INVITATION FOR TENDERS

1. INTRODUCTION
The Nursing and Midwifery Council of Nigeria is a Parastatal of the Federal Ministry of Health. In accordance with the provision of the Public Procurement Act, 2007, the Council hereby invites interested, qualified, reputable and experienced Contractor/Suppliers to tender for:

NOTE: The NURSING AND MIDWIFERY DEMONSTRATION LABORATORY EQUIPMENT is in a SET made up of (items required in a demonstration laboratory of a Nursing & Midwifery Training Institution) for the Purpose of Accreditation.

2. TENDER/ELIGIBILITY REQUIREMENTS
Interested and competent Consultants are to submit the following documents:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CACO2 and CACO7 or Business Name as applicable;
b. Evidence of Company’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificate) for the last three (3) years 2016, 2017 and 2018) valid till 31st December, 2019;
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019:
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nursing & Midwifery Council of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
h. Company’s Audited Accounts for the last three (3) years – 2016/2017/2018 :
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff/Professional personnel including photocopies of relevant professional qualifications
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificate;
l. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC, Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

3. COLLECTION OF TENDER DOCUMENTS
Interested companies/suppliers are the Standard Bidding Documents (503) from the office of the Head of Procurement (Room 9) on evidence of Payment of Non-refundable Tender Fees of N10,000 (Ten Thousand Naira) only per Lot, to the Nursing and Midwifery Council of Nigeria via the REMITA PLATFORM

4. SUBMISSION OF BIDDING DOCUMENTS
Tender document should be submitted on or before Tuesday 14th January, 2020 at 12:00 Noon in a sealed envelope labelled “Technical” or “Financial with the name of the Supply CLEARLY marked at the top left side of the envelope and thereafter put the two sealed envelopes together in a bigger sealed envelope and dropped in the Council’s Tenders Box at the office of the Head of Procurement Room are submission of tender documents will be returned un-opened. The envelope should be addressed to:

5. PUBLIC OPENING OF TENDER DOCUMENTS
Only the technical bids will be publicly opened immediately after the deadline for submission at 12:00 noon on Tuesday 14th January, 2020 in Nursing and Midwifery Council of Nigeria, Plot 713, Cadastral Zone, Life Camp, after Julius Berger Camp, Life Camp, Abuja. All Contractors/Suppliers and their representatives that submitted tender documents, Civil/Transparency Societies, and the general public are hereby invited to attend the bids opening sessions.

Additional Information: No Company/Contractor is allowed to bid for more than one (1) LOT

6. DISCLAIMER AND CONCLUSION
I. The Council will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry.
II. The Council is not bound to shortlist any bidder and reserves the right to annul the selection process at any time without incurring any liabilities.
III. Please note that this advertisement shall not be construed as a commitment on the part of the Council to award any or all the above listed projects.
IV. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un successful bidders will be returned unopened:
V. The Nursing and Midwifery Council of Nigeria is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
