REQUEST FOR EXPRESSION OF INTEREST FOR PUBLICATION OF ENTERPRISE EDUCATION BOOKS – YOUWIN CONNECT PROGRAM

1. PROJECT BACKGROUND
The Youwin Connect is a Multimedia Enterprise Education Initiative of the Federal Ministry of Finance which aims to support young entrepreneurs as they PLAN, START and GROW their business. The programme seeks to promote entrepreneurship as a viable career options for young Nigerians, which in turn will create jobs and wealth.
As such, the Federal Ministry of Finance, Budget and National Planning through the programme intends to engage the services of a reputable and competent firm to develop, publish and deliver one hundred thousand (100,000) copies of a book which will provide relevant entrepreneurship education materials to foster enterprise amongst Nigerian youths.

2. GENERAL ELIGIBILITY
Interested publishers/ firms should meet the following requirements:
i. Be incorporated as a company, evidenced by certificate of incorporation issued by Corporate Affairs Commission (CAC) of Nigeria
ii. Have at least Five (5) Key staff with relevant professional qualifications and experience.
iii. Provided audited financial statement for the last three (3) years (2016, 2017 &2018)
iv. Provide company’s current Tax Clearance Certificate for the last Three (3) years (2016, 2017 & 2018) valid till 2019
v. Provide current compliance certificate from national Pension Commission (PENCOM) valid till 31st December, 2019
vi. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance certificate valid December 31, 2019
vii. Provide current evidence of compliance with Industrial Training Fund (ITF) Compliance Certificate Valid till December 31, 2019
viii. Provide evidence of Registration on The National Database of Contractors, Suppliers and service Providers with the Bureau of Public Procurement (BPP) valid till January 31, 2020 or valid Certificate issued by BPP.
ix. Evidence of Financial capability to execute the project by submission of Reference Letter from a reputable commercial bank IN Nigeria, indication willingness to provide credit facility not less than N10 million for the execution of the project when needed;
x. Provide evidence of execution of at least three (3) similar jobs in the last five (5) years. All assignments award must be evidenced by submission of copies of contract award letter(s) and verifiable certificate(s) of satisfactory completion of contract.
xi. Provide company profile stating registered office and functional contact address { including e-mail address and telephone number(s)}
xii. Firms should accompany their submissions with sworn affidavit disclosing
a. Whether or not any office of the relevant committees of Federal Ministry OF Finance Budget and National Planning or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
b. Confirming that all information presented in its bid are true and correct in all particulars
c. Confirming that the company or any of its Directors have never been convicted of any criminal offence by any court of law.
d. Confirming that the company or any of its Directors is not bankrupt.
xiii. List of Plants/ equipment with proof of ownership/ Lease (where applicable)
xiv. For Joint Venture/ Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
xv. All Documents for submission must be transmitted with a Covering/ forwarding letter under the Company/ firm’s Letter Head by the Corporate Affairs Commission (CAC), contact Address, Telephone Number (preferably GSM NO.) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized office of the firm.

3.0 SUBMISSION AND OPENING OF TENDERS:
Original and two (2) copies of EOI documents are to be submitted in an envelope bearing the project name and name of the firm.
The Document are to be submitted in the office of The Director of Procurement, Room No. 040, Ground Floor Federal Ministry of Finance, Budget and Planning, Phase II, not later than 12:00 noon on February 11, 2020.
The EOI bid document will be publicly opened immediately after the deadline for submission at the Ministry’s Main Audition in the presence of bidders’ representatives and members who choose to attend

4.0 GENERAL INFORMATION
i. This invitation shall not be constructed to be a commitment or obligation on the part of the Ministry for award of any form of contract to any respondent nor shall it entitle any Company/ firm submitting documents to claim any indemnity from the Ministry
ii. Only shortlisted firms will be contacted at a later date for collection of Request for Proposals
iii. The Ministry reserves the right to cancel the process in line with the provisions of Section 28 of the Public Procurement Act (PPA) 2007 without incurring any liability.
