CNG 1036-NORTHERN CORRIDOR TRANSMISSION PROJECT
DESIGN, MANUFACTURE, SUPPLY, INSTALLATION AND COMMISSIONING OF TRANSMISSION LINES AND SUBSTATIONS IN THE NORTHERN CORRIDOR OF NIGERIA

1.0   INTRODUCTION

The Federal Government of Nigeria is in the process of obtaining a loan from Agence Francaise de Developpement (AFD) to expand the power infrastructure in Northern Corridor of Nigeria through Transmission Company of Nigeria (TCN) hereinafter referred to as “The Employer” who will apply a portion of the proceeds of this loan to eligible payments under the contracts for which this Invitation for Prequalification is issued.

2.0   The Employer” intends to pre-qualify Engineering, Procurement and Construction (EPC) contractors for the following contracts under this project:

ICB No.: TCN/PIU/AFD/NCP-1: Design, Manufacture, Supply, Installation and Commissioning of HV Transmission lines and Substations

Lot 1(i)                Construction of about 310km 330kV DC Transmission Line from Kainji to Birnin Kebbi following the existing ROW of the SC 330kV Line.(ii)             Replacement of 9 spans of sky wire for 330kV Jebba- Osogbo Lines 1 and 2 and 330kV Jebba – Ganmo line
Lot 2Construction of about 134km 330kV DC Transmission Linefrom Birnin Kebbi to Sokoto following the existing 132kV Birnin Kebbi to Sokoto Transmission line ROW and re-conductoring the existing 132kV SC Line to double its capacity.
Lot 3Construction of about 274km 330kV DC twin conductor Transmission line between Katsina- Daura-Gwiwa-Jogana-Kura.
Lot 4(i)                Reconstruction and upgrading of 2 single circuit 33GkV Transmission Lines 1 and 2 (96km Each) from Shiroro PS to Mando (Kaduna) to a 2 Double Circuit, Quad conductor Shiroro – Mando (Kaduna) Transmission Lines 1 and 2.(ii)             Replacement of 28 spans of Sky wire for 330kV Shiroro- Jebba line 2(iii)           Replacement of 32 spans of Sky wire for 132kV Minna- Bida line(iv)           Reconductoring of X32kV SC Karu -Keffi-Akwanga transmission Line(v)             Replacement of 36 spans of Sky wire for 132kV Apo- Keffi line
Lot 5(i)                Installation of 2x150MVA 330/132/33kV transformers and associated switchgears, 2x330kV line bays for the future 330kV line to Kaura Namoda at Sokoto New 330kV Substation and with associated 132kV bay extension including SCADA with open architecture and SCADA system integration.(ii)             Construction of 6 x 330kV bay extension at B/Kebbi and 2 x 330kV bay extension at Kainji.
Lot 6(i)                Construction of 2x150MVA 330/132/33kV, 2x60MVA, 132/33kV substation in Daura including 4x330kV line bay plus 6 number outgoing 33kV feeder bays and 4x330kV line bay extension at Katsina 330/132/33kV substation including SCADA with open architecture and SCADA system integration.(ii)             Construction of 2x150MVA 330/132/33kV, 2x60MVA, 132/33kV substation including 6x330kV Line bay Plus 6 number outgoing 33kV feeder bays at Jogana 330kV Substation including SCADA with open architecture and SCADA system integration
Lot 7(i)                Urgent replacement of Kainji / Jebba 330kV line 1 – 330kV Circuit Breaker at Kainji TS.(ii)             Replacing the existing very old (1968) Marilli 8GMVA 330/132/13.8kV, 2T1 transformer with 1x150MVA 330/132/33kV plus 1X60MVA, 132/33kV transformer and 3 number 33KV feeder control and protection panels at Jebba TS(iii)           Urgent replacement of 1 no. Jebba T/S 75MX reactor 2R2 CB – that exploded.(iv)           Replacement of 11 no. 330KV circuit breakers at Jebba 330kV switchyard. The existing CB’s are obsolete no parts and spares available(v)             Replacement of 8nos. 330KV obsolete circuit breakers at Jebba TS. The existing CB’s are obsolete no parts and spares available.(vi)           Replacement of 330KV obsolete hydraulic SF6, circuit breakers and associated motorized Isolators at Shiroro TS(vii)        Reinforcement of Minna with lx60MVA 132/33kV transformer to relief the existing overloaded lx30MVA 132/33kV transformer with complete 132kV Bay extension and additional 3 number 33kV Feeder Control and protection panels. Control room rehabilitation.(viii)      Turn in Turn out Minna – Suleja 132KV DC and Construction of 1x60MVA 132/33kV complete substation at Lambata including SCADA with open architecture and SCADA system integration.(ix)           Turn in Turn Out on Brinin Kebbi-Sokoto 132KV Line and Construction of 2 x 60MVA 132/33kV complete substation at Fakon Sarki- Argungu including SCADA with open architecture and SCADA system integration(x)             Reinforcement with 1 x 60MVA 132/33kV with associated switchgear at Yelwa – Yauri(xi)           Construction of 1 x 60MVA 132/33kV complete substation and High Voltage Switchgears and Associated Equipment at Birnin Gwari including SCADA with open architecture and SCADA system integration

International competitive bidding will be conducted in accordance with AFD Two-Stage Bidding Procedure.

3.0 PRE-QUALIFICATION CRITERIA:

Firms that cannot meet the following key qualifications requirements are not encouraged to participate in the pre- qualification process:

(a)      Minimum average annual turnover of:

  • Lot 1: USD 150.0 million
  • Lot 2: USD 75.0 million
  • Lot3: USD 130.0 million
  • Lot 4: USD 85.0 million
  • Lot 5: USD 70.0 million
  • Lot 6: USD 100.0 million
  • Lot 7: USD 45.0 million

Calculated as total certified payments received for contracts in progress and/or completed within the last 5 year, divided by 5 (No of years)

(b)     Financial Resources

The Applicant shall demonstrate that it has access to from a reputable financial institution, or has proven available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as:

  • Lot 1: USD 10.0 million
  • Lot 2: USD 4.0 million
  • Lot 3: USD 8.0 million
  • Lot 4: USD 5.0 million
  • Lot 5: USD 6.0 million
  • Lot 6: USD 9.0 million
  • Lot 7: USD 5.0 million

(c)      Specific Experience

Participation as a prime contractor, joint venture member, management contractor or subcontractor in Four (4) similar contracts, with at least 2 contracts each valued at:

  • Lot 1: USD 70.0 million
  • Lot 2: USD 60.0 million
  • Lot 3: USD 70.0 million
  • Lot 4: USD 60.0 million
  • Lot 5: USD 45.0 million
  • Lot 6: USD 45.0 million
  • Lot 7: USD30.0 million

It is required that two of the four contracts should be outside the bidders’ home base with at least one in Africa.

4.0   IMPORTANT INFORMATION:

(1)     Evidence of working in similar projects and environments with similar ecosystem as Nigeria will be an advantage.

(2)     When a company is in Joint Venture (JV), Partnership or Consortium agreement, the role of each partner must be clearly defined in the JV agreement Additionally, the Memorandum of Understanding (MOU) must specify the lead partner. Evidence of such a relationship must be signed by the Chief Executives/Partners, A copy of the firm legal relationship must be attached.

(3)     Contractors with litigation history/petitions with the Federal Ministry of Power, TCN, PHCN or NIPP will not be pre­qualified.

5.0  PURCHASE OF THE PRE-QUALIFICATION DOCUMENTS

The Employer will promptly dispatch the Prequalification documents by hand, or registered e-mail, on presentation of payment receipts, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.

6.0  SUBMISSION OF DOCUMENTS

All Information Requested For Pre – Qualification Must Be Provided In English Language By All Applicants.

Failure to provide information / supporting documents that are essential for the evaluation of applicant’s qualifications, or timely clarification or substantiation of the information supplied, may result in disqualification of the applicants.

Pre-qualification documents (one original and two copies PLUS one soft copy-flash) in sealed envelope, clearly marked on the top left hand side of the envelope with appropriate lot number and name of bidder clearly written at the reverse side should be addressed as follows:
