1. INTRODUCTION Pursuance to discharge of her statutory functions, the Nigerian Tourism Development Corporation (NTDC), intends to carry out some procurement activities to be funded from the 2019 appropriation. Consequently, Interested, experienced and competent contractors/suppliers consultants are hereby invited to express Interest or Tender for the Execution of the under listed capital zonal intervention/Constituency projects in line with the provisions of the Public Procurement Act, 2007.

2. SCOPE OF PROJECTS 2.1. CATEGORY-EXPRESSION OF INTEREST (EOI) Interested consultants are invited to express interest for the execution of the following consultancy services:

2.2 CATEGORY B-INVITATION TO TENDER

Interested Contractors/Suppliers are invited to submit Technical and Financial Bids for the following project

3. ELIGIBILITY REQUIREMENTS To be eligible to participate in this procurement exercise Interested Bidders must possess and submit all the under-listed responsive eligibility criteria a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including form CAC2 and CAC7. b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years- 2016, 2017 & 2018, valid till 31st December, 2019 c. Evidence of current Pension Compliance Certificate valid 31st December 2019 d. Evidence of Current Industrial Training Fund ITF Compliance Certificate valid till 31st December, 2019; e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate Valid till 31st December, 2019 f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st January 2020 or valid Certificate issued by Bureau Public Procurement; g. A Sworn Affidavit disclosing whether or not any officer of the relevant committee of the Nigerian Tourism Development Corporation or the Bureau of Public Procurement is a former or present Director, Shareholder or any pecuniary interest in bidder and to confirm that all information presented in its bid are true and correct in all particulars; h. Company’s Audited Account for the last three years-2016,2017 & 2018; i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank Nigeria, indicating willingness to provide credit facility for the execution of the project when needed; j. Company’s profile with the Curriculum Vitae of love to be deployed for the project, including copies of their Academic and Professional qualifications attached; k. Knowledge of the Tourism Landscape and Cultural Values of the Community for community based and tourism/cultural consultancy services projects; l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and photographs of the projects m. List of Plants/Equipment With proof of Ownership/Lease (where applicable) n. For Joint Venture/Partnership, Memorandum of Understanding MoU) should be provided Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR& Sworn Affidavit are compulsory for each JV partner); o. All documents for submission must be transmitted with a covering/Forwarding Letter under the Company/Firm’s Letter Head paper hearing amongst others, the Registration Number (RC) sister by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number(preferably GSM No.),and e-mail address. The Letter Head Paper must hear themes and Nationality of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (GOODS WORKS) Interested companies are to collect Standard Bidding Documents (SBD) from the Procurement Unit office, 1st Floor, Nigerian Tourism Development Corporation’s Head Office, Federal Secretariat, Area I, Garki, Abuja from 10:00am to 3:00pm Mondays to Fridays, except on public holidays un presentation of evidence of payment of non-refundable Tender fee of Ten Thousand Naira (N10, 000.00) only per Lot, paid into the Nigerian Tourism Development Corporation’s Remita Account in any reputable Commercial Bank in Nigeria.

Please note that all Consultants Expressing Interest in Consultancy Services (category A) are exempted from paying Tender Fees at this initial stage until they are Pre-qualified to the stage of Issuance of Request for Proposal (RfP).

5. SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS) Prospective Bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial bids with soft copy of the Financial Bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as Technical Bid or Financial Bid’. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to “The Director-General, Nigerian Tourism Development Corporation, Federal Secretariat, Area 1, P.M.B. 167, Garki, Abuja and clearly marked with the name of the project reverse of each sealed envelope should have the name and address of the Bidder and drop in the designated Tender Box placed in the Procurement Unit, 1st Floor, Nigerian Tourism Development Corporation Head Office, Federal secretariat, Area 1, Garki, Abuja not later than 11:0oam on Tuesday, 17th December, 2019.

6. SUBMISSION OF EOI DOCUMENTS Interested firms are to submit two (2) bound of Expression of Interest (EOI) documents, duly signed paginated, separated by dividers and arranged in the order outlined in paragraph 3 above. The documents should be submitted in a sealed envelope and addressed to, The Director General, Nigerian Tourism Development Corporation, Federal Secretariat, Area1, P.M.B. 167, Garki, Abuja and clearly marked with the name of the project and Lot number”. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box placed in the Procurement Unit, 1st Floor, Nigerian Tourism Development Corporation Head Office, Federal secretariat, Area, Garki, Abuja No later than 1:00 on Tuesday, 26th November, 2019 .

7. OPENING OF EOI AND TECHNICAL BIDS 7.1. The expression of interest (EOI) documents will be opened immediately after the deadline for submission at 11:00am on Tuesday, 26th November, 2019 at the tourism village hall, NTDC Head Office, Federal Secretariat, Area 1, Garki, Abuja. 7.2. The Technical Bids will be opened immediately after the deadline for submission at 11:00 a.m. on Tuesday, 17th December, 2019 at the Tourism Village Hall, NTDC Head Office, Federal Secretariat, Area I, Garki, Abuja in the presence of the Bidders or their representatives, while financial bids will be kept-opened. Please ensure you sign the Bids Submission Register in the Procurement Unit office, 1st floor, Nigerian Tourism Development Corporation Head Office Federal Secretarial Area 1, Garki, Abuja as the Corporation will not be held liable for misplaced or wrongly submitted bids. 8. GENERAL INFORMATION i. Bids must be in English Language and signed by an official authorised by the bidder. ii. Bids submitted after the deadline for submission would be returned un-opened iii. Bidders shall not bid for more than one (1) lot iv. All cost will be borne by the bidder. v. Goods & Works: Only Pre-qualified Bidders will be enacted at a later date for financial bid opening, while financial bids of unsuccessful bidders will be returned unopened. vi. Only shortlisted Consultants (for consultancy service projects) would be invited at a later date for collection of Request for Proposals; vii. The Nigerian Tourism Development Corporation is not bound to Pre-qualify any bidder and reserve the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act viii. This advertisement shall not be construed to be a commitment on the part of the NTDC nor shall it entail any bidder to make any claims whatsoever and seek indemnity from Nigerian Tourism Development Corporation by virtue that the bidder has responded to advertisement ix. Failure to abide by the instructions laid down in this advertisement and the Standard Bidding Documents will lead to rejection of Bid: x.
