REQUEST FOR PROPOSAL (RFP) FOR CONDUCTING A BASELINE SURVEY FOR THE PROJECT TITLED “REDUCING CHILD VULNERABILITY THROUGH YOUTH, FAMILY AND COMMUNITY EMPOWERMENT” IN OREDO, EDO STATE

A. PREAMBLE
SOS Children’s Villages Nigeria is a non-governmental child-focused and social development
Organization that focuses on the child’s development and work to ensure he/she grow into self- supporting and contributing member of society. We work together with all relevant stakeholders to find the most appropriate response to the situation of children at risk of losing parental care and those without parental care. We have been active in the field of Alternative care, Family strengthening Youth development. Child protection among others since 1972 in Nigeria with the support of Hermann-Gmeiner-Fonds Deutschland (HGFD), SOS Children’s Villages Nigeria has won grant from the German Federal Ministry for Economic Cooperation and Development (BMZ) for public funding of project titled “Reducing Child Vulnerability through Youth, Family and Community Empowerment.

Scope of the Assignment
The primary scope of work in this RFP to conduct d qualitative baseline survey in Edo
State with a focus on Oredo Local Government Area (LGA) where the project will be implemented The RFP centers on the following

Key targets
• 1,600 children from 400 socio economically vulnerable families from Oredo LGA who are in danger of losing their parental care because their material emotional health or educational needs are neglected and/or because the posed to abuse and violations of children’s rights and, in some cases child labour,
• 320 vulnerable youths (of whom at least 160 are female, some from the 400 families mentioned above) from Oredo LGA with a special focus on youths from alternative care
• Community-based organization and other self-help structures which are actively involved in planning and implementation of project/programme for the reference target group programme population above and whose capacities are strengthened in the course of the project

Overall Objective
To determine the quantitative qualitative information on the current status of our target group before the kick start of the project implementation for any benchmarking of the expected intervention millstones

Specific Objectives:
• To determine wheel of interaction of the community and community based groups with Government to demand for the improvement social services for the care and protection of children
• To determine the level of awareness on children and young people of their rights and also punishment of awareness of teachers on the rights of the children and the of alternatives to corporal
• To determine knowledge and awareness of children and young people and teachers on adolescent reproductive and sexual health(incidences of teenage pregnancies in the communities)
• To determine the proportion of caregivers who live on loss of 1.75 euros per day and cannot take care of the basic needs of their children and family nutrition, education and health) in Oredo LGA
• To determine the science of child rights violations in the community and ascertain if they are recorded or followed up
• To determine the numbers and types of community based groups and the initiatives to improve on the cure and protection of children
• To determine the level of knowledge and awareness on the UN Guidelines on Alternative Care and it application amongst Government and Child Care Service providers
• To determine the proportion of young people from vulnerable backgrounds and alternative care settings who do not have access to employment
• To determine the proportion of young people from vulnerable backgrounds and alternative care settings who have knowledge resources and have been able to start up their own businesses
• To determine the proportion of young people who are the employed or self-employed and are generating a regular income in Oredo, Edo State

This RFP seeks to determine the capacity of various organizations and individual consultants in Nigeria to conduct the research as per the stipulations provided in this document. Capacity will be evaluated according to the criteria for evaluation of proposals as set out at the end of this document. The award of the contract will be finalized accordingly

Expertise required:
The person(s) carrying out this study should have a thorough understanding of the situation of the target location and the target group, with proven competence and experience in conducting social research. A social science background, e.g higher degree in Social Work, Sociology, Psychology, Community Development, Law, Epidemiology, Statistics and Demography and other related disciplines. Good Experience in organizing and conducting research and evaluations is a must.
Precondition for the involvement of an external expert is that he/she interviews key SOS programme staff for better understanding of SOS programmes and policies an external expert carries out the study it is a must to ensure that the interests and approaches of the organization are well represented. SOS staff have to be involved in working out the conclusions and developing recommendations. The person(s) carrying out this study must be well acquainted with the core SOS policy documents, especially the ones related to Child Protection.

Proposal Documents should contain the following information:
1. Detailed understanding of requirements
2. Detailed Methodology Approach demonstrating how you meet requirements for this assignment
3. Detailed Work plan (including a time line) showing the detailed sequence and timeline for each deliverable
4. Detailed budget
5. Composition of research team (for each expert proposed) a curriculum vitae, should be submitted along with the proposal
6. Any other information to further support the eligibility of the candidate

Selection of Consultant:
All RFPS received will be reviewed based on its relevance responsiveness, efficiency and effectiveness in response to the RFP call. A detailed Term of Reference will be sent out only to the pre-selected consultant(s)
