Junction Box, cabling, 18m x 3m steel platform, multi-range Digital Indicator with company name, serial numbering, computer interface. Accuracy: 0.015% of capacity;

2.3. MECHANICAL PLATFORM
Pre-fabricated, Pit-less type, Size 9mx3Mtr (80MT) made out of ISMB 500 as Main Guarder with stiffeners ISMB 250 as Sections & ISMB 200 as subsections of quality conforming to IS 2062 grade A 10mm thick MS deck plate, suitable for use up to full capacity with 25% overload protection, 20mm thick foundation plate with Hex Head Bolts (ISO 4014) M 20 A2 Stainless Steel foundation bolt.

2.5. SOFTWARE
Suitable standard Weighbridge software compatible with Windows XP or higher version and provision for modification asper requirement;

2.6. FOUNDATION/CIVIL WORKS
Design and construction for civil foundation and supporting structure shall consist of four reinforced concrete pedestals to accommodate anchoring and mounting 4 nos. Compression Load cells and 4 pairs Horizontal Constrainers to sustain up to full capacity with
50% overload and necessary earth pit (Supplier shall do civil foundation) 1.2m deep trench excavation, backfilling and consolidating of excavated materials, plan in situ 1:3:6 38mm concrete with max strength of 21 km/mm'(crushing strength) in 28 days to BSS. Reinforcement using 16mm bars in all drop beams, 12mm Longitudinal bars in ground beam, 0.025mm link/ties, angle bar 75mm steel. Wood Work for Vertical Beam and Weigh Bridge slabs and painting of apron with gloss paint. Design and construction for suitable Ramp on both sides of the platform with slope (1: 15) and approach Road up to Ramp (Civil Foundation shall be done by supplier);

2.7. Logistics, Labour, Accommodation, Transport, Project Administration, PPE, progress photographs

2.8. Weigh Bridge Calibration, Loop alignment, Testing and Commissioning: Factory Acceptance Test at OEM;

3. WHO MAY APPLY
a. Weighbridge design and construction companies
b. Companies with previous and in-depth experience in Weighbridge construction and rehabilitation

4. PRE-QUALIFICATION REQUIREMENTS
In compliance with the Public Procurement Act 2007 and NNPC’s policies, NPSC invites
Interested, competent and reputable Contractors/ Companies to submit comprehensive technical and financial information as follows:
4.1. Company profile showing full details of company resume demonstrating company’s capabilities.
4.2. Certificate of Incorporation in Nigeria, certified true copies of memorandum and Article of Association of the company and CAC form C02 and C07 (Particulars of Directors) including ownership structure of company, name(s) of directors, major shareholders and percentage holding;
4.3. Company Tax Clearance Certificate for the last three (3) years 201620172018
4.4. Provide details of partnership with certified true copies of Memorandum of Understanding and or any other legal documentation;
4.5. Evidence of compliance with part IV, 16(6d) of the Public Procurement Act 2007 as it relates to PENSION (Certificate or exemption from PENCOM) and section 1(2) Pension Reform Act 2004;
4.6. Evidence of compliance with Nigeria Social Insurance Trust Fund (NSITF) Act by inclusion of copy of current NSITF Clearance Certificate;
4.7. Industrial Training Fund (ITF) Amendment Act 2011 by inclusion of copy of Compliance Certificate from the Industrial Training Fund (where applicable)
4.8. Audited Accounts for the past three (3) years 20162017 and 2018) which must bear the stamp and seal of an Audit Firm;
4.9. Minimum Turnover of US$2.0Million or Naira equivalent and net worth of US$3.0Million or Naira equivalent for the Financial Year Ending of 2018
4.10. Evidence of Supply, Installation / Rehabilitation of Digital Weighbridge within the last five(5) years (2015, 2014, 2016, 2017 and 2018);
4.11. Evidence of relevant verifiable experience on similar works in Nigeria over the past five (5) years. Please attach reference letters:
4.12. List of verifiable similar works detailing companies that the works were rendered to. Include company full contact details (Not P.O.Box), functional phone numbers and e-mail address
4.13. Confirm willingness to commence with the execution of this work on the basis of a Letter of Comfort (LOC);
4.14. Company’s CASHES and QA/QC policy & details of safety records for accidents, incidents, injuries and damages for the past three (3) years. E.g. Lost Time Incident, Down-Time,etc.;
4.15. Contact details of the Company on the Company’s letter head showing name of authorized contact person(s), official address, email and telephone number;
4.16. Copy of Company’s registration certificate with Council for the Regulation of Engineering in Nigeria (COREN) and current Department of Petroleum Resources (DPR) permit;
4.17. Evidence of registration on the Bureau of Public Procurement (BPP’s) National Data Base of Federal Contractors, Consultants and Service Providers (NDCCSPs) by inclusion of Interim Registration Report (IRR) (for Nigerian companies).
4.18. A Prospective bidder shall make provision of sworn affidavit to support actions as follows:
a. To allow NNPC verify all claims made in your submission.
b. To allow NNPC verify that your organization is not in receivership, nor the subject of any form of insolvency of bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
c. To confirm that the Bidder is not a replacement for a hitherto tax defaulting company.
d. To confirm whether any of the members of relevant committees of NNPC or Bureau of Public Procurement (BPP) is former or present Director, shareholder, or has any pecuniary interest in your Company
e. Written statement confirming that your company does not have any Director who has been convicted in any country for a criminal offence relating to fraud or any financial impropriety or criminal misrepresentation of falsification of facts relating to any matter
4.19. Compliance with the Nigerian Content Act: Nigerian content plan that demonstrate full utilization of Nigerian Labour and services with detailed description of role, work scope and man-hours in order to achieve minimum target as set out in the requirements of the Nigeria Oil and Gas Industry Content Development(NOGICD) Bill, 2010.(Where applicable).
4.20. Current in-place organizational structure with detailed experience and skill of key management personnel with names. Provide evidence (personnel list and position list and of key organizational chart) percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.
4.21. Detail past/present commitment to staff training and development of Nigerian personnel.
4.22. Any additional information that will enhance the potentials of the company.

5. ADDITIONAL INFORMATION
5.1. Late submission shall be rejected.
5.2. All Submissions should be arranged and numbered in the order listed in 4 above
5.3. All information must be provided in English Language.
5.4. NNPC shall deal directly with only authorized officers of the interested companies and not through individuals or agents.
5.5. This advertisement shall not be construed as commitment on the part of NNPC/NPSC, nor shall It entitle any interested respondent to make any claim whatsoever, and/or seek any indemnity from NNPC/NPSC by virtue of such company having responded to this advertisement.
5.6. All cost incurred because of this pre-qualification Invitation and any subsequent request for information shall be borne by the responding company
5.7. This advertisement is not an invitation to tender. Only companies adjudged qualified by NNPC/NPSC under this pre-qualification procedure will be invited to participate in a competitive tender

6. SUBMISSION OF PRE-QUALIFICATION INFORMATION
6.1. The pre-qualification documents should be sealed and clearly marked:

Prospective companies shall submit relevant documents for pre-qualification in ONE original plus TWO hard couples and two electronic couples (CD ROM) to reach the address below not later than Monday 11 day of November 2019.

6.2. The Nigerian Content requirement as stated above in 4.18 to 4.21 must be submitted in a separate envelope and clearly marked “INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS FOR THE SUPPLY AND INSTALLATION OF DIGITAL STEEL WEIGHBRIDGES AT NPSC DEPOTS (MOSIMI, IBADAN, SATELLITE- EJIGBO), ABA, KANO, JOS, ENUGU AND SULEJA) – Compliance with the Nigerian Content Act
