The Federal Government of Nigeria (FGN) has received financing from the World Bank toward the cost of the Third National Urban Water Sector Reform Project, and intends to apply part of the proceeds for the consulting services.
OBJECTIVES OF THE ASSIGNMENT
SCOPE OF THE SERVICES
This scope of the services involves and not limited to the following:
i. Verification of Customers in the existing register
ii. Identification and documentation of illegal Customers
iii. Identification and documentation and Potential Customers
iv. Development of Software for the assignment
v. Data Migration from the Existing Register into the New Register
vi. Compilation of New Customer Register
vii. Development of GIS for the assignment
viii. Tertiary Network Map digitization on GIS
ix. Demarcation of Maps into Enumeration Areas
x. Customer Coding of Maps
xi. Labeling of Service Connections on digitalized maps
xii. Inscription of Delivery Point Codes on Existing Customer Properties.
The assignment will be implemented in 16 weeks.
The Federal Ministry of Water Resources now invites eligible consulting firms (“consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
a. Minimum of 10 years of professional experience in demographic data collection, data analysis, relational database management and GIS network mapping the proven track record in customer database creation and computerized billing systems for utilities like water and electricity.
b. Experience of at least 2 successfully completed utility customer enumeration exercise and network mapping within in the last 10 years.
c. Technical and managerial organization of the firm, with appropriate numbers of key staff
d. Documentary evidence of similar contract award/completion, consultants may associate to enhance their qualifications.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
