In compliance with the provisions of section 85(3) (a) of the constitution of the Federal Republic of Nigeria, 1999, and the relevant guidelines of the Office of the Auditor-General for the Federation, University of Abuja requires the services of a firm of External Auditors.

Experienced and competent audit firms are invited to submit Expression of Interest for External Auditor of the University.

The External Auditor will be required primarily to express his opinion on the financial statements of the University.

Interested firms should submit two (2) bound Expression of Interest (EoI) documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder and show evidence of:
(a) Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(b) Firm’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;
(c) Current Pension Compliance Certificate valid till 31st December, 2019;
(d) Current Industrial Training Fund (TTF) Compliance Certificate valid till 31st December, 2019;
(e) Current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December, 2019;
(f) Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 30/6/2019 or valid Certificate issued by BPP.;
(g) Evidence of Firm’s registration with the relevant professional body i.e. ICAN/ ANAN;
(h) Evidence of current Annual Returns with the Financial Reporting Council of Nigeria.
(i) Financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(j) Sworn Affidavit disclosing whether or not any officer of the relevant committee of University of Abuja and Bureau of Public Procurement is a former or present Director or shareholder or has pecuniary interest in the bidder and confirm that all information presented in the company’s bid are true and correct in all particulars;
(k) Company’s Audited Accounts for the last three (3) years -2016, 2017, 2018;
(l) Company’s profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications (ICAN/ANAN, etc.);
(m) Verifiable copy of evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificate;
(n) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

Interested firms are to submit two (2) bound copies of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Vice- Chancellor, University of Abuja, and clearly marked with “Expression of Interest for Appointment of External Auditor”. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the Tender Box in the Reception Hall of the Senate Building, Main Campus, Airport Road, University of Abuja, not later than 12:00noon, Thursday 23 May, 2019.

The EoI documents will be opened immediately after the deadline for submission at 12:00noon, Thursday 23 May, 2019 in the Senate Building in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register at the Reception Hall, University of Abuja, as University of Abuja will not be held liable for misplaced or wrongly submitted bids. (a) EoI must be in English language and signed by an official authorized by the bidder;
(b) EoI submitted after the deadline for submission would be returned un-opened;
(c) All costs will be borne by the bidders;
(d) All shortlisted bidders will be contacted at a later date for collection of tender documents;
(e) University of Abuja is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
