INVITATION TO BID FOR UNSERVICEABLE MOTOR VEHICLES

1.0 INTRODUCTION
The Obafemi Awolowo University Teaching Hospitals Complex has properties acquired with Government fund.  Accordingly, in compliance with Public Procurement Act 2007, the Obafemi Awolowo University Teaching Hospital Complex hereby invites the Public to bid for the following listed Unserviceable Motor Vehicles, winch are presently located and/or packed at the Engineering Department yard of the Institution.

The Boarding of these vehicles listed above will be subject to Due Process mechanism i.e. to the highest Bidder and would be transparent to all Bidders who wish to participate.

2.0 ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation/Business Name issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;

(b) Evidence of Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;

(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2019 (where applicable);

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019 (where applicable);

(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019 (where applicable);

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/6/2019 or valid Certificate issued by BPP (where applicable).

(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Obafemi Awofowo University Teaching Hospital or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

(h) Company’s Audited Accounts for the last three (3) years-2016, 2017, 2018;

(i) Evidence of financial capability to acquire the items by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide funds if the bid is successful;

(j) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm (where applicable).

3.0 COLLECTION OF BID DOCUMENTS/ EXAMINATION OF VEHICLES
The Vehicles shall be opened for Bidders examination at the Engineering Department Yard from Monday 6, May, 2019 on the payment of a non-refundable Processing/Tender Fee of N5,000.00 into OAUTHC TSA INTERNALLY GENERATED REVENUE ACCOUNT. The photocopy of teller for this payment should be attached to the Bid Documents. Terms and condition of the Vehicles for sale will be available in the Bid Documents to be collected from the Office of Director (Procurement) Room 7, behind Administrative Block, OAUTHC, Ile-Ife between the working hours of 9:00am- 4:00pm.

4.0 SUBMISSION OF BIDS FOR UNSERVICEABLE VEHICLES
The completed Technical and Financial Bids should be packaged separately, clearly marked with the title of the Motor Vehicle should be written at the top left-hand corner of the envelope and should not bear the name of the Bidder.

E.G for Lot 1: Bids for Motor Vehicle (Ambulance) at Obafemi Awolowo University Teaching Hospitals Complex, Ile-Ife and addressed to:

The Chief Medical Director,
Obafemi Awolowo University Teaching Hospitals Complex,
Ile-Ife.

The completed and sealed Bids document should be deposited in the Tender Box in the Office of the Director (Procurement) Room 7, behind Administrative Block, Phase I, OAUTHC, Ile-Ife not later than 12:00 noon on Monday 17 June, 2019

5.0 OPENING OF BIDS
The technical bids shall be opened immediately after the deadline for submission on Monday, 17 June 3019 at 12:00 noon. Any Bid received after this stated date and time will not be considered. Only bidders successful at technical evaluation would have their financial bids opened. Bidders whose Financial Bids are successful will be required to pay within one (1) week and thereafter must remove the Vehicles from the Hospital premises within seven (7) working day after effecting payment

6.0 NOTES

  • The Obafemi Awolowo University Teaching Hospitals Complex, Ile-Ife is neither committed nor obliged to dispose to anybody.
  • The OAUTHC, Ile-Ife reserves the right to reject any and/or all bidding packages
  • The OAUTHC, Ile-Ife will only recognize and correspond with only authorized Bidders.
  • This advertisement for invitation shall neither be constructed as a commitment on the part of the OAUTHC, Ile-Ife nor shall it entitle any person to make any claim whatsoever and/or seek any indemnity from the OAUTHC, Ile-Ife.
  • All Vehicles would be sold on “as is” “where is” basis with no guarantee or warranty expressed or implied as to the condition of the item.
  • There would be no refunds made after payment for the above vehicles
  • OAUTHC is not bound to accept the highest or any Bids under any circumstances for non-fulfillment of condition(s) precedent.
  • Obafemi Awolowo University Teaching Hospitals Complex also reserves the right to invoke the provisions of Section 28 of Public Procurement Act (PPA) without incurring any liabilities to the bidder.
  • Bidders shall not be allowed to bid more than two (2) Lots.

All Bidders, relevant Civil Societies and Public are invited to attend the exercise.
