REQUEST FOR EXPRESSIONS OF INTERESTS
The Nigerian Shippers Council (NSC), in line with the Public Procurement Act of 2007, is inviting qualified consultants to express interest for the execution of the following consultancy services:
(i) ASSIGNMENT 1: Design and Secure Approval for Development of Maritime Resource Centre. The Nigerian Shippers’ Council owns a landed property in Jos, Plateau State. The objective is to have a functional and befitting maritime resource centre that would compete with international resource centres across the globe.
In addition, the centre will promote growth in local and international business opportunities and employment generation for Nigerian citizenry.
(ii) ASSIGNMENT 2: Design and Secure Approval for the Development of South East Zonal Coordinating Office, Aba, Abia State, The objective is to provide a modem workplace that encourages collaboration and interaction amongst staff of various levels towards increased productivity, To create a workplace that encourages teamwork and affords timely and easy supervision of staff by the management.
(iii) ASSIGNMENT 3: Design and secure Approval for the Development of Nigerian Shipper’s Council Port Office with lettable Offices in Warri, Delta State. To provide a befitting office environment for the Council’s staff, stakeholders and external public
(iv) ASSIGNMENT 4: Provision of Sage 300 ERP Solution (2019 version). The Nigerian Shipper’s Council intends to acquire accounting software that is web enabled, cost effective, and can integrate seamlessly with other software.
PROSPECTIVE CONSULTANTS TO NOTE THAT:
The expressions of interest must be by a Nigerian company or a team-leading prospective consultant in a joint venture with foreign partner. Memorandum of joint venture partnership, technical capability, certificate of incorporation and current tax clearance certificate of the foreign partner should to attached.
Upon receipt of EOIs from interested consultants, the Nigerian Shippers’ Council shall evaluate and shortlist applicants. Interested and qualified consultants desiring to offer their services to NSC should submit EOI, describing in details their proposed services, and level of experience of the film. Thereafter, ONLY unqualified consultants shall be contacted and issued with Request for Proposal (RFP) for the submission of Technical and Financial Proposals.
The eligible consulting firm(s) may associate as a group or consortium, with a lead firm, having technical and financial capability to submit an Expression of Interests detailing the following minimum requirement as a basis for pre-qualification:
2.0 ELIGIBILITY REQUIREMENTS
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission(CAC) including CAC 2 and CAC 7.
(ii) Evidence of Company’s income Tax Clearance Certificate for the last three (3) years: 2016, 2017 and 2018, valid till 31st December, 2019.
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2019.
(iv) Evidence of current Industrial Training Fund (FTF) Compliance Certificate valid till 31st December, 2019.
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019.
(vi) Evidence of registration on the National Database of Federal Contractors, Consultant and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP
(vii) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificate.
(viii) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed fertile assignments, including copies of their Academic/Professional qualifications (in case of designs and drawings: COREN, QSREN, ARCON, CORBON, NIQS, etc.).
(ix) Assignments Evidence of registration with NITDA and Computer Professionals Registration Council of Nigeria (IT Company) plus ICAN/ANAN Practice Licence & evidence of current registration with Financial Reporting Council of Nigeria (Accounting Firms). Consortium of IT & Accounting Firms.
(x) Company’s audited account for the last three years: 2016, 2017 and 2018.
(xi) Sworn affidavit:
• disclosing whether or not any officer of the relevant committees of the Nigerian Shippers Council (NSC) or the Bureau of Public Procurement (BPP) is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid ore true and correct in all particulars;
• that bidders do not have any director who has been convicted in any country for any criminal offences relating to fraud or Financial impropriety or criminal misrepresentation or falsification effects relating to any matter.
(xii) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate. Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV local partner) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letterhead paper bearing, amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone (Preferably GSM No.), Tax Identification Number (TIN) and E-Mail Address. The letter head paper must bear the names and nationalities of the directors of the

Completed EOIs in three (3) copies should be signed sealed and delivered in an envelope clearly and boldly written e.g’ Assignment 4. Expression of Interest for the Provision and integration of Sage 300 ERP Solution (2019 version)”.

The sealed envelope should be registered with Procurement Unit, 2nd Floor, B Wing, Shippers Towers, 4, Otunba Ayodele Soyode Lana Apapa and delivered in a tamper proof box not later than 11:00am on Thursday, 24 October, 2019. The public opening of EOI will commence immediately after the deadline for submission at 11:00am on Thursday, 24 October, 2019 at NSC’s Syndicate Training room. Please ensure you sign the bid submission register in the Procurement Unit, 2nd Door B Wing of the Shippers Towers.
4.0 IMPORTANT NOTICE:
(i) This is a National Competitive Bidding. However, foreign firms can partner with focal firm, With Local firm being the lead partner
(ii) A prospective consultant can only apply for maximum of two (2) assignments, violation leads to disqualification;
(iii) The representatives of prospective firms are Invited to attend.
(iv) Submission of EOIs shall be in English language only.
(v) Consortium should include the documents of each corporate entity and evidence of such formation;
(vi) Submission of EOIs through electronic media will not be considered.
(vii) Only firms whose Expression of Interest fulfills the minimum requirements would be issued Request for Proposals (RFP) to submit Technical and Financial Proposals.
(viii) This notice shall not be construed to be a commitment on the part of Nigerian Shippers’ Council to award any form of contract to any respondent(s) nor shall it entitle any organization submitting document to claim any indemnity from the Council.
