Federal Government College, Daura, Kastina State- Invitation To Tender For The Execution Of 2020 Capital Projects (2 Lots)

FEDERAL REPUBLIC OF NIGERIA FEDERAL MINISTRY OF EDUCATION FEDERAL GOVERNMENT COLLEGE, DAURA, KASTINA STATE INVITATION TO TENDER FOR THE EXECUTION OF 2020 CAPITAL PROJECTS DEADLINE: 17TH SEPTEMBER, 2020

1. INTRODUCTION The Federal Government of Nigeria has allocated Funds to Federal Government College, Daura Kastina State in the 2020 appropriation for the execution of its projects toward achieving the mandate of the College. Accordingly, the college wishes to invite reputable Contractor/Supplier with relevant proven competence and experiences to submit bids for the execution of the following projects.

2. SCOPE OF WORKS

3. ELIGIBILITY REQUIREMENTS Prospective bidders must possess the underlined requirements to be eligible for these procurements: a. Evidence of Certificate of incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2and CAC7 (or CAC 1.1) b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid, 31st December, 2020, with minimum average turnover of N20 million c. Evidence of current Pension Compliance Certificate valid el 31st December, 2020 d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid in 31st December, 2020. e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020 f. Evidence of Registration on the National Database of Federal Contractors. Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2020 or valid Certificate issued by BPP. g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Federal Government College, Daura or the Bureau of Public Procurement is a former or present Director shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are trump and correction all particulars . h. Company Audited Accounts for the last three(3) years 2017/2018/2019 i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed j. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic /Professional qualifications such as COREN, OSBORN, ARCON, CORBON etc. k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards Valuation Job Completion Certificate and Photographs of the projects l. List of Plant/Equipment with proof of Ownership Lease agreement, m. For Joint Venture Partnership Memorandum of Understanding (Mou) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificato, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner). n. All documents for submission must be transmitted with a covering forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). 4. COLLECTION OF TENDER DOCUMENTS Interested Companies are to collect the standard bidding document (8D) from the office of the Principal, Federal Government College, Daura, Katsina State on evidence of payment of a no-refundable fee of N10,000 per of paid to into the Federal Government College Daura’s Remita Account in any reputable commercial bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS Prospective bidders are to submit bid for each of the lot desired, two (2) Hard copies each of the Technical & Financial Bids with soft copy of Financial bid only in MS excel format, packaged in two separated wax sealed envelopes clearly marked as Technical Bids or Financial Bids Thereafter put the two sealed envelope together in a bigger send envelope addressed to the Principal, Federal Government College Daura, Kastina State and clearly marked with the name of the project and the lot number Furthermore the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Principal’s Office. FGC Daura no later than 12.00 noon Thursday 17th September, 2020.

6. OPENING OF TECHNICAL BIDS The Technical will be opened after the deadline for submission of all bids at 12.00 noon Thursday 17 September, 2020 in the Senior Staff Common Room, FGC Daura, while the financial bids will be kept unopened Phase, ensure that you sign the Bid Submission registered in the Office of the Principal FGC, Daura, Katsina State, as FGC Daura will not be held liable for implied or wrongly submitted bids. 7. GENERAL INFORMATION a. Bids must be in English Language and signed by an official authorised by the bidder. b. Bids submitted after the deadline for submission would be retumed un-opened. c. Bidders should not bid for more than one (1) Lot d. All cost will be borne by the bidders. e. Bidders are excused from the bid opening which we be attended by officials of private sector professional organisation and CSOs in the areas of anti-corruption/transparency The event will be fully captured on video and can be provided to bidders on request f. Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services) g. Only the pre-qualified bidders at technical evaluation will be contacted at a later date for financial bids opening while the financial bids of unsuccessful bidders will be returned unopened and h. The Federal Government College, Daura is not bound to prequalify any bidder and reserves the right to annul in accordance with section 28 of the Public Procurement Act 2007
