INVITATION TO TENDER FOR THE PROCUREMENT OF CONSTRUCTION/COMPLETION OF
THE UNCOMPLETED BUILDING AT THE NATIONAL YOUTH SERVICE CORPS (NYSC) PERMANENT ORIENTATION CAMP, OKADA.
1. INTRODUCTION
The Edo State Executive Council has approve the procurement of the CONSTRUCTION/ COMPLETION OF THE UNCOMPLETED BUILDING AT THE NATIONAL YOUTH SERVICE CORPS (NYSC) PERMANENT ORIENTATION CAMP, OKADA, OVIA NORTH EAST LOCAL GOVERNMENT AREA OF EDO STATE to secure a conducive accommodation and enhance better atmosphere for Youth Corps Serving in Edo State. To this end, the Edo State Oil and Gas Producing Areas Development Commission (DESOPADEC) hereby invite sealed bids from eligible bidders to bid for the construction works as stated above.
2. Bidding is being conducted through the National Competitive Bidding as specified in section 20 and 21 of the Edo State Public Procurement Law 2012 and Paragraph 39 to 43 of the Procurement Procedure Manual and its open to all eligible bidders. Bidding documents which contain detailed drawings, Bill of Engineering Measurement and Evaluation, may be obtained at the Procurement Department, Edo State Oil and Gas Producing Areas Development Commission (EDSOGPADEC), 23/24, Etete Road, GRA, Benin City between the hours of 9.00am and 3.00pm on Mondays to Fridays except on public holiday upon payment of a non-refundable fee of N50,000 (Fifty thousand Naira) payable to Edo State Government (IGR ACCount). All bids are to be accompanied with a bid security equivalent to 1% of bid price in bank draft only, payable to Edo State Oil and Gas Producing Areas Development Commission (EDSOGPADEC) Interested bidders may obtain further information at the same Department.
3. ELIGIBILITY CRITERIA
Vendors interested in bidding as specified above must possess the following requirements
i. Evidence of registration with Edo State Public Procurement Agency (EDPA) in the relevant categories.
ii. Certificate of incorporation with Cooperate Affairs Commission (CAC) including form CAC 07.
iii. Other specific criteria as indicated in the Bid Data Sheet and/or in the Technical Specifications
4. SUMMARY OF OTHER REQUIREMENTS FOR QUALIFICATION
i. Three copies of financial bids in one envelop and three copies of technical bids in another envelop made up of one original and two photocopies put together in one big envelop must be submitted.
ii. All supporting documents must be included in the technical envelop.
iii. Document must be properly signed by the authority representing the company
iv. Bids shall be valid for a period of 90days and shall be addressed to:

5. SUBMISSION OF BIDDING DOCUMENT
All Bidding Documents are to be registered and submitted at the Office of the Secretary State Tenders Board/Permanent Secretary, Ministry of Infrastructure, Sapele Road Benin City latest 11:00am, 31 JANUARY 2020
6. BID OPENING:
Bids shall be opened immediately after the close of submission on the 21th January.2020 by 11:00am at the Office of the Chairman State Tenders Board/The Hon. Commissioner (Ministry of Finance), 7th Floor, Palm House Building, Sapele Road, Benin City. Bidders or their representatives as well as CSOS who wish to attend the bid opening are invited to witness the session.
