SMALL TOWN WATER SUPPLY AND SANITATION AGENCY (STOWA) JIGAWA STATE GOVERNMENT INVITATION TO BID INVITATION FOR PRE QUALIFICATION/INVITATION TO TENDER

A. PREAMBLE The Government of Jigawa State in its effort to Increase access to potable water supply in the small towns wish to embark, through the SMALL TOWN WATER SUPPLY AND SANITATION AGENCY (STOWA), hereby invites tenders from reputable contractors for the construction of 47no. New solar-powered water schemes and Renovation of 1no. Solar scheme across the 18no. Constituencies of the State (2019 PHASE II CONSTITUENCY PROJECT).

SCOPE OF WORK 1. Construction of 47no. new solar powered water schemes at Jama’arMaje, Kaban Kafur, Atura(Auyo constituency), Madori, Birniwakotu, Kuzoyara, (Birniwa constituency), Unguwar Gamji, Gatuta, Jamus (Kanya constituency), Zoriya, Tsangayaryamma, Kajimaram,Tukui kui,Gaduwa,KadiraGari, Tasgangabas (Guri constituency), Burku, Tsinke, Shabarawa,K/Madana (Maigatari constituency), Gasake, FararTukwane, Gwiwamalamawa, Dandawa (Gwiwa constituency), Isarltown.Faqoji(Dutse constituency), SarkinGabas,Bokori, Kagadama, Garingoto, Dangawa (Gagarawa constituency), Karkarna (Yankwashi constituency),Jumagara (Malam Madori constituency), Tsa, Fulatawa (Miga constituency), Kalasumaikasuwa (Fagam constituency), Beguwa (Ringim constituency), Danzabiya (Kaugama constituency), Karangi, Togai, Shabaru (SuleTankarkar constituency), Buji (Buji constituency) GangereNebunu, Gurfai,BaburaTsallake (Babura constituency)and Shawu(Birnin Kudu Constituency). 2. Renovation of 1no. Solar scheme at BuntusuAbuja (Gwiwa constituency).

MANDATORY REQUIREMENTS Companies interested in the project are to submit company profile which must contain the following: a. Certificate of incorporation/business name registration b. Certified true copy of memorandum and article of association c. Tax clearance for the last three years d. Registration with state works registration board in relevant category e. Company’s audited account for the last one year f. Evidence of financial capability and Banking support g. Company profile, organogram and resume of relevant key technical staff, including individual attestation of availability, Include copies of professional certificates with seal and endorsement h. Verifiable evidence of similar projects previously undertaken within the past three years. i. Description and list of relevant construction building equipment’s j. Annual turnover of not less than N10 million k. VAT registration and evidence of past remittance l. A sworn affidavit certifying as follows • that document submitted for the prequalification exercise are not only genuine but correct • that the none of the director of the company has been convicted by any court law • That the company is not bankrupt • That none of the officers of Jigawa State/Local government is a present or former director of the company.

B. COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILE Interested bidders are to collect bid documents from the office of the secretary procurement committee Jigawa state, STOWA, Shuwarin, Kiyawa Road, Dutse on payment of non-refundable tender fee of Fifteen Thousand Naira only (N15, 000.00)

Bids shall be valid for a period of 120 days (4 weeks after Bid opening and shall be accompanied with bid security of 2% of the bid price either in form of bank draft or bank guarantee delivered to The Ag. Managing Director, Small Town Water Supply and Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State Collection of tender documents shall commence on Friday 22nd November, 2019 between 9:00am to 4:00 pm Mondays to Fridays, except on public holidays.

Completed tender documents and company profile with the covering letter of company’s letter head in three copies (one original and two photocopies) shall be submitted in sealed envelope marked with company’s bid invitation number at the top left hand corner, and addressed to: The Ag.Managing Director Small Town Water Supply and Sanitation Agency (STOWA), Shuwarin, Kiyawa Road, Dutse. To STOWA office Shuwarin before 12:00 hours Friday 6th December, 2019 .

Bid opening shall take place at the conference hall of the Jigawa State Ministry of Water Resources by 12.00Noon same day. The representatives of the bidders and the general public are invited to witness the public opening of bid.
