TENDER FOR 2020 COLLEGE PROJECT
It is hereby announced for the information of the general public that Federal Cooperative College Eleyele, Ibadan invites reputable Contractors/Bidders to bid for the execution of the following Year 2020 projects.
2. SCOPE OF WORKS/SERVICES/SUPPLIES
CATEGORY A: WORKS
LOT 1: Construction of one storey with four classrooms and Six Offices for Computer Department.
LOT 2: Construction of Computer Based Testing Centre (CBT) Building and furnishing
CATEGORY B: CONSULTANCY SERVICES (EXPRESSION OF INTEREST)
Lot 3: Capacity building for rural Cooperators in livestock and Crop Production in the South West
LOT 4: Capacity Building Training for Cooperators on ICT Entrepreneurship Management, Cooperative Law, Values and Studies in Osun State.
CATEGORY C: SUPPLY
LOT 5: Supply and Distribution of Empowerment Tools for Trained Cooperators in Osun State
LOT 6: Empowerment for Cooperators in selected Local Government Areas of Oyo State
3. ELIGIBILITY REQUIREMENTS
Interested and competent contractors wishing to carry out the above listed
jobs are required to Submit the following documents which will be subjected to verification by
a. Certificate of incorporation issued by Corporate Affairs Commission (CAC) including forms CAC2 and CAC7 or CAC 1.1
b. Evidence of Company’s income Tax certificate for the last three years (2017, 2018 & 2019) valid till 31st December, 2020.
c. Evidence of filling of annual returns to CAC for the last three (3) years (2017,2018 & 2019). Payment Receipts will not be accepted
d. Evidence of current pension compliance certificate valid till 31st December, 2020.
e. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December 2020.
f. Evidence of registration on National Data Base of Federal Contractors, Consultants and service providers by the submission of the Interim Registration Report (IRR) expiring on 30/06/2020 or valid certificate issued by BPP:
g. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December, 2020,
h. Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the Federal Cooperative College, Ibadan or the Bureau of Public Procurement has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars:
– That no partner/Director have been convicted in any country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter,
– That the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or bankruptcy:
i. Company’s Audited Accounts for the last three years 2017,2018 & 2019:
j. Evidence of financial capability to execute the project by submission of Reference Letter from a curriculum vitae of key staff to be employed for the project, including reputable commercial bank in Nigeria, including willingness to provide credit facilities for the execution of the project when needed;
k. Company’s profile with the copies of their Academic/professional qualifications (in case of construction: COREN, QSRBN ARCON, CORBON etc.);
l. Variable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Award, Valuation certificates, jobs completion certificates and photographs of the projects;
m. List Plants/Equipment with proof of Ownership/Lease (where applicable);
n. For Training Services: Evidence of registration with Centre for Management Development (CMD).
o. For ICT jobs: Evidence of Registration with National Information Technology Development Agency (NITDA) and Computer Professional Registration Council of Nigeria.
p. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firms Letterhead Paper bearing amongst others, the registration number (RC) as issued by the corporate affairs Commission (CAC) Contact address, Telephone Number (preferably GSM No.) and e-mail address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. SUBMISSION OF EOI (CATEGORY B)
Interested firms are to submit two (2) bound of Expression of interest (Eo) documents separated by dividers and arranged as indicated above. The Documents should be submitted in a sealed envelope and addressed to The Registrar. Federal Cooperative College, PMB 5033, Eleyele, Ibadan and clearly marked with the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the office of the registrar on or before 12.00 noon on Tuesday 28th April, 2020. Firms for consultancy services would not pay fee at this stage until after shortlisting.
5. OPENING OF EOI
The EOI will be opened immediately after the deadline for submission on or before 12:00 noon on Tuesday 28th April, 2020 at the designated office.
6. COLLECTION OF TENDER DOCUMENTS (CATEGORY A & C)
Prospective bidders are to collect hard copies of The Bid Document at the Registrar’s Office on evidence of payment of a non-refundable Tender fee of N10,000.00 per lot, paid into Federal Cooperative College’s REMITA Account in any reputable Commercial Bank in Nigeria.
7. SUBMISSION OF TENDER DOCUMENTS (CATEGORY A & C)
Prospective bidders are to submit bid for each of the Lot desired two (2) hard copies each of the technical and financial bids with softcopy of financial only in MS Excel format packaged
separately in sealed envelopes and clearly marked as Technical Bid or “Financial Bid”.
Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to
The Registrar Federal Cooperative College, PMB 5033, Eleyele, Ibadan and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the office of the registrar on or before 12:00 noon on Monday, 4th May, 2020.
8. OPENING OF TECHNICAL BIDS
a. Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 4th May, 2020. at the designated office in the presence of bidders or their representatives, while the financial bids will be kept unopened
b. Please ensure that you sign the Bid Submission Register in the office of the Registrar, the school will not be held liable for misplaced or wrongly submitted bids.
9. ADDITIONAL INFORMATION
a. Copy tender fee receipt (Category A&O) should be included in the submission.
b. No Company/Firm Should be bid for more than two (2) Lots,
c. Only Firms that comply with regulatory requirements would be considered.
d. Late submission will be returned unopened.
e. FCC IB reserves the right to verify the authenticity of claim(s) made by any tendering company
f. Goods & Works: Only Pre-qualified bidders will be contacted at a later date for financial bid opening. While financial bids of unsuccessful bidders will be returned un-opened.
g. Services: Only Shortlisted Consultants will be invited at a later date for collection of Request for Proposal.
h. FCC IB is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any stage without incurring any liabilities in accordance with Section 28 of the Public Procurement Act (PPA) 2007
