PENSION TRANSITIONAL ARRANGEMENT DIRECTORATE
INVITATION TO TENDER (TECHNICAL AND FINANCIAL) FOR THE EXECUTION OF THE UNDERLISTED PROJECTS
The Pension Transitional Arrangement Directorate (PTAD) is desirous of executing projects approved under the 2019 Budget. Accordingly, the Directorate invites qualified, interested and eligible Contractors to tender for the procurement of the following Goods:
2. SCOPE OF SUPPLIES
Lot 1: Procurement of Office Stationery.
Lot 2: Procurement of Office Equipment.
Lot 3: Procurement of Office Furniture.
Lot 4: Procurement of Computer Equipment.
Lot 5: Procurement of Computer Consumables
Lot 6: Procurement of Vehicle Tyres and other Consumables
Lot 7: Procurement of Computer Software’s
3. ELIGIBILITY REQUIREMENTS
i. Certified true copy of certificate of incorporation including Forms CAC2 and CAC7;
ii. Certified true copy of MEMART (Memorandum & Articles Of Association):
iii. Tax Clearance Certificate for the three years covering 2016,2017 and 2018 valid till 31st December, 2019;
iv. Current Certificate of Compliance issued by the National Pension Commission valid till 31st December, 2019:
v. Current Certificate of Compliance issued by Industrial Training Fund (ITF) valid till 31st December 2019
vi. Current Certificate of Compliance issued by Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2019;
vii. Evidence of financial capability by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating a willingness to fund the project;
viii. Certified true copy of 3 years 2016,2017 & 2018) Company Annual Returns submitted to Corporate Affairs Commission;
ix. 3 Years (unabridged) Company Audited Annual Report 2016, 2017 & 2018 and duly stamped by a registered Auditor
x. Comprehensive company profile indicating history, organizational structure, area of specialization, key competences. Full detail of Management team with CV of key personnel and Professional staff proposed to be deployed for relevant project including copies of certificates;
xi. A sworn affidavit:
– that the firm and/ consortium is not in receivership, insolvent or bankrupt;
– That none of the Directors of the company has been convicted in any court for any criminal offence including fraud and financial impropriety.
– Disclosing whether or not any officer of the relevant committees of the Pension Transitional Arrangement Directorate or the Bureau of Public Procurement is a former or present Director. shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
xii. Evidence of corporate membership of relevant professional body (ies);
xiii. Summary list (with short description) supported with verifiable documentary evidence of at least three (3) similar jobs successfully executed within the last five (5) years in Nigeria. Such evidence shall be in the form of valid and verifiable letters of contract award, contract agreement and completion certificate;
xiv. Company registered address, functional contact email address, telephone number (s);
xv. Evidence of Registration on National database of Federal Contractors, Consultants and Service Providers Interim Registration Report (IRR) issued by Bureau of Public Procurement) expiring 31 January, 2020 or valid Certificate issued by BPP; and
xvi. For supply of Equipment: Letter Of Authorisation from Original Equipment Manufacturers (OEMs);
xvii. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) 25 issued by the Corporate Affairs Commission (CAC), Contact Address Telephone Number(preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4. BID COLLECTION
Interested Companies (bidders) are to collect bidding documents from the Procurement Unit upon payment of a non-refundable tender fee of N10, 000.00 (Ten Thousand Naira only) to Pension Transitional Arrangement Directorate (PTAD) HQTRS, GIFMIS Code 0220015001 REMITA Account (Payment platform) with Central Bank of Nigeria (CBN) Account Number 0020531961014. A photocopy of the evidence of payment is to be presented for collection of the bidding document for each lot as from Monday, 21st October, 2019 between the hours of 9:00 am and 5:00 pm.
5. SUBMISSION OF TENDER DOCUMENTS
Completed bidding document should be enclosed in two separately sealed envelopes labelled
Technical and “Financial” (one original and two Duplicate) (2 envelope system) both put in a bigger envelope clearly marked at the right hand corner indicating appropriate project title and lot number and name of bidder clearly written at the reverse side and addressed to:

The bid should be submitted not later than 11:00 am on Monday, 2 December, 2019.
6. OPENING OF BIDS
The bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 2nd December, 2019 at the same address above. Bidders or their representatives, NGOs, Professional bodies and interested members of the public are invited to the Bid opening exercise.
7. PLEASE NOTE
i. Contravening any of the eligibility requirements will lead to disqualification of bid.
ii. This Advertisement shall not be construed as a commitment on the part of PTAD to award contract to any Contractor, nor shall it entitle any Contractor submitting documents to claim any indemnity from PTAD.
iii. PTAD reserves the right to take decisions on any of the documents received
iv. Each tender document should contain a table of contents and should be properly paginated.
v. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned unopened
vi. The PTAD is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
