The Federal Government of Nigeria (FGN) has received financing from the World Bank towards the cost of the Third National Urban Water Sector Reform Project and intends to apply part of the proceeds for the consultancy services for engagement of external audit firm.

OBJECTIVES OF THE ASSIGNMENT
The objective of the audit of the Project Financial Statements (PFSs) is to enable the auditor to express a professional opinion(s) on the financial position of the project at the end of each fiscal year, and on funds received and expenditures incurred for the relevant accounting period.

SCOPE OF ASSIGNMENT
The Scope of the Service will include but not limited to the following:
(a) World Bank financing (and all external financing where the World Rank is not the only financier) has been used in accordance with the conditions of the relevant financing agreement, with due attention to economy and efficiency, and only for the purposes for which the financing was provided by Cr 5416 between the Federal Government of Nigeria and International Development Association.
(b) Counterpart funds have been provided and used in accordance with the relevant financing agreements, with due attention to economy and efficiency, and only for the purposes for which they were provided;
(c) Goods, works and services financed have been procured in accordance with the relevant financing agreements including specific provisions of the World Bank Procurement Policies and Procedures
(d) Training/ workshops/ study tour expenditures, where incurred, have been in compliance with the established policy and there is value for money.
(e) All necessary supporting documents, records, and accounts have been maintained in respect of all project activities, including expenditures reported using Statements of Expenditure (SOE) or Interim Unaudited Financial Statements (IFS) methods of reporting, the auditor is expected to verify that respective reports issued during the period were in agreement with the underlying books of account;
(f) Designated Accounts (if used) have been maintained in accordance with the provisions of the relevant financing agreements and funds disbursed out of the Accounts were used only for the purpose intended in the financing agreement;
(g) National laws and regulations have been complied with, and that the financial and accounting procedures approved for the project (e.g. operational manual, financial procedures manual, etc.) were followed and used;
(h) Financial performance of the project is satisfactory.
Submission of Expressions of interests (EOIs)
The Federal Ministry of Water Resources now invites eligible firm or joint Venture to indicate interest in providing these services for any and/or all the lots as indicated. Interested firm must provide information indicating that they are qualified to perform the services. Short listing criteria are as follows:

(A) REQUIRED QUALIFICATIONS AND EXPERIENCE OF THE SENIOR AUDITOR
The senior auditor must be a graduate of a recognized university and should possess the following qualifications and experiences:
(a) At least five year of audit experience, including at least 2 years of experience in the audit of World Bank funded projects;
(b) Bachelor’s degree or equivalent in Finance, Accounting, Economics, or related field;
(c) ACCA/CPA/CIMA/ICAN qualification;
(d) Proficiency in using accounting software and computer business desktop applications (MS Word, Excel, e.g.);
(e) Experience with Sage 50 (Peachtree) or QuickBooks or similar accounting software will be an asset;
(f) Strong inter-personal skills, demonstrated team leadership qualities and excellent oral communication skills; and
(g) Fluency in written and spoken English

(B) REQUIRED QUALIFICATIONS AND EXPERIENCE OF THE ASSOCIATE AUDITOR
(a) At least 2 years of audit experience
(b) Proficiency in using accounting software and computer business desktop applications (MS Word. Excel, etc.);
(c) Experience with Pliny ‘E’ or similar accounting software will be an asset; and
(d) Strong inter-personal skills, demonstrated team leadership qualities and excellent oral communication skills

One original and two copies of the Expression of Interest must be delivered to the address below not later than Tuesday, 10 March, 2020 by 12.00hrs in a sealed envelope clearly marked “Expression of Interest for Consultancy Services for Engagement of External Auditor”.

The Consultant will be selected using Consultant Qualification Selection (CQS) method, and in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in January 1997 (revised September 1997, January 1999, May. 2002 & May, 2004 and 2011).
