MAJOR & MINOR CIVIL WORKS FOR LAND AREA DRILLING/ WORK-OVER LOCATIONS & ROADS

1. INTRODUCTION
Nigerian Agip Oil Company Limited (NAOC) intends to put in place open contracts for Major & Minor civil works. This includes site preparation of Land Area Work-Over Locations and Maintenance of Access Roads for the period of October, 2020 to September, 2025.

The strategy is a multiple award of contracts to the lowest bidders, compliant with the Nigerian Content Conditions, in a ratio inversely proportional to their total evaluated commercial bid prices. Ten (10) Contracts shall be awarded in the Major Civil Works and Six (6) Contracts in the Minor Civil Works Category.

NAOC therefore uses this medium to inform suitable and reputable Companies having requisite experience and resources for the execution of project of this magnitude to register or update their registration with NipeX for consideration in the subject opportunity.

2. SCOPE OF WORK
The Scope of work to be performed shall include but not limited to the following activities:
• Soil Investigations/Testing
• Earthworks
• Foundation Piling
• Concrete works including construction of Cellar Stabs and Pits, Extension Slabs, Waste Pits, Drainage, Corral Walls/Cutting Treatment Areas, Chemical Shed, Cement Unit Areas, Footings, Generator Slabs, Diesel Tank Slabs, Surfacing for Location circulation area, Oil Traps,etc.
• Ancillary Facilities Construction including Manholes, Soak Away Pits and Septic Tanks, Fencing, etc
• Excavation, shaping and lining of waste pits including discharge drains from slabbed area and covering shed for pits according to DPR requirements.
• Water Borehole Construction
• Main Roads Construction.
• Other infrastructures/buildings/facilities and expand for NAOC activities.

3. MANDATORY REQUIREMENTS
(a) To be eligible for this tender exercise, interested Contractors are required to be pre-qualified in the 3.05.08 Civil Works/building Contracting Services including drilling/Tunneling of NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive invitation to Technical Tender (ITT).

( d) To initiate the JQS pre-qualification process, access www.nipex-ng.com click on services tab followed by NJQS registration.
(e) To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.

4. NIGERIAN CONTENT
Bidders are invited to express complete understanding, willingness and commitment to develop in-country capability and capacity for related items in compliance with the Nigerian Oil and Gas Industry Content Development Act (NOGICD Act, 2010).

Pursuant to the above, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act provisions and Schedule. Only bidders whose submissions are in compliance shall proceed to the next stage of the tendering process

The following are some information/documentation that will be required for submission at the ITT stage:
(1) Demonstrate that the entity is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding memorandum of agreement (MOA) duly signed by the CEO of both companies including the following:
• Be governed by the laws of the Federal Republic of Nigeria
• The scope of work and responsibilities each party will perform in executing
• The lead bidder
• Evidence or plans of physical operational presence and set-up in Nigeria
(2) International or multinational company working through a Nigerian subsidiary must demonstrate that a minimum 50% of equipment to be deployed for execution of work shall be owned by the Nigerian subsidiary by providing a list of equipment for this tender and indicating those that will be owned by the Nigerian subsidiary
(3) Tenderer to provide verifiable evidence of ownership and name of the nominated contractor and the MOA should be governed by the laws of the Federal Republic of Nigeria to execute scope of work .
(4) Details of Company ownership and shareholding structure with certified true copies of CAC forms CO2 and CO7, including company memorandum & article of association and other evidence of entity’s incorporation
(5) Provide detailed description (address and layout drawings) of where procurement center and warehouse in Nigeria will be
( 6) Nigerian Content Plan with detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that are involved in executing the service, that addresses utilization of Nigerian labour, services, materials and equipment for this service, aimed at achieving the minimum Nigerian Content requirements for this category in line with targets set in the schedule to the NOGICD ACT 2010
(7) Current and in-place organization structure with detailed experience and skills of key management personnel with names
(8) Evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
(9) Detailed training plan for the service which must be related to the service to be carried upon identification of Capacity Gaps.
(10) Detailed description of the location of in-country committed Facilities & infrastructure {assets, equipment, storage facilities etc) in Nigeria to support this contract or submit a credible and verifiable plan towards setting-up
(11) Details of the applicant’s relationship with local suppliers and service providers (e.g. in the management of the logistic, personnel)
(12) Evidence of Nigerian Content Equipment Certificate (NCEC) or evidence of application to NCDMB for the issuance of the Nigerian Content Equipment Certificate.
(13) State any further innovative proposals that would enhance the development of Nigerian Content for the Project.

NOTE: Only Nigerian Companies are qualified for this service
• Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ITT stage.
• Whereas, Bidders shall be issued the ITTs for She Major Civil Works and those of Minor Works since the product code is the same for both tender exercises; Bidders are allowed to respond to only one of the invitations, since the decision to choose the lender of interest is that of the Bidder. Applying for both tenders Is a FATAL FLAW and bidder shall be disqualified from both tender exercises.
• Failure to meet the Nigerian Content requirements is a “FATAL FLAW.”

5. CLOSING DATE
Only tenderers who are pre-qualified with and “LIVE” on NJQS product/service category, 3.05.08 – Civil works/Building contracting Services including Drilling/Tunneling as at 10 December 2019, being the advert closing date, shall be invited to submit Technical Bids.
