INVITATION TO BID FOR GOODS AND WORKS TO BE FUNDED UNDER YEARS 2014/2015/2016/2017 (MERGED) TETFUND ENTREPRENEURSHIP INTERVENTION, INTERNALLY GENERATED REVENUE (IGR) AND YEAR 2019 CAPITAL APPROPRIATION
In compliance with the provision of the Public Procurement Act 2007, the University of Jos, Nigeria intends to execute the under-listed projects to be funded under the above-mentioned interventions. Interested and competent Contractors and Suppliers are therefore Invited to bid in respect of the procurement as follows:

2.0 SCOPE OF WORK/DESCRIPTION OF PROJECTS
(a) Completion of Faculty of Social Sciences at Naraguta Campus – Wing 1 (Project 2 Lot 5)
The Project involves the completion of a rectangular shape super structure of three floors. The construction is basically of a reinforced concrete frame structure. The Building substructure, first floor slab and block work on the ground and first floors have been completed. The superstructure is of reinforced concrete columns with 230mm x 230mm concrete blocks infill walls.
The Roof is of structural steel covered with 0.55mm gauge longspan Aluminium roofing sheets. Doors are a combination of purpose made steel and semi-solid core laminated plywood flush doors while windows are of powder coated tower aluminium frames and panels.
(b) Completion of Faculty of Social Sciences at Naraguta Campus – Wing 2 (Project 2 – Lot 6)
The Project involves the completion of a rectangular shape super structure on three floors. The construction is basically of reinforced concrete frame structure. The building substructure and block work on the ground have been completed. The superstructure is of reinforced concrete columns with 230mm x 230mm sancrete blocks infill walls.
The Roof is of structural steel covered with 0.55 mm gauge lonspan Aluminium roofing sheets. Doors are a combination of purpose made steel and semi-solid core laminated plywood flush doors while windows are powder coated tower Aluminium frames and panels.
Floor finish shall be a combination of terrazzo and glazed vitrified ceramic tiles finish on cement sand mix. The project shall include external works of drainage, parking and landscaping.
(c) Completion of Centre for Theatre, Film and Communication Arts at Naraguta Campus, Uni¬versity of Jos – Block B (Project 2 Lot 7)
The Project involves the completion of a rectangular shape structure of three floors. The construction is basically of reinforced concrete frame structure. The Building substructure and supper structure, ex-ternal and internal rendering roof and roof covering, ceiling finish, fixing of doors and window frames have been completed.
Outstanding works are completion of terrazzo, drainage and landscaping tiling in toilets, hanging of doors, painting external
3.0 ELIGIBILITY REQUIREMENTS
(i) Evidence of company registration with the Corporate Affairs Commission (CAC) including Forms C02 and C07.
(ii) Evidence of current Tax Clearance Certificate valid till 31st December, 2019. A minimum annual average turnover of N20,000,000.00 (Twenty Million Naira only) is required for Lots 5 to 7.
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2019.
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019.
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019.
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31/01/2020 or valid Certificate issued by BPP.
(vii) A Sworn Affidavit disclosing/confirming:
(a) Whether or not any officer of the relevant committees of the University of Jos or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder; and to confirm that all information presented in its bid are true and correct in all particulars;
(b) Whether or not the company faces insolvency;
(c) That no Director of the company has been convicted of any financial crime;
(d) That the company is not in receivership or subject of same.
(viii) Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including Letters of Award and Job Completion Certificate(s) or Valuation Certificates for on-going projects.
(ix) Company Profile with Curriculum Vitae (C.V.) of professional staff to be deployed for the project including copies of their professional qualifications and current registration to practice.
(x) Evidence of financial capability to execute the project by submission of Reference Letter from a repu¬table commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
(xi) List of Plants/Equipment with proof of ownership/lease (for works only).
(xii) All documents for submission must be submitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Locational Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 COLLECTION OF BIDDING DOCUMENTS
The Bidding Documents are to be collected by all interested bidders in the Procurement Office, Room 80, Academic Planning Building, Bauchi Road Campus, University of Jos on the presentation of receipt of payment of a non-refundable fee of N10,000.00 per lot.
(i) Generate Remita Retrieval Reference (RRR) number online in favour of University of Jos via www.remita.net and ensure you select “TENDER FEES” for “Name of Service/Purpose;
(ii) Visit any Commercial Bank with the RRR form for payment;
(iii) Submit the print-out receipt of payment at the Bursary Department for confirmation.
5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit the spiral-bound hard copy of both the Technical and the Financial Bid Documents packaged in two separate envelopes and marked “TECHNICAL BID FOR …THE TITLE AND NUMBER OF THE PROJECT AND THE LOT….” and “FINANCIAL BID FOR …..THE TITLE AND NUMBER OF THE PROJECT AND THE LOT…should be put in a bigger envelope and addressed to The Vice-Chancellor, University of Jos with the company’s name written on the reverse side of the SEALED envelope and must be dropped in the designated Tender Box in Room 94, Admin¬istrative Block. Bauchi Road Campus, Jos not later than 12:00 noon on Tuesday, 13 August, 2019.
6.0 OPENING OF TECHNICAL BIDS
The Technical Documents shall be opened immediately after the deadline for submission at 12:00noon on Tuesday, 13 August, 2019 in the presence of companies’ representatives who may choose to attend at the University Senate Chambers, Bauchi Road Campus, Jos. 7.0 PLEASE NOTE
(i) Only pre-qualified bidders at technical evaluation will be invited at a later date for the Opening of Financial Bids; while financial bids of unsuccessful bidders will be returned un-opened;
(ii) Original documents on any aspect of a Contractor’s submission may be requested for sighting during and/or after the opening session.
(iii) No bidder should bid for more than two (2) Lots
(iv) University of Jos reserves the right to verify any claim by the companies. Companies shall, therefore, include necessary authority and guarantee for such verification; the absence of which will automatically result in the disqualification of such a Contractor/Supplier.
(v) The University of Jos reserves the right to cancel the process in public interest without liability
