INVITATION TO TENDER FOR THE EXECUTION OF 2020 CAPITAL PROJECTS
The Federal Government of Nigeria has allocated funds to the Federal Government Girls College, Sagamu, Ogun State in the 2020 Appropriate for the execution of its project so that the mandate for the college can be archived. Accordingly, the College wishes t invites reputable contractors with relevant proven compete and experience to submit tender for the execution to the following project:
2. SCOPE OF WORKS/SUPPLIES
2.1. CATEGORY A: WORKS
|Lot W1||Construction of 1 No. of 6 classroom blocks||FGGC, Sagamu|
|Lot W2||Construction and Equipping of Business Studies Laboratory||FGGC, Sagamu|
CATEGORY B: GOODS
|Lot W1||Procurement of new 250KVA generator||FGGC, Sagamu|
|Lot W2||Provision of Teaching Equipment for Home Economics and Language Department||FGGC, Sagamu|
3. ELIGIBILITY REQUIREMENTS
Prospective bidders must pass the under-listed requirements to be eligible in their procurement process:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7.
b. Evidence of Company’s Income Tax Clearance certificate for the last three (3) years (2017, 2018, 2019) valid till 31st December, 2020, with minimum Average Annual Turnover of N20million
c. Evidence of Current Pension Compliance certificate valid till 31st December, 2020
d. Evidence of current Industrial Training Fund (ITF) Comp0liance certificate valid till 31st December 2020
e. Evidence of Industrial Social Insurance Trust Fund (NSITF) compliance certificate valid till 3st December, 2020
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2020 or valid certificate issued by BPP
g. Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the Federal Government Girls College, Sagamu or the Bureau of Public Procurement is a former or present Director, Shareholders or has any pecuniary interested in the bidders, and to confirm that all information presented in the its bid are true and correct
– that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged
h. Company’s Audited Accounts for the three (3) years (2017, 2018, 2019);
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/professional qualification (in case of Construction: COREN, and CORBON ) for works
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Award and Job Completion certificate.
l. List of Equipment with proof of Ownership/Lease agreement 9for works)
m. For Joint Venture/Partnership, memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance certificate, Pension Compliance certificate, ITF Compliance certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
n. All documents for submission must be transmitted with covering/forwarding letter under the Company/Firms letter head Paper bearing amongst other, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact address. Telephone number (preferably GSM No.) and email address. The Letterhead Paper must be the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENT
Interested companies are to collect the Standard bidding Document ()SBD) from the office of the Principal Office, FGGC, Sagamu on evidence of payment of a non-refundable tender fee of N10,000.00 per lot, paid into the Federal Government Girls College, Sagamu’s Remita account in any commercial bank.
5. SUBMISSION OF TENDERED DOCUMENT
Prospective bidders are to submit bid for each of the Lots Desired. Completed Technical and Financial bids should be put in separate envelope (One hard copy each), with softcopies of financial bid in MS Excel format. The envelopes clearly marked as Technical Bid or Financial Bid. Therefore, put the two sealed envelopes together in a bigger sealed envelope addressed to the Principal Federal Government Girls College, Sagamu, Oguo State and Clearly marked with (the name of the project and the Lot Number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidders ad drop in the designated tender Box at the Principal office, FGGS, Sagamu’s not later than 12:00 noon Monday, 4th May, 2020.
6. OPENING OF TECHNICAL BIDS
The Technical Bids will be opened immediately after the deadline for submission at 12:00 Noon Monday, 4th May, 2020 in the College Conference Centre in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please ensure that you sign the Bid Submission register in the office of the Principal, FGG, Sagamu, as the FGGC Sagmu will not be liable for misplaced or wrongly submitted bids
7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorization by the bidders
b. Bids submitted after the deadline for submission would be returned un-opened
c. Bidders should not bid for more than one (1) lot
d. All cost will be borne by the bidders
e. Al pre-qualified bidders will be contracted at a later date for financial bid opening.
f. The FGGC, Sagamu is not bound to pre-qualify any bidders and reserve the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
