GOVERNMENT OF ENUGU STATE OF NIGERIA OFFICE OF THE HONOURABLE COMMISSIONER MINISTRY OF FINANCE AND ECONOMIC DEVELOPMENT EXPRESSION OF INTEREST FOR THE ENGAGEMENT OF INSURANCE BROKERS TO INSURE ENUGU STATE GOVERNMENT ASSETS

INTRODUCTION: The Enugu State Government after series of consultations with Insurance brokers and in line with Due Process requirement for procurement of Works, Goods and Services invite competent insurance Brokerage Companies with proven track record of capacity and ability to cover risks, to tender for the provision of Insurance services to insure State Government Assets and Life Insurance Policies. It is against this backdrop that the State Government through the leadership of the Ministry of Finance and Economic Development, therefore, requests for submission of Expression of Interest from competent insurance Brokers.

SCOPE OF WORK (1) Procurement of Group Life Assurance Scheme Brokers. (2) Procurement of Group Life Personal accident Scheme Brokers. (3) Procurement of Property insurance Scheme for Enugu State Government Buildings Brokers.

SELECTION CRITERIA (1) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form C02 and C07; (2) Evidence of Company Tax clearance certificate and Audited Account for the three (3) years 2017, 2018, 2019) duly signed by a licensed Auditors expiring 31st December, 2020; (3) Evidence of registration with Enugu State Government as a contractor/ consultant/supplier; (4) Evidence of registration and payment of Value Added Tax if cooperate entity; (5) This EOI, must be accompanied with sworn affidavit disclosing that they do not have any director who has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; (6) Company must provide evidence of minimum annual turnover of at least N20Million (Twenty Million Naira) (7) Evidence of Execution of similar jobs in recent past. (8) Evidence of payment of 2% Bid Security in a draft addressed to Enugu State Government (if it concerns financial bidding); (9) Evidence of payment of non-refundable processing fee of N250.000 into the Enugu State Government (1GR) account; (10) Company profile to include names, qualifications and experience of key personnel. (11) Verifiable registered business address (11) Evidence of financial capacity from a reputable financial institution. (12) Company profile with telephone number of key personnel. (13) All expression of interest, must be submitted in a sealed envelope with cost of all levels of insurance (14) Verifiable registered business address. (15) Payment of non-refundable deposit of Two Hundred and Fifty Thousand Naira (N250, 000.00). (16) Affidavit authenticating all documents submitted. (17) Evidence of NAICOM certificate (18) Evidence of NCRIB certificate for the current year 2020.

NOTE: Failure to comply with item 1-19 above will lead to disqualification of EOI. For the purpose of evaluation and comparison of bids that have been adjudged as valid, no other method or criteria shall be used except those stipulated in the solicitation documents.

SUBMISSION OF EXPRESSION OF INTEREST All Expression of interest be submitted in sixteen hard copies and a soft copy on CD-ROM and delivered to Ministry of Finance and Economic Development Enugu State, State Secretariat Enugu not later than 29 June, 2020.
