INVITATION FOR EXPRESSION – OF – INTEREST (EOI) FOR THE ENGAGEMENT OF CONSULTANTS FOR YOUWIN CONNECT ENTERPRISE INITIATIVE
Youwin Connect is a multimedia enterprise education initiative of the Federal Ministry of Finance (FMF) which aims to support young entrepreneurs as they plan, start and grow their businesses. The initiative seeks to encourage and promote entrepreneurship as a viable career option for young Nigerians, which in turn will create Jobs and wealth.
In this regard, Youwin! Connect plans to organize a series of enterprise education and develop franchise infrastructure with the aim of increasing entrepreneurial capacity especially among youths.
2. SCOPE OF SERVICES
|1||Enterprise Education on Campus and Book Distribution||Enterprise Education and Book Distribution in University Campus (Training in select campuses across the country)|
|2||Enterprise Education in NYSC Orientation Camps and Book Distribution||Enterprise Education and Book Distribution in NYSC Camps (Training in orientation camps in 36 states and the FCT)|
|3||New Franchise Infrastructure, Development (North – East, North – west and South – East Geographic Zones).||Design of Franchise Model and Practical Implementation Plan.|
3. ELIGIBILITY REQUIREMENTS
To be eligible for the biding exercise, interested and competent consultants that may wish to be considered are required to submit the following pre-requisite documents for Expression – of – Interest, which will be subject to verification and due diligence by Federal Ministry of Finance:
(i) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) and Certified true copy of Memorandum and Article of association with CAC
(ii) Evidence of Company’s Income Tax Clearance Certificate for the past (3) years (2016, 2017 and 2018) valid till 31st December, 2019;
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
(vi) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30th June, 2019 or valid certificates issued by BPP;
(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees Of the Federal Ministry of Finance or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
(viii) Company’s Audited Accounts for the last 3 years (2016, 2017 and 2018);
(ix) Evidence of Financial Capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project, when needed;
(x) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
(xi) Verifiable documentary evidence of at least three (3) similar jobs carried out in the last five (5) for Private firms or Public Offices including Letters of Award and/or Job Completion Letters;
(xii) For Joint Venture / Partnership, Memorandum of Understanding (MoU) should be provided (all eligibility requirements are compulsory for each JV Partner)
(xiii) All documents for submission must be transmitted with a covering letter under the company letter-headed paper bearing amongst others, the registration number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM Number) and email address. The letter-headed paper must also bear the names and nationalities of the Directors of the company at the bottom page, duly signed by the authorized officer of the firm.
4. SUBMISSION OF EXPRESSION – OF – INTEREST (EOI) DOCUMENTS:
Interested firms are to submit two (2) bound copies of Expression-of- Interest (EOI) documents which should be submitted in a sealed envelope and addressed to the Permanent Secretary, Federal Ministry of Finance Headquarters, Abuja; clearly marked with ‘Engagement of Consultants for Youwin! Connect Enterprise Initiative’ and indicating the category bided for. Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder and should be submitted in the designated Tender Box at the Office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters not later than 12:00 noon, on Monday, 3 June, 2019.
5. OPENING OF EXPRESSION OF INTEREST (EOI) DOCUMENTS:
The Expression – of – Interest (EOI) documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 3 June, 2019 in the Federal Ministry of Finance Headquarters’ Main Auditorium Abuja in the presence of bidders or their representatives. Please ensure that you sign the Bid Submission Register in the Office of the Director Procurement, Ground Floor Room 040, Federal Ministry of Finance Headquarters, Central Business Area, Ahmadu Bello Way, Garki, Abuja, as the Ministry will not be held liable for misplaced or wrongly submitted bids.
6. GENERAL INFORMATION FOR FIRMS FOR EXPRESSION –OF-INTEREST (EOI)
(1) EOI must be in English Language and signed by official authorized by the bidder;
(2) EOIs submitted after the deadline for submission would be returned un-opened;
(3) Bidders should not bid for more than two (2) Lots;
(4) All cost will be borne by the bidders;
(5) Only shortlisted firms will be invited at a later date for collection of Request for Proposal (RFP);
(6) The Federal Ministry of Finance is not bound to pre-qualify any bidder and reserves the right to cancel the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
