CONSULTANCY SERVICES FOR THE PREPARATION OF PRELIMINARY ENGINEERING DESIGN, EMPLOYER REQUIREMENTS AND BIDDING DOCUMENTS OF ABOUT 500 KM PRIORITIZED RURAL ROADS UNDER DESIGN AND BUILD CONTRACT IN BENUE STATE.

The Federal Government of Nigeria, through the Federal Ministry of Finance has applied for-financing-from-the-International-Development Association (IDA)- African Development Bank (AfDB) and on-lent the financing to Benue State towards the cost of rehabilitation of prioritized rural roads and river crossings, construction/rehabilitation support for the establishment of agro logistics hubs and institutional development under the Rural Access and Agricultural Marketing Project (RAAMP). It is intended that part of the requirements for Benue State to be considered for the project, it should undertake the Consultancy Services for the Engineering Design, Employer Requirements and Bidding Documents of about 500km Prioritized Rural Roads as part of its counterpart obligation.
The consulting services (“the services”) includes
(i) The preparation of conceptual engineering design and report of approximately 500km of rural and state roads in Benue State;
(ii) The preparation of employer requirements for design-build contracts for approximately 500km of rural and state roads in Benue State.
(iii) The preparation of bidding documents and to provide procurement support for approximately 200km of rural and state roads in Benue State.
The duration of the services is 6 months

The State Project Implementation Unit (SPIU) on behalf of the Benue State Government now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
Interested Consultants are encouraged to provide verifiable information demonstrating the fulfilment of the criteria in form of project profile stating: the project name, the location of the project, the name and address of the client/beneficiary, the name(s) of associated firm(s) if any, the duration of the assignment, the value of the contract and a brief narrative of the project.
Key Experts will not be evaluated at the short-listed stage.
The short-listing criteria are given in the Expression of Interest (EoI). The EoI includes the following documents:
(i) Section I- Instruction for submission of Expression of Interest
(ii) Section II- Eligibility and short-listing Criteria including Annexure-I to V.
The attention on interested consultants is drawn to African Development (AfDB) “guidelines for procurement under Community Based Investment Project”.
Consultants may associate with other firms to enhance their qualifications, but should indicate dearly whether the association is in form of joint venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint ventures shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
