GOVERNMENT OF EKITI STATE NIGERIA FOUNTAIN HOLDINGS LIMITED EYIYATO HOUSING PROJECT REQUEST FOR EXPRESSIONS OF INTEREST FOR BUILD, OPERATE AND TRANSFER (BOT) DATE: JANUARY 10, 2020

BACKGROUND Fountain Holdings Limited is the investment arm of the Ekiti State Government; we are a professional investment management organization that invests the funds of Ekiti State Government. As the investment arm of the state we source for investors from all over the world to partner with Ekiti State Government to bring innovation and diversity to the State.

EKSG is desirous of providing housing for the people of Ekiti State and of encouraging Public-Private sector to achieve this objective.

As part of effective governance and in line with the laid out comprehensive plan for the development of the State, Ekiti State Government is developing an integrated urban housing project that includes Five Hundred housing units of Three bedroom Semi-Detached, Three Bedroom Bungalow and Four Bedroom Duplex respectively. The project will be seating on a large expanse of land measuring approximately 34,950 hectares situated off iworoko Road, Ado-Ekiti.

The project has been allocated as below:

OBJECTIVE The objective is to engage competent and experienced investor to invest in the construction of Five Hundred housing units of Three Bedroom Semi-Detached, Three Bedroom Bungalow and Four Bedroom Duplex in model of Private Public-Partnership arrangement.

EKSG now invites eligible investor to express interest in providing the above services. Interested firms MUST provide sufficient information demonstrating the availability of required qualifications, expertise, relevant experiences and financial capability to perform the services. Investor may associate to form consortium to enhance their qualification and must provide verifiable evidence of association from all parties.

ELIGIBILITY REQUIREMENTS Interested investors should indicate their interest by providing the following: • Evidence of registration of company with Corporate Affairs Commission • Evidence of registration with Ekiti State Bureau of Public Procurement (PPP) • Evidence of registration with Federal Inland Revenue Services (FIRS) • Three years Tax Clearance for 2016, 2017 and 2018 • Evidence of payment of 3 years development levies for 2017 2018 and 2019 • Evidence of registration with National Social Insurance Trust Fund (NSITF) • Full name and nationality (country of registration) of the company and contact • Person, address, telephone and e-mail address. • Details of ownership structure of the company. • Full details of any partners or subcontractors who will form part of bid. • Evidence of similar housing projects implemented, owned/operated around the world especially in developing economies. • Evidence of compliance with the Criteria for Short-listing. • Capacity must be demonstrated. • Bank Reference indicating capacity.

SHORTLISTING CRITERIA EKSG will also consider the following criteria during evaluation of the EOI: • Experience of executing the Design, Building, maintenance and Transfer of previous building projects.. • Experience in efficiently and safely operating and maintaining urban Housing Projects system. • Capacity to raise financing necessary for the housing project • Cash flows and turnover. • Verifiable similar experience and availability of appropriate skills.

It is also a prerequisite that the successful parties must demonstrate willingness to abide by Nigerian law and international best practice.

Only shortlisted firms/consortia would be connected and issued Request for Proposal (RFP), Bidding and other relevant documents.

Expressions of Interest must be submitted in six (6) copies (one original and five copies) in a sealed envelope clearly marked “Expression of Interest for Design, Build, Operate and Transfer of Eyiyato Housing project delivered not later than 5:00pm (1700 hours) Nigerian time on Wednesday, January 29, 2020 to the address below. An electronic version should also be submitted on CD Format.

Please note the following: – 1. Investors are allowed to bid for more than one housing concession. However, Expressions of Interest for each concession must be submitted separately. 2. Submissions made by email late submission will be rejected. 3. Investors are expected to recuperate their investment through Government assisted purchase by civil servants and qualified corporate individuals.
