INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR  NEEDS ASSESSMENT INTERVENTION FUND PROJECTS REVITALIZATION OF PUBLIC UNIVERSITIES

1.0. INTRODUCTION
The Usmanu Danfodiyo University, Sokoto hereby invites interested, competent and reputable companies to submit their technical and financial bids for the listed NEEDS ASSESSMENT INTERVENTION FUND PROJECTS for pre-qualification and tender.

2.0. NEEDS ASSESSMENT INTERVENTION FUND PROJECTS

UDUS/NEEDS/T & R EQUIP/LOT IVSupply, Installation, commissioning(include training) of Training and Research Equipment for the Central Advance Science Laboratory Complex, Main Campus

3.0. CONTRACTING STRATEGY
The Usman Danfodiyo University, Sokoto , in compliance with the Public Procurement Act, 2007 and Bureau of Public Procurement (BPP) guidelines, will carry out technical evaluation of bidders who respond to this advert based on the following requirements.

3.1. ELIGIBILITY REQUIREMENTS
3.2. MANDATORY REQUIREMENTS
Firms shall attach the following in their submissions:
i. evidence of Registration with Corporate Affairs Commission (CAC) as a limited Liability company by including certificate of incorporation and Form CAC2 and CAC7;
ii. Evidence of Company’s current Tax Clarence certificate (TCN) for the pass three years (3) (2016, 2017 and 2018)
iii. Evidence of Company’s annual return to CAC for the past three (3) years; (2016, 2017 and 2018)
iv. Evidence of current Certificate of Compliance by National Pencom Commission (PENCOM) – Valid till 31/12/2019
v. Evidence of Current certificate of Compliance by Industrial Training fund Valid till 31/12/2019
vi. Evidence of current Certificate of the Nigeria Social insurance Truth Fund (NSITF) valid till 31/12/2019
vii. Evidence of current registration on the National Data Base for service by attaching the Interim registration report (IRR);
viii. Evidence of Authorization form relevant Equipment Manufacturer(s) that the company is their Accredited representative/Agent in Nigeria – for Lot IV only;
ix. Current Sworn Affidavit:
– Indicating that the company does bit have any director who has convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of acts relating to any matter
– Indicating that no officer of the University or the Bureau is a former or present director, shareholder or has any pecuniary interested in the company;
– Confirming that all information presented in its submissions are trust and correct in all particulars; and
– Confirming that the firm is not receivership is the subject of any type insolvency proceedings.

3.3. OTHER REQUIREMENTS (to be scored)
Bids that full all of the requirements listed in 4.1. above shall further be subjected to technical Evaluation based on the under-listed requirements:
i. Company Audited Report for the past the three (3) years (2016, 2017 and 2018)
ii. Comprehensive CVs of key company’s professionals including photocopies of relevant academic and professional qualifications, contact phone numbers and company’s organogram;
iii. Summary of at least three (3) projects od similar nature and complexity comparable to the project under consideration executed as a prime contractor over the past three years (2016, 2017 and 2018) including their award letters and completion certificates; and
iv. Evidence of financial capability supported with Bank Statement or Commitment form reputable bank.

NOTE:
Only copies that meet the minimum qualifying score (to be decided by Technical Evaluation Subcommittee of the Tenders Board) will be prequalified for participation at the financial tender stage.

4.0. INSTRUCTION TO BIDDERS
i. Bidders should submit their application with covering letter using company’s letter headed paper bearing the names, nationalities, RC No. and Telephone Nos. of the Director of the company at the bottom of the page;
ii. Bidders should arrange all documents in the order as listed in the advert
iii. Companies who have worked for the University and have history or record of poor performance, abandonment, termination and/or prolonged period of completion need not to apply; and
iv. Submission must be made only in English Language

5.0. SUBMISSION AND CLOSING DATE:
Prospective bidders shall enclose the TECHNICAL BID-NEEDS ASSEEMENT LOT NO… in a separate envelope and the FINANCIAL BID – NEEDS ASSESSMENT LOT NO… in another separate envelope with address of the bidding entity clearly stated on the reserve side of each envelope. The two (2) separate envelopes shall be enclosed in one SEALED outer Envelope clearly marked INVITATION TO TENDER – NEEDS ASSESSMENT LOT NO…. on the top corner of the envelope. Name, mailing address n telephone number of the bidding entity should be clearly stated on the reverse side of the outer envelope. The envelope should be addressed and deposited in the tender box provided at the office of the Director Procurement on or before 12:00 noon of 15th July 2019.

Late submission shall not be accepted.

6.0. OPENING DATE OF DOCUMENTS
The Technical Bids will be opened on the 15th July, 2019 at 12:00 noon at the Senate Chamber, Ahmadu Bello House, Usmanu Danfodiyo University, Sokoto, Main Campus. Representative of bidders and general public are invited to attend.
After the assessment of the technical bids the list of the prequalified bidders shall be pasted as follows:
– Website of the University http://www.adusok.edu.ng
– Main Campus – Notice Boards at Abdullahi Danfodiyo, Physical Planning and Development, Department; and
– The date for opening the financial bids will also be pasted at the above sites.

7.0. DISCLAIMER
This announcement is published for information only and does not constitute an offer by the Usmanu Danfodiyo University, Sokoto to transact with any party for the project, nor does it constitute a commitment or obligation on the part of the University to procure concessional services
The University will not be responsible for any costs or expenses incurred by any interested party in connection with any response to this invitation and at the preparation or submission in response to an inquiry.

The University is not bound to short list ay bidder(s) and reserve the right to annul the selection process at any time without incurring any liabilities and assigning any reason therefor in accordance with Section 28 of the Public procurement Act, 2007.
