ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR TRANSACTION ADVISORY SUPPORT FOR THE MINI GRID COMPONENT.

The Federal Government of Nigeria has applied for financing from the World Bank for a Credit towards the cost of Nigeria Electrification Project (NEP) and Rural Electrification Agency, the implementation Agency intends to apply part of the proceeds of this credit to payment under the contract for the Consultancy Services for Transaction Advisory Support for the Mini Grid Component.

The consulting services (the Services”) include:
Technical review of Project and recommendations on transaction structure;
Preparation and execution of the bidding process: Evaluation of bids and Negotiations;
Financial close and post-transaction reporting;
Post-award tracking and monitoring of project execution by winning bidders; and
Design of a longer term “steady pace” process for procuring mini grids.

The duration of the assignment is Twenty (20) weeks.

The Rural Electrification Agency- Project Management Unit (REA-PMU) now invites eligible consulting firm (“Consultants”) to indicate its interest in providing the Services, interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:
(1) Qualification of the firm for the Assignment (Area of Specialization; Evidence showing that the firm is a legal entity; with minimum of 10 years working experience. Registration with Relevant bodies/Authorities).
(2) Firm’s experience in similar assignment (Minimum of 2nos. with evidences) within the last 10 years. Similarity being in size, complexity, technology, operational context and economic and social settings of the client country.
(3) Technical and Managerial capabilities of the firm (i.e. Organizational structure, technological/software solutions deployments e.t.c.)
Please note that only the experience of the firm and not that of the Key Experts are required at this stage

Your attention is drawn to Section III, paragraphs. 3.14, 3.16. and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shaft be jointly and severally liable for the entire contract, if selected. Each member must be reasonably qualified and meets the stated criteria. For sub-consultancy association, the experience of the sub-consultant shall not be considered in the evaluation.

A Consultant shall be selected under the Quality and Cost Based Selection (QCBS) Method as set out in World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016. and Revised November 2017 and August 2018 available on www.worldbank.org/procure
