EXPRESSION OF INTEREST

INTRODUCTION
The Petroleum Equalisation Fund (Management) Board (herein referred as the Board) is a statutory agency of the Federal Ministry of Petroleum Resources. The Board is desirous to appoint a reputable audit firm as External Auditor to carry out statutory audit of the Board. In compliance with the Public Procurement Act 2007 and requirements of the Office of the Auditor-General of the Federation, the Board is, therefore, inviting interested Audit Firms to submit tender for Expression of Interest (EoI) as specified hereunder.

SCOPE OF EXTERNAL AUDIT SERVICES
The Scope of the external audit work is expected to cover the following:
• Financial Statement Audit
• IT Audit
• Other Related Assignments that might arise.

The audit will be in conformity with the International Public Sector Accounting Standards (IPSAS) Accrual-based system and Nigerian Government extant regulations and Treasury Circulars.

The Auditor is required to present a Management Letter of observations of any material weaknesses and deficiencies, findings and recommendations, which shall include an action plan for the PEFMB’s organisational, accounting and IT improvements contingent on the findings and its implications. The Auditor shall issue an Independent Auditor’s Report to the Members of the Governing Board

ELIGIBILITY REQUIREMENTS
Interested, Experienced and Competent Audit Firms are expected to submit the following eligibility documents:
• Evidence of Certificate of incorporation/Registration duly issued by the Corporate Affairs Commission (CAC).
• Tax Clearance Certificate (TCC) for the last three (3) years (2016, 2017 and 2018) valid till 31st December, 2019.
• Evidence of current Pension Compliance Certificate valid till 31st December, 2019.
• Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019.
• Evidence of current Nigerian Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December, 2019.
• Evidence of Current Registration with the Financial Reporting Council of Nigeria (FRCN) valid till 31st December, 2019.
• Evidence of registration on the National Data Base for Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid Certificate issued by the Bureau of Public Procurement (BPP).
• Evidence of current or renewed registration with the Office of the Auditor-General of the Federation.
• Sworn affidavit;
• Disclosing whether or not any Officer of the relevant committees of Petroleum Equalisation Fund Management) Board or the Bureau of Public Procurement is a former or present Director, Shareholder, Partner or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That the Company is not in receivership, subject to any form of insolvency or bankruptcy proceeding or the subject of Any winding up petition or proceedings.
• Evidence Audited Financial Reports for the past three (3) years – 2016, 2017 and 2018;
• Evidence of having successfully carried out at least three (3) similar audit assignments within the past five years, including Award Letters, Payment/Job Completion Certificates and or details of on-going audit services.
• Evidence of Firm’s current practice Licence issued by ICAN, ANAN or any other related professional body(ies)
• Firm’s Profile including Curriculum Vitae of Key Audit Partners and copies of their Professional Certificates;
• All documents for submission must be transmitted with a covering/ forwarding letter under the Audit Firm’s Letter Head Paper bearing among others; the registration number (RC), contact address, telephone numbers (preferably GSM No.) and email address. The letterhead paper must bear the names and nationalities of the Audit Partners at the bottom of the page, duly signed by the authorised Partner of the Audit Firm.

SUBMISSION OF EOI DOCUMENTS
All bidders are to submit One (1) original and Two (2) duplicate copies of the firm’s Expression of Interest (EoI) containing the foregoing requirements. This should be forwarded in a sealed envelope clearly marked with the following details;
• EXPRESSION OF INTEREST FOR EXTERNAL AUDITORS”

OPENING EOI DOCUMENTS
The EOI documents will be opened immediately after the deadline for submission at 2:00 noon on Monday 12 August, 2019 in the presence of bidders or their representatives.

(i) Submission of Expression of Interest is neither a commitment nor an obligation to award contract to any Audit Firm.
(ii) This advertisement is published for information purposes only and should not be construed as a commitment on the part of the Board, nor shall it entitle any bidder to make any claims.
(iii) The Board is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act 2007.
