INVITATION FOR PRE-QUALIFICATION

1.0 INTRODUCTION
The Office of the Accountant General of the Federation intends to execute some capital projects as provided for in the Appropriation Act, in compliance with the Procurement Act, 2007. The Office of the Accountant General of the Federation hereby invites competent, reliable and qualified contractors to submit Pre-Qualification for the project below:

2.0 SCOPE OF WORKS

3.0 ELIGIBILITY REQUIREMENTS
Interested contractors who wish to bid for procurement are requested to submit the following documents for Pre-qualification.
(i) Evidence of Certificate of Incorporation issued the Corporate Affairs Commission (CAC) including form CAC 02 and CAC 07;
(ii) Evidence of Company Income’s Tax Clearance Certificate for the three (3) years valid till 31st December, 2019;
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(v) Evidence of current Nigeria Social Insurance Trust Fund compliance Certificate valid till 31st December, 2019;
(vi) Evidence of Registration on the National Database of Federal Contractors Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP;
(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the office of the Accountant General of the Federation or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and current in all particulars;
(viii) Company’s audited accounts for the last three (3) years (2016, 2017, 2018);
(ix) Company’s profile with the curriculum vitae of key staff to be deployed for the project, including copies of their Academic/Professional Qualifications (e.g. COREN, ARCON, CORBON, SURCON, QSRBN etc.);
(x) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificate and Photographs of the Projects;
(xii) List of Plants/Equipment with proof of Ownership/Lease Agreement;
(xiii) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.) and email address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Interested companies are to submit two (2) spirally bound copies of the bids documents and duly signed on each page. The technical documents must be arranged in the order indicated in i-xiii above and separated by dividers.
They should be submitted in sealed envelope and addressed to:

The pre-qualification documents must be clearly marked with name and address of the bidder and dropped in the designated tender box in the office of the Assistant Director (Procurement) Room 007, 1st Floor, Wing A, Office of the Accountant-General of the Federation (OAGF), Treasury House Garki II, Abuja not later than 12:00 noon on Monday, 9 December 2019.

Please ensure that you sign the bid submission register in the Office of the Assistant Director (Procurement), Room 007, 1st Floor, Wing A, Office of the Accountant General of the Federation, Treasury House, Garki II, Abuja as the Office of the Accountant General of the Federation will not be liable for misplaced or wrongly submitted bids.

5.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
Pre-qualification Documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 9 December 2019 in the OAGF conference room, 2nd floor office of the Accountant General of the Federation(OAGF), Treasury House, Garki II, Abuja in the presence of bidders or their representatives, CSOs, Press and the public.

6.0 GENERAL INFORMATION
(i) Bids must be in English Language and signed by an official authorised by the bidder;
(ii) Bids submitted after the deadline for submission would be returned un-opened;
(iii) All costs will be borne by bidders as the OAGF will not be held responsible for any cost expenses incurred by any interested party(ies) in connection with any response to this invitation;
(iv) Non-compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process;
(v) Only pre-qualified bidders will be invited at a later date for collection of Tender documents.
(vi) The Office of the Accountant General is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
