YOBE STATE GOVERNMENT OF NIGERIA MINISTRY OF TRANSPORT AND ENERGY INVITATION FOR TENDER

1.0 In compliance with the policy of due process of the Federal Republic of Nigeria and the Yobe State Bureau on Public Procurement law 2016, the Yobe State Ministry of Transport and Energy, hereby, invites contractors who are interested to tender for the supply and installation of Anti-Expulsion & Anti-Boilding Expanding Vapour Explosion & Aviation fuel storage Tank and Anti-Explosion and B.L.E.V.E. Fuel Bowser at Yobe International Cargo Airport, Damaturu.

2.0 QUALIFICATION REQUIREMENTS: In view of the above the Ministry invites interested and qualified Bidders to submit the following documents: (i) Evidence of Incorporation with Corporate Affairs Commission (CAC) of Nigeria. (ii) Registration with Yobe State Bureau on Public procurement. (iii) Tax clearance certificate for three years (2017 -2019). (iv) Evidence of financial capability and bank reference letter. (v) Detailed company profile and professional experience/curriculum vitae of key personnel with contact addresses and phone numbers. (vi) Evidence of similar projects executed and knowledge of the industry. (vii) Equipment and Technical capacity (viii) Audited Account for three (3) years (2017 -2019). (ix) Evidence of VAT registration and proof of past remittances. (x) The company is not bankrupt. (xi) Evidence of compliance with Pension Reform Act 2007. (xii) Evidence of compliance with Financial Regulatory Council. (xiii) Evidence of payment of ITF 2020. (xiv) Evidence of payment of NSTIF Certificate – 2020.

SWORN AFFIDAVIT DISCLOSING: (a) That all information presented in the bids are true and correct. (b) That the Director (s) has/have never been convicted for any criminal offence relating to fraud or financial impropriety or criminal mis-presentation or falsification of facts. (c) That the bidder is not in receivership, the subject of any form of insolvency or bankruptcy proceedings. ( d) Whether or not any officer of the Yobe State Ministry of Transport and Energy, is a former or present Director, Share Holder or has any peculiar interest in the bidder. (e) That the bidder is not in arrears regarding payment of due taxes, charges, pension or social insurance contribution unless the bidder has lawful permit.

2.2 DETAILS SPECIFICATION Details are contained in the request for proposal and Bidding documents.

3.0 COLLECTION OF BIDDING DOCUMENTS: A complete set of bidding documents in English may be purchased by interested bidders on the submission of written application to the address below and upon payment of a non-refundable fee of Two Hundred and Fifty Thousand Naira only (N250,000:00). The Hon. Commissioner, Yobe State Ministry of Transport and Energy, Abdulsalami Abubakar way, P.M.B. 1001, Damaturu, Yobe State.

4.0 SUBMISSION: The submission should be in two (2) separate envelops as follows: (i) The General requirement should be submitted in a wax sealed envelope boldly marked at the left corner:- • Technical proposal for the supply and installation of Anti-Expulsion & Anti-Boilding infrastructures at Yobe International Cargo Airport, Damaturu. (ii) The financial proposal should be submitted in a second, wax-sealed envelope marked at the top left corner: • Financial proposal for the supply and installation of Anti-Expulsion & Anti-Boilding infrastructures at Yobe International Cargo Airport, Damaturu. Yobe State Ministry of Transport and Energy, Abdulsalami Abubakar Way, P.M.B. 1001, Damaturu, Yobe State.

5.0 CLOSING DATE All submissions must be received at the above office not later than 12:00pm after Fifteen (15) working days from the date of this publication ( 21th February 2020 ).

6.0 OPENING DATE: The bidding documents will be opened immediately after close of submission of the bid on the expiration of the Fifteen (15) working days’ notice ( 21, February 2020).

7.0 IMPORTANT NOTICE: (i) Nothing in the advert shall be construed to be a commitment on the part of the Ministry. (ii) Only prequalified bidders will be contacted for the award.
