1. INTRODUCTION Lake Chad Research Institute (LCRI), Maiduguri, wishes to invite interested and reputable Contractors/Suppliers and Consultant(s) with relevant experience to express interest for the under listed projects at its headquarters:

LOT 1 Procurement of biotechnology laboratory equipment LOT 2 Procurement of wheat production Equipment (One unit of combine harvester) LOT 3 Procurement of Laptop Computers, Photocopiers and Accessories LOT 4 Procurement of assorted Fertilizer and Irrigation water pumps LOT 5 Procurement tyres, servicing items for vehicles and generators LOT 6 Procurement of critical equipment for soil and microbiology laboratory investigations LOT 7 Procurement of diesel for research and laboratory complex LOT 8 Procurement of One (1) unit of 300 KVA sound proofed diesel generator LOT 9 Acquisitions of Research farm land for millet in Anno, Borno State and wheat research farm in Nguroje, Taraba State

LOT 10 Expression of Interest as Consultant(s) in Civil and Works to prepare bids and supervise Projects for year 2021

3. ELIGIBILITY REQUIREMENTS Interested and reputable Contractors, Suppliers and Consultant(s) are required to submit the following documents in their firm profiles:- (a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 or Form CAC 1.1; (Note: Business Name is acceptable for Lot 9 & 10); (b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all Partners in case of Business Name) for the last three (3) years valid till 31st December, 2020. (c) Evidence of current Pension Compliance Certificate valid till 31st December, 2020. (d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019. (e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019. (f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2020 or valid Certificate issued by BPP. (g) Sworn Affidavit: disclosing whether or not any officer of the relevant committees of the Lake Chad Research Institute or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars. None of the director(s) of the company seeking pre-qualification has ever been convicted for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter None of the Directors or the Company is bankrupt (h) Company’s Audited Accounts for the last three (3) years – 2017, 2018, 2019 certified by a professional Accounting/Audit firm. (i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed. (j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic and Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.; (k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects. (l) Evidence of Firm’s registration with relevant professional bodies (Category B). (m) Lot 3: Evidence of Registration/Accreditation with the Computer Professional Registration Council of Nigeria and National Information Technology Development Agency (NITDA); (n) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs); (o) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4. COLLECTION OF TENDER DOCUMENT (CATEGORY A) Interested Companies/Firms are to collect Tender Documents containing detailed specifications from the Procurement Planning Committee (PPC) Secretariat, Lake Chad Research Institute, Headquarters Maiduguri, Borno State on payment of non-refundable tender fee of N10.000 (Ten Thousand Naira) only per Lot, paid into the Lake Chad Research Institute’s remita account in any reputable Commercial Bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS (CATEGORY A) The Pre-qualification and completed tender documents must be submitted in two (2) copies each including one (1) original and one (1) photocopy in two (2) separate sealed envelopes clearly marked on the top-left hand side of the envelop “(state category and Lot No.)” and submitted to the address below not later than 12:00 Noon on Wednesday, 5 August, 2020. Late submission would be returned un-opened. The Acting Executive Director, Lake Chad Research Institute, Km 5, Gamboru/Ngala Road, P.M.B. 1293, Maiduguri.

All sections of the financial bids document must be filled in ink, every page of the bid document must be dully signed by an authorized person for your bid to be completed.

6. SUBMISSION OF EOI DOCUMENTS (CATEGORY B) Interested firms are to submit two (2) bound of Expression of Interest (Eol) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as stated above, and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box not later than 12:00 Noon on Wednesday, 5 August, 2020.

7. OPENING OF EOI AND TECHNICAL BIDS The EOI and technical bids shall be opened immediately after the deadline for submission at 12:00 Noon on Wednesday, 5 August, 2020. Due to CoVID19 guidelines, only relevant professional bodies and Non-Governmental Organizations (NGOs) in the areas of Anti- Corruption and Transparency are invited to witness the exercise.

8. NOTES (i) Please note that response to this invitation shall not oblige the Institute to consider any responding firm for qualification. (ii) The Institute is not bound to accept submission that does not meet up with the requirement as specified. (iii) Bids must be in English Language and signed by an official authorized by the bidder; (iv) Bids submitted after the deadline for submission would be returned un-opened; (v) Bidders should not bid for more than two (2) Lots; (vi) All costs will be borne by the bidders; (vii) Category A: Only qualified bidders/Suppliers after the technical opening will be invited at a later date for financial opening. (viii) Category B: Only shortlisted firms will be invited at a later date for collection of Request for Proposals; (ix) The Lake Chad Research Institute is not bound to qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
