INVITATION TO TENDER
1.1. Upper Niger River Basin Development Authority (UNRBDA) is a parastatal under the Federal Ministry of Water Resources saddled with the responsibility of developing and harnessing both surface and underground water purpose use. In line with its mandate and in furtherance of the goals of ERGP as relates to economic diversification, poverty reduction and job creation, the Authority wishes to procure works, goods and services in the financial year 2019.
1.2. The authority therefore invites all experienced and competent contractors and suppliers to tender for the execution of the following projects:

The scope of works/supply/service for the project earmarked for execution are categorised as follows:
2.1. CATEGORY G: INVITATION TO TENDER (WORKS AND GOODS)
Interested Contractors /Suppliers are invited to submit Technical and Financial Bids for the underlisted projects
LOT G: PROJECT DESCRIPTION
G1: Flood and Erosion Control Works in Kaduna, Niger and FCT (Headquarters Erosion Control).
G2: Provision of Potable Water and Access Road for Ija Gbagyi Community, Tafa LGA, Niger State
G3: Channelization and Erosion Control At Gwarinpa 41 Crescent Canal
G4: Erosion Control and Completion of Access Bridge in Gigira/Asso Farmlands in Jema’a LGA
G5: Establishment of Songhai Model Farm Patigi, Kwara State.
G6: Construction of Small Irrigation Scheme in Rijau, Niger State.
G7: Construction of Earth Dam at Chipasse Village, Bosso LGA, Niger East Senatorial District.
G8: Erosion Control and Earth Works on Access & Bridge into Kwarabe Farmland
G9: Construction of Mini Water Scheme at Tungan Magajiya.
G10: Construction of Access Road to Egbea Gaba and Gbakoje Small Earth Dams, Niger State.
G11: Surface Dressing at Yagba Market Road
G12: Completion of Small Earth Dam, Ralin Yashi, Minna
G13: Construction of Drainage and Erosion Works at Bode Saadu Extension.
G14: Rehabilitation of 14no Dams (Agaie Lapai Dam)
G15: Completion and Furnishing of 2nd Floor Headquarters Secretariat Complex.
G16: Maintenance of Kargo Dam.
G17: Maintenance of Gimi dam.
3. ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of incorporation with Corporate Affairs Commission (CAC) including form CAC2 and form CAC 7
ii. Evidence of Company Income Tax Clearance Certificate for the last three years 2016/2017/2018 valid till 31st December, 2019 with a minimum average turnover for each project as specified in the bidding documents.
iii. Evidence of current Pension Compliance Certificate valid till 31st December 2019.
iv. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019
v. Evidence Of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019
vi. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of the Interim Registration Report (IRR) expiring on 31st January 2020 or valid certificate issued by BPP.
vii. Sworn affidavit disclosing whether or not any officer of the relevant committees of the Upper Niger River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
viii. Company’s Audited Accounts for the last three (3) years 2016/2017/2018
ix. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
x. Company’s profile with the Curriculum Vitae of key staff to be deployed for the project including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON CORBON, etc.)
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five years (5) including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
xii. List of Plants/Equipment with proof of ownership/lease(where applicable)
xiii. For Joint Venture/Partnership. Memorandum of Understanding (Mou) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance
xiv. Certificate, IRR& Sworn Affidavit are compulsory for each JV partner).
xv. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and email address. The letterhead paper must bear the names and nationalities of the Directors of the company at the bottom of the page duly signed by the authorised officer of the firm.
NOTE: that all documents/information required must be paginated submitted in the sequence order
4. COLLECTION OF TENDER DOCUMENTS
4.1. CATEGORY G
Interested companies are to collect the Standard Bidding Documents (SBD) from the office of
Head of Procurement Upper Niger River Basin Development Authority, KM 5, Minna-Zungeru Road, Minna, on evidence of payment of a non-refundable fee of Ten Thousand Naira N10, 000.00 only per Lot paid into the Upper Niger River Basin Development Authority’s Remita account in any reputable Commercial Bank in Nigeria.
5. SUBMISSION OF TENDER DOCUMENTS
5.1. CATEGORY G- INVITATION TO TENDER (WORKS AND GOODS)
Prospective bidders are to submit bid for each of the lot desired two hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format packaged separately in sealed envelopes and clearly marked as “Technical Bid’ or ‘Financial Bid. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to the Managing Director Upper Niger River Basin Development Authority, KM 5, Minna Zungeru Road, Minna and clearly marked with the Name of the Project and the Lot number Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be deposited in the Tender Box at the address in 4.0 above, not later than 12 noon on Monday, 16th December, 2019
6. OPENING OF BIDS DOCUMENTS
6.1. CATEGORY G- INVITATION TO TENDER (WORKS AND GOODS)
Only the technical bids will be opened immediately after the deadline for the submission by 12
noon on Monday, 16th December, 2019 at the Authority’s Board Room at Minna in the presence of Bidders or their representatives, while the financial bids will be kept unopened Please ensure that you sign the Bid Submission Register at the address stated in 4 above, as the Authority will not be held liable for misplaced or wrongly submitted bids
7. GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorised by the bidder
b. Bids and submitted after the deadline for submission would be returned unopened
c. Bidders should not bid for more than two (2) lots
d. Pre-qualified Bidders for Category G will be contacted at a later date for Financial Bid Opening while Financial Bids of unsuccessful Bidders will be returned unopened
e. All costs will be borne by the bidders as the Authority will not be held responsible for any cost or expenses incurred by any interested party (i.e in connection with any response to this invitation)
f. Non-compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process
g. The Upper Niger River Basin Development Authority is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Procurement Act, 2007
