INVITATION FOR TENDER/EXPRESSION OF INTEREST
The University of Calabar intends to utilize its 2011 /2013 /2014 /2015 (Merged) TETFUND PROJECT ENTREPRENEURSHIP INTERVENTION for the procurement of same Works and Goods. To this end, the University invites interested and credible contractors with relevant experience to apply for pre-qualification to bid for the following projects:
Lot 1: Supply, Installation, Testing and Commissioning of Equipment for Catering Skill Acquisition
Lot 2: Supply, Installation, Testing and Commissioning of Equipment for Photography /Video Coverage Skill Acquisition
Lot 3: Supply, Installation, Testing and Commissioning of Equipment for Paint Production Skill Acquisition
Lot 4: Supply, Installation, Testing and Commissioning of Equipment for Fashion and Design Skill Acquisition
Lot 5: Supply, Installation, Testing and Commissioning of Equipment in Aquaculture Production Skill Acquisition
Lot 6: Supply, Installation, Testing and Commissioning of Equipment in Masonry Skill Acquisition; and
Lot 7: Supply, Installation, Testing and Commissioning of Equipment for Welding and Fabrication Skill Acquisition
Prospective bidders must possess the under-listed requirements to be eligible in this procurement:
i. Certificate of Incorporation with Corporate Affairs Commission);
ii. Company’s current Tax Clearance Certificate for the last three years (2015, 2016 and 2017);
iii. Current Pension Compliance Certificate valid till 31st December, 2018;
iv. Current Industrial Training Fund (ITF) Compliance Certificate valid 31st December, 2018;
v. Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2019 or valid Certificate issued by BPP;
vii. Sworn Affidavit:
• Disclosing that no officer of the relevant committees of the University of Calabar or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder; and to confirm that all information presented in its bid are true and correct in all particular;
• That none of the Directors of the company seeking pre-qualification has been convicted of any criminal offence and the company is not under receivership;
viii. Company Audited Accounts for the last three (3) years (2015, 2016 and 2017);
ix. Evidence of Financial Capability to execute the project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed;
x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Award and Job Completion Certificates;
xi. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner);
xii. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and E-mail Address. The letter head paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Company.
COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect the Standard Bidding Document (SBD) from the address stated below on the presentation of an official receipt from the Bursary Department of the University on payment of N10,000.00 per Lot, paid into the University of Calabar Remita’s Account:

SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids for each of the Lots desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”.
Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:
Head of Procurement, Senate Chamber, University of Calabar, Calabar, Cross River State.
And clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and deposited in the Tender Bix in the Procurement Office in the Senate Chamber on or before 12:00 noon on Wednesday, 13th March, 2019. Documents brought after the closing time shall be returned un-opened.
OPENING OF THE PRE-QUALIFICATION DOCUMENTS
The Technical Bids shall be opened immediately after the deadline for submission at 12:00 noon on Wednesday, 13th March, 2019, at the Senate Chambers of the University. Bidders and interested members of the public are invited to witness the opening of the documents. i. The advertisement shall not be construed as a commitment on the part of the University to award the above-mentioned projects.
ii. Only pre-qualified bidders will be invited at a later date for financial bid opening, while the financial bids of unsuccessful bidders will be returned un-opened.
iii. Bidders should not bid for more than two (2) Lots.
iv. The University will not be responsible for any costs or expenses incurred by any bidder in connection with the preparation of document.
v. Companies shall not apply for pre-qualification for more than two projects.
vi. Tendering with fake document is an offence which will lead to disqualification and prosecution.
vii. The University is not bound to shortlist any bidder and reserves the right to annul the selection process at any time in line with Section 28 of the Public Procurement Act, 2007, without incurring any liabilities to the bidders.
